The Journal of Economics and Statistics (Jahrbücher für Nationalökonomie und Statistik) is a scientific journal published in Germany since 1863. The journal publishes papers in all fields of economics and applied statistics. A specific focus is on papers combining theory with empirical analyses. Papers providing conclusions for economic policy in Europe are particularly welcome. Nevertheless, distinguished papers dealing exlusively with economic theory, empirical models, or economic history, will not be excluded from consideration.

The editors invite replication studies focusing on the robustness of empirical findings. The section Data Observer presents articles on data sets available for empirical research and institutions providing research data. The journal also publishes special issues, short comments, and book reviews. All freely accessible contributi ons, including the Data Observer articles, can be found via the website's article search functionality.

This data report describes the first and second wave of the RWI Climate-Mobility Panel, a recurring household survey that aims in particular to investigate individual mobility behavior and preferences with regard to mobility-related policies. It further includes information on attitudes towards environmental protection and climate change of household members in Germany as well as on socio-economic individual and household characteristics. These first two waves, collected via forsa in 2018 and 2019, each comprise responses from over 6,000 households. These waves enable longitudinal analyses of changes in mobility behavior, policy preferences, and environmental attitudes over time, while also offering rich cross-sectional data on additional transportation-related topics. Further, both waves include an assessment of perceived car use costs and selected psychological scales. This uniquely comprehensive data set serves as a basis for novel research and evidence-based policy decisions in the context of the mobility and transport transition. The panel will be extended with additional survey waves conducted in 2022 and 2024, as well as with planned future data collections.

Pension Reform Effects in Times of Technological Change and Shifting Task Composition

We study heterogeneity in the effects of a pension reform in Germany: the introduction of the old-age pension for the very long-term insured, which lowered the threshold for full pension receipt from age 65 to 63. Using a regression discontinuity design (RDD) and rich administrative pension data, we estimate the effects of the reform on eligible workers who differ in a number of occupational characteristics. Transitions into the new early retirement scheme occurred more frequently from jobs involving mainly manual and routine tasks, which contributed to the changing composition of tasks in the workforce. While the introduction of new technologies, materials and machines in an industry was associated with more workers claiming early retirement, workers affected by frequent PC use and new PC programmes were less likely to use the early retirement scheme.

Migration scholars commonly study international migration and socio-economic integration separately, typically focusing on a single receiving country in the Global North. The TRANSMIT project adopts a transnational perspective, studying key migration routes to Europe via large-scale surveys among Syrians and their host communities in two major countries of mixed-migration contexts, namely Lebanon and Turkey. Both countries, in addition to their own history of emigration, host large refugee populations. The surveys cover both migration biographies and aspects of the socioeconomic participation of Syrian nationals. Surveying the host populations in equal terms allows researchers to examine local contexts and group differences.

Some are Hit Hard, for Others It’s Business as Usual: The Effects of Chronic Illnesses on Employment and Income Trajectories

This study examines the relationship between the onset and progression of a chronic disease and subsequent income and employment trajectories using SHARE-RV, a longitudinal dataset that links survey data from the Survey of Health, Ageing and Retirement in Europe (SHARE) with German Pension Insurance administrative records (RV). This data linkage enables an assessment of the long-term consequences of chronic illness on labour market participation and income development, with observation periods exceeding 20 years. The empirical findings indicate that a chronic disease exhibit negative correlations with employment outcomes and earned income. These adverse effects differ in magnitude depending on the indicator used to define chronic disease and are most pronounced when restricting analyses to severe chronic conditions. Further, notable gender differences are observed. The spectrum of income losses ranges from moderate decreases in earnings points to the complete loss of earned income as a result of unemployment, labour market exit, or transition to disability pension receipt. The analysis also explores the extent to which chronic illness acts to intensify pre-existing labour market inequalities. The results indicate that the employment and income trajectories of highly qualified individuals are substantially less adversely affected by the onset and progression of chronic disease compared to those of individuals with low or medium levels of qualification. Indeed, highly qualified individuals may continue to accrue additional earnings points even following a chronic disease diagnosis. Consequently, chronic illness contributes to the amplification of social inequality within the labor market.

HOP – An Occupational Indicator for the Potential of Working from Home

Working from home (hereinafter referred to as WFH) is becoming increasingly important as the growing availability of modern information and communication technologies enables many employees to decide where (and when) they work. Nevertheless, certain occupations cannot be undertaken outside of the workplace. Work relying on digital devices such as smartphones or laptops and an internet connection can be done relatively easily from home. WFH is hardly possiblein occupations that require social proximity or physical presence (e.g. to monitor and control machines, systems or devices, or to provide services to people). If the potential for WFH in an occupation is not considered, analyses of the actual use of WFH and its impact on employment or wages, will lead to biased estimates. There are other indicators for the potential of WFH in occupations. However, we see the necessity for an indicator that meets the following four criteria is apparent. First, given that respondents’ subjective assessments of their ability to WFH are inherently linked to their normative beliefs and personal preferences, the indicator should be based on objective, rather than subjective, assessments. Second, the possibility for WFH does not depend directly on the job tasks, but rather on whether the working conditions of the occupation allow a comparable working environment to be set up in a location other than the designated workplace. Third, it is essential to avoid categorising occupations as either completely suitable or unsuitable for WFH, given that working conditions in all occupations render WFH more or less probable. Fourth, this implies that not only the presence of selected (appropriate) working conditions, but the evaluation of all typical working conditions in an occupation is necessary to determine whether an occupation can be performed from home. In this paper, we, therefore, develop a novel indicator for occupation-specific WFH potential, which we call ‘Home Office Potential’, short HOP. HOP indicates for each occupation, relative to all others, whether it is possible to set up a work environment other than the designated workplace. HOP, thus, complements other WFH indicators that are based on subjective assessments of respondents or on information on tasks performed at work. To this end, we utilise information on working conditions from the German expert database BERUFENET. We provide the HOP for aggregates according to the Classification of Occupations in Germany (KldB-2010) and the International Standard Classification of Occupations (ISCO-08). Information on the WFH potential for up to 1,200 occupational units is available, thus demonstrating a significant advantage of using expert data as opposed to survey data. To assess the construct validity, a range of analyses were conducted. The findings of these analyses demonstrate that HOP is appropriate for evaluating the feasibility of working from home in a given occupation.

Dealing with Censored Earnings in Register Data

Earnings are often top-coded (right-censored) in administrative registers. The censoring threshold in the case of Germany is the limit value for social security contributions, leading to a substantial fraction of censoring: For example, about 12 % of male workers in West Germany are affected, rising to above 30 % for highly educated prime-aged workers. This missing right tail of the earnings distribution constitutes a major problem for researchers studying earnings inequality and top incomes. We overcome this challenge by taking a distributional approach and semi-parametrically modelling the right tail as being Pareto-like. Non-censored earnings survey data matched to administrative records, derived from the SOEP-RV project, let us operate in a laboratory-like setting in which the targets are known. Our approach outperforms alternative imputation methods based on Tobit regressions.

The IAB/ZEW Start-Up Panel is a longitudinal and representative survey established in 2008, designed to focus on founders and their businesses during the very early stages of the firm life cycle. Data on newly founded companies, their founders, business activities, and innovation and market strategies is scarce, posing challenges for both research and evidence-based policymaking. The IAB/ZEW Start-Up Panel’s objective is to provide reliable research data on new businesses in Germany for the research community. This paper outlines the panel’s design, methods, and structure. We also discuss potential research topics, usage, and access to the data for academic purposes.

This paper documents the methodology, content, and evolution of the ifo Human Resources (HR) Survey, a quarterly survey conducted by the ifo Institute since 2008 that targets human resource managers in German firms. While the ifo Institute’s traditional business surveys capture general management perspectives, the ifo HR Survey fills a crucial gap by focusing on personnel management strategies, recruitment practices, and workforce development. The survey consists of regular questions about personnel flexibilization instruments, on the company, or about further training measures complemented by special modules addressing current policy issues and labor market challenges. The paper describes the survey’s panel composition with currently about 900 companies across manufacturing, trade, and the service sector, and explains the weighting procedures used to ensure representativeness of the German economy. Additionally, it provides insights to the extensive set of standard and special questions fielded since 2008 covering aspects like the COVID-19 pandemic, demographic changes, and technological transformation. The micro data is available through the LMU-ifo Economics & Business Data Center.

Based on new aggregated data on initial and seasoned equity offerings (IPOs and SEOs) on the Berlin Stock Exchange before the First World War on a monthly basis and in combination with several other available datasets, we test the hypothesis presented by Hanselaar, René Stulz, and Mathijs (2019. Do Firms Issue More Equity when Markets Become More Liquid?” Journal of Financial Economics 133 (1): 64–82) that market liquidity significantly influences issuance activity on the stock market. For the first time, we can substantiate this hypothesis using historical data. Indeed, the number and value of SEOs and IPOs can be explained quite well with the help of past market liquidity.

A Note on Estimation of Empirical Models for Margins of Exports with Unknown Non-linear Functional Forms: A Kernel-Regularized Least Squares (KRLS) Approach

Empirical models for intensive or extensive margins of trade that relate measures of exports to firm characteristics are usually estimated by variants of (generalized) linear models. Usually, the firm characteristics that explain these export margins enter the empirical model in linear form, sometimes augmented by quadratic terms or higher order polynomials, or interaction terms, to take care or test for non-linear relationships. If these non-linear relationships do matter and if they are ignored in the specification of the empirical model this leads to biased results. Researchers, however, can never be sure that all possible non-linear relationships are taken care of in their chosen specifications. This note uses for the first time the kernel-regularized least squares (KRLS) estimator to deal with this issue in empirical models for margins of exports. KRLS is a machine learning method that learns the functional form from the data. Empirical examples show that it is easy to apply and works well. Therefore, it should be considered as a useful addition to the box of tools of empirical trade economists.

HICP and National CPI in Germany: As Similar as Possible, as Different as Needed

The harmonised index of consumer prices (HICP) co-exists with the national consumer price index (CPI) as a key measure of inflation in Germany. Both indices are based on the same granular price data and uniform compilation methods at the lower levels of aggregation. However, differences arise at the upper level, concerning e.g. coverage, index formula, weighting schemes and revision practices. Weighting is a major source of differences but its impact is expected to diminish because, in the last base year changeover, national accounts replaced household budget surveys as the dominant source for deriving five-year fixed CPI weights. This change increases conformity with the annual updating procedure for HICP weights. By contrast, the integration of the cost of owner-occupied housing (OOH) into the HICP might increase the differences between these key measures if, following the ECB’s request in its 2020/2021 Monetary Policy Strategy Review, the acquisition approach were implemented. Choosing different options can be rationalized with a number of criteria (e.g. alignment with user interest, main purposes, public acceptance, practicality). As differences matter empirically, communication is important.

We describe the procedure for compiling a list of industrial monuments in the regions of Germany and the resulting data set. This includes detailed insights into the absolute and relative numbers of industrial monuments, categorized into production, traffic, and supply. In addition, we provide an overview of the regional distribution of the number of industrial monuments in Germany. Baden-Wuerttemberg and Bavaria exhibit the largest shares of industrial monuments nationwide, followed by Saxony and North Rhine-Westphalia. Spatial analyses reveal significant regional variations in monument density per population and area, reflecting the historical and cultural heritage shaped by industrialization. The data set, publicly available on the Internet, fills a gap in documenting and analyzing industrial heritage in Germany.

How does the Energy Transition Shape Inclusive Green Growth in the European Union?

Amidst the growing issues of global warming and non-inclusiveness, inclusive green growth (IGG) has become an aspiration for all countries. Countries worldwide, including those in the European Union (EU), are transitioning from non-renewable to renewable energy to preserve the environment. However, there is currently a lack of comprehensive research investigating the nexus between energy transition and IGG. This paper aims to explore the impact of energy transition on IGG in 25 EU countries from 1995 to 2021. We develop composite indices for both IGG and renewable energy transition targeted to EU economies and employ advanced econometric approaches such as the pooled mean group-autoregressive distributed lag (PMG-ARDL) model, Driscoll-Kraay standard errors (DKSE) method, feasible generalised least square (FGLS) method, panel corrected standard errors (PCSE) method, to uncover relevant associations. The PMG-ARDL deals with potential endogeneity and simultaneously provides short-run and long-run estimates, while the DKSE, FGLS and PCSE methods provide consistent outcomes in the presence of cross-sectional dependence, autocorrelation and heteroscedasticity among the error terms. Results indicate that the renewable energy transition hampers IGG in the short run but fosters it in the long run in the EU economies. Additionally, financial development and internet access enhance IGG, whereas government expenditure, inflation and economic globalisation have negative impacts. The findings suggest that EU countries should stimulate investment by public-private partnerships in renewable energy technologies and promote the use of renewable energy to make their economic growth green and inclusive.

The Economic Experts Survey (EES) is the most comprehensive global survey of economic experts. Established at the ifo Institute in 2022 as the successor to the World Economic Survey (WES), its aim is to capture experts’ assessments of economic policy and political developments in their home countries, as well as their views on topical issues in the economic policy debate. Each quarter, the EES surveys around 10,000 experts across over 120 countries, providing real-time insights into experts’ perspectives on current economic policy. In this paper, we present an overview of the EES. We describe the survey’s coverage and characteristics of its participants, outline the methodological approach and questionnaire design, and briefly describe research based on EES data. We also explain the opportunities for accessing the EES data.

Differences in Public Pension Entitlements within Couples – Analyses Based on SHARE-RV

Within the three-pillar German pension system, the German Pension Insurance remains the most important source of old-age income. From a gender comparative perspective, existing literature shows the inequality between men and women regarding income and wealth in general. Wealth includes pension wealth quantified as entitlements within the pension system. Although different compensatory mechanisms have been implemented within the public pension system (e.g., entitlements for child-raising periods, pension splitting after divorce), women on average accumulate fewer pension entitlements in the German Pension Insurance than men and thus receive lower pension payments. However, little is known about the gender-specific distribution of public pension entitlements within couples, which is becoming more relevant with increasing individualization of financial resources in partnerships. The linked data set SHARE-RV provides valuable research data by directly linking the German sample of the Survey of Health, Ageing and Retirement in Europe (SHARE) to selected administrative data from the German Pension Insurance (RV). It offers exact data from the pension accounts of the SHARE respondents as well as important contextual and household information. Using SHARE-RV data, I contribute to the question of how pension entitlements are distributed within cohabiting couples aged 50 years and older and which factors influence this distribution. The focus of the analysis is on the influence of different socio-demographic factors on the gender-specific difference in public pension entitlements. The goal is to explore the effects of age, marital status, education, having children, and place of residence on the entitlement gap between partners. Results show that the difference in the educational level between partners influences the entitlement gap in both directions. Married couples and couples with children show a larger gap in entitlements than unmarried and childless couples. Furthermore, the entitlement gap is larger for couples living in West Germany than for couples living in East Germany. These results are in line with previous findings on gender inequalities in income and pensions and contribute to a better understanding of the specific perspective on pension entitlements within couples.

Interest Rate Changes and Borrower Search Behavior: An Experimental Replication with Extensions

This study replicates Lukas and Nöth’s (2019. Interest Rate Changes and Borrower Search Behavior.” Journal of Economic Behavior & Organization 163 (July): 172–89.) analysis of borrower behavior in response to interest rate changes, focusing on consumer decisions to seek alternative mortgage offers. Confirming the original findings, we observe that consumers are more likely to search for a new offer when rates rise, implying higher payment costs. Extending this framework, we introduce a savings account scenario, framing consumer decisions symmetrically. Results reveal that consumers similarly respond to interest rate decreases, actively seeking alternatives when potential interest earnings drop. This replication supports the robustness of the original findings and highlights symmetry in consumer search behavior across contexts.

We present new data from a factorial survey experiment on sickness presenteeism, collected as a follow-up to the 2024 BIBB/BAuA Employment Survey – a representative survey of the German workforce. The factorial survey uses hypothetical scenarios to examine how employees decide between going to work, calling in sick, or working from home when experiencing illness. Scenarios systematically vary dimensions such as symptom severity, contagiousness, attendance pressure, and workload. Sub-experiments address performance pressure and period pain presenteeism. The dataset also includes measures on motivational drivers and workday adjustments, providing detailed, causal insights into sickness-related decision-making in contemporary work environments.

Perceived Inflation in Germany: Determinants and the Role of the Basket of Goods

In times of high price increases, the perceived (‘subjective’) inflation rate is of particular importance for decisions on monetary, distributional, and growth policies. This paper measures the perceived inflation rate in April 2022 and again 12 months later using a representative sample for Germany and examines differences among various population groups. The findings indicate that perceived inflation rose strongly between 2022 and 2023 to more than three times the official inflation rate across most spending categories. Significant differences prevail, however, with regard to individual education level, age, and gender. More frequently purchased types of goods seem to be assigned a higher weight and, hence, have a larger influence on perceived inflation. Finally, a counterfactual analysis shows that the difference between perceived inflation and the official rate is only to a minor extent driven by deviations of individual consumption structures from the statistical basket of goods.

The Effect of Legal Retirement Age Reform on Retirement Behavior – Analysis and Synthesis of Several Natural Experiments

We exploit an incremental retirement age reform to investigate the impact of an increase in the legal retirement age on the benefit-claiming age using administrative data from the German public pension insurance. We synthesize findings from several marginal retirement age increases over 10 birth cohorts with a meta-analytic random effects model and find that compliance with marginal treatment is relatively high, but increases if combined with fewer available pathways into retirement. Female retirees retire later in response to a legal retirement age increase than males.

The Motherhood Penalty in Financial Resources for Retirement: A Life Course Perspective on the Accumulation of Public Pension Wealth and Personal Wealth in East and West Germany

This study investigates the motherhood penalty on personal net wealth and public pension wealth, focusing on women born between 1937 and 1989. Expanding upon previous research, we (a) contrast the impact of motherhood on public pension wealth and net wealth, (b) adopt a dynamic perspective by modelling wealth accumulation over the life course, and (c) differentiate between mothers of one or multiple children. Our sample includes individuals insured in the German public pension system, excluding civil servants and self-employed. We use the SOEP-RV linkage data, combining the German Socio-Economic Panel (SOEP) with administrative records from the German Pension Insurance (VSKT), and analyze public pension wealth and individual net wealth for 2002, 2007, 2012 and 2017. Growth curve models reveal a significant motherhood penalty in net wealth, particularly pronounced in West Germany. For public pension wealth, there is a significant penalty in West Germany, while no significant long-term effect is observed in East Germany.

Nonparametric Identification in Nonseparable Duration Models with Unobserved Heterogeneity

This paper studies nonparametric identification of nonseparable duration models with unobserved heterogeneity. The models considered here are nonseparable in two ways. First, genuine duration dependence is allowed to depend on observed covariates. Second, observed and unobserved characteristics may interact in an arbitrary way. Identification is shown for a comprehensive account of settings. In particular, identification is shown in single-spell models with and without time-varying covariates, in multiple-spells models with shared frailty and lagged duration dependence, in single-spell and multiple-spell competing risks models, and in treatment effects models where treatment is assigned during the individual spell in the state of interest.
