This paper compares the efficiency of two methods explaining the cyclical movement of a time series at its current end. It refers to a newly developed low-pass filter and the seasonal adjustment method, represented by ASA-II. The empirical analysis starts with a visual comparison of the results of the alternative methdos applied to five select time series. These examples point to a superior informative value of the directly estimated cyclical development. Subsequent attempts to underpin these results using stochastic simulations support the conclusion that the new filter is an interesting alternative to conventional seasonal adjustment methods, especially for short time series.

The paper discusses the link between financing R&D and tangible investment, firm size, and corporate governance. Mechanisms of corporate governance, such as the presence of large shareholders or stakeholders, may reduce agency and specificity problems and improve access to external finance. High ownership concentration, cross-shareholdings of industrial firms, and banks as blockholders are main features of the German system of corporate governance. This networkorientation is often seen as alleviating agency problems and providing sufficient finance for risky long-term investment such as R&D. However, no empirical evidence has been presented yet supporting this claim. Therefore, we base our empirical analysis on a panel data set of 106 large and medium-sized German companies, which reported R&D investment throughout the period 1987 to 1993. We find evidence that R&D and tangible investment of owner-controlled firms is constrained by the availability of internal and external funds. No such liquidity constraints are found for manager-controlled firms. Further, for these firms we observe a significant negative impact of firm size and market concentration on R&D investment, rejecting the Neo-Schumpeter hypotheses. Zusammenfassung Das für Deutschland typische Netzwerk von Banken und Unternehmen vermindert nach herrschender Meinung sog. agency-Probleme und erleichtert u. a. auch die externe Finanzierung so risikoreicher langfristiger Investitionen wie etwa Investitionen in Forschung und Entwicklung (FuE). Auf der Grundlage eines deutschen Unternehmenssamples zeigt sich, daß FuE- und tangible Investitionen von Eigentümer-kontrollierten Unternehmen durch die Verfügbarkeit interner und externer Finanzierungsmittel beschränkt wird. Bei Manager-kontrollierten Unternehmen war dieses Phänomen nicht zu beobachten. Für das Teilsample der Manager-kontrollierten Unternehmen wurde ein signifikant negativer Einfluß der Firmengröße und der Marktkonzentration auf die Höhe von FuE-Investitionen festgestellt; die Neo-Schumpeter-Hypothesen scheinen für diese Unternehmensgruppe daher keine Gültigkeit zu besitzen.

This note shows that German real GDP follows a trendstationary process. Both tests which have trendstationarity as the alternative hypothesis as well as tests that have it under the null hypothesis prefer the trendstationary model. Explicit consideration of breaks in the trend is not necessary to obtain this result. The trend-stationary model with breaks is, however, advantageous for trend-cycle decompositions.

This is the first study to provide robust empirical foundations to a theoretical literature which so far had to assume behavioral adjustments in response to probation periods. Probation periods typically precede regular employment contracts and are commonly interpreted as a screening device for employers. During probation employees have an incentive to behave according to the expectations of employers, because in this time they can easily be laid off. Also, salaries are frequently renegotiated after probation periods. Thus it is hypothesized that "bad" workers attempt to mimick "good" workers during probation. The incentive for such mimicking behavior disappears as soon as the probation period terminates and the formal employment contract is signed. At the example of absenteeism we evaluate whether behaviors change after the end of the probation period. We investigate a sample of newly hired employees and find large jumps in the predicted probability of absences after probation periods are completed. For white collar and public sector employees this is confirmed in the coefficient estimates, and for public sector employees the predicted probability of a work absence is even significantly higher after the probation period is completed. These results confirm the hypothesis of behavioral effects of probation periods and are robust to various changes in estimation methods. Zusammenfassung Das Phänomen einer dem regulären Arbeitsvertrag vorausgehenden Probezeit hat bislang vor allem in der theoretischen Literatur Beachtung gefunden. Dort wird die Effizienz dieser Arbeitsmarktinstitution mit einem screening Argument begründet, nach dem die Qualität eines Beschäftigungsverhältnisses von Arbeitgebern und Arbeitnehmern unter gelockerten Vertragsbedingungen geprüft werden kann. Als Konsequenz der reduzierten Kündigungsschutzvorschriften für die Dauer der Probezeit wird typischerweise angenommen, daß Arbeitnehmer für die Dauer der Probezeit einen besonderen Anreiz zu „beschäftigungsförderlichem Wohlverhalten" haben. Diese Annahme wird in dieser Studie erstmalig empirisch überprüft. Dabei konzentrieren wir uns auf die Abwesenheit vom Arbeitsplatz als eine Dimension des Wohlverhaltens und untersuchen, ob Abwesenheit während der Probezeit niedriger ist als anschließend, denn genau das legt die Annahme der theoretischen Untersuchungen nahe. Die Studie nutzt die Daten des Deutschen Sozioökonomischen Panels (1984-1997). Unsere Ergebnisse zeigen signifikante Reaktionen auf Probezeitanreize insbesondere unter Angestellten und Beschäftigten im öffentlichen Dienst. Die Wahrscheinlichkeit von Fehlzeiten steigt deutlich, sobald die Probezeit beendet ist, und liegt anschließend signifikant höher. Diese Ergebnisse bestätigen die Hypothese von Verhaltensreaktionen auf Probezeiten und sind robust hinsichtlich alternativer empirischer Vorgehensweisen.

The dynamic development of the US-American economy in the last decade is accompanied by both low unemployment and low inflation. One possible explanation for this rather unusual combination is the growing number of personnel service agencies, which facilitate the creation and maintenance of the employment relationship and thus increase the efficiency of the labor market. To verify this assumption, we test some hypotheses concerning the development and functioning of personnel service agencies. The results of this explorative study will establish a basis to forecast the future development of the American personnel services industry and its relevance for the labor market.
