In this paper we examine causal effects of German public assistance programs for young firms administered by the Deutsche Ausgleichsbank (DtA). The empirical analysis is based on a comprehensive data set with information from the DtA data base that contains all assistance contracts between 1990 and 1999 and the ZEW Entrepreneurship Study built up at the Centre for European Economic Research (ZEW). We focus on medium-term programm effects on the survival chances and the employment growth of assisted firms. To estimate causal effects a nonparametric matching procedure is used to draw an adequate control group from the pool of all available non-assisted firms for comparison with the treatment group of assisted firms. The empirical analysis shows significant positive effects of public assistance on the survival chances and the employment growth of young German firms.

This paper is about conscious parallelism in a duopoly with differentiated products. Conscious parallelism is modelled by a “policy of fixed relative prices” (frp) i. e. starting from a competitive equilibrium both duopolists vary prices by the same percentage. This price increasing continues until one of the suppliers does not want to realize any further common price increases. Such a simple and symmetric adjustment process reaches a restpoint, the frp-equilibrium, that is characterized by remarkable properties: (1) in symmetric duopolies the frp-equilibrium reaches a first best solution (maximum of aggregate profits); (2) in stark contrast to “usual” collusive equilibria frp-equilibria are stable with regard to asymmetries in the underlying duopoly model; (3) the model offers a unique approach to duopolies with symmetric and asymmetric market structures. Finally, it is argued that conscious parallelism by fixed relative prices can hardly be detected by antitrust authorities and that it meets widely accepted characteristics of “fair behavior”. Zusammenfassung Dieser Beitrag behandelt bewusstes Parallelverhalten in Märkten mit heterogenen Produkten. Bewusstes Parallelverhalten erfolgt durch eine „Politik der festen Preisrelation“, worunter proportionale Preiserhöhungen, ausgehend von einem wettbewerblichen Gleichgewicht (Launhardt- Hotelling-Gleichgewicht), verstanden werden, die so lange fortgeführt werden, bis einer der Anbieter keine weiteren gemeinsamen Preiserhöhungen mehr wünscht. Dieser einfache und symmetrische Anpassungsprozess führt zu einem Ruhepunkt, dem frp-Gleichgewicht, das durch eine Reihe bemerkenswerte Eigenschaften gekennzeichnet ist: (1) In symmetrischen Modellen erzielt dieser Prozess eine First best-Lösung (Maximum der aggregierten Gewinne); (2) im Gegensatz zu den üblichen Lehrbuch-Oligopolmodellen bleibt dieses Gleichgewicht auch bei erheblichen Asymmetrien stabil im Sinne eines kollusiven, spieltheoretischen Nash-Gleichgewichts; (3) das Modell liefert einen einheitlichen Ansatz zur Erklärung des Verhaltens von Oligopolisten in symmetrischen und asymmetrischen Marktkonstellationen. Es wird argumentiert, dass bewusstes Parallelverhalten durch eine Politik der festen Preisrelation für die wettbewerbspolitischen Instanzen kaum nachweisbar ist und damit eine vergleichsweise „sichere“ Verhaltensabstimmung darstellt, die darüber hinaus weit verbreiteten Fairnessvorstellungen entspricht.

The article discusses various statistical peculiarities such as heavy tails and volatility clustering which set financial time series apart from other time series in economics. It shows that these peculiarities affect the null distributions of various efficiency test. It also shows that stock prices of German chemical companies are fractionally cointegrated and that structural changes in conditional volatilities are easily mistaken for long memory.

The paper analyzes the dynamic effects of anticipated symmetric demand and supply side policies within the framework of a macroeconomic model of a small monetary union, which is characterized by asymmetric wage adjustment equations of Phillips’ curve type. It is shown that an anticipated simultaneous increase in government expenditure in both member countries leads to a short-run fall in output and to temporary divergences in output developments. From the perspective of the country with the lower wage flexibility the output differential is positive in the short-run. In the course of the subsequent adjustment process the relative cyclical position is reversed. The difference between the two member country outputs changes its sign due to changes in the internal and external terms of trade. Similar results hold with a simultaneous reduction of labor extra-costs in both countries. Compared with a symmetric increase in government expenditure the development of the output differential is essentially opposite in sign. Zusammenfassung Der Beitrag untersucht anhand eines dynamischen Modells für eine kleine Währungsunion, das auf der Angebotsseite durch asymmetrische Lohnanpassungsgleichungen vom Phillips-Kurven- Typ gekennzeichnet ist, die intertemporalen Auswirkungen von symmetrischen Politikmaßnahmen der Nachfrage- und Angebotssteuerung. Es wird gezeigt, daß eine antizipierte simultane und gleich große Staatsausgabenerhöhung der beiden Mitgliedsländer kurzfristig mit kontraktiven Outputeffekten und einer unterschiedlichen Outputentwicklung in den Unionsländern verbunden ist. Die fiskalpolitische Konvoi-Strategie erzeugt bereits vor dem Implementierungszeitpunkt ein temporäres reales Konjunkturgefälle zwischen beiden Ländern, das zunächst zugunsten des Landes mit der geringeren Lohnflexibilität ausfällt und sich später durch Relativpreisanpassungen in der Richtung umkehrt. Auch von einer simultanen Senkung der Lohnnebenkosten werden vorübergehende konjunkturelle Divergenzen innerhalb der Währungsunion ausgelöst. Das resultierende Konjunkturgefälle weist dabei im Vergleich zu einer Staatsausgabenerhöhung einen im wesentlichen entgegengerichteten zeitlichen Verlauf auf.

Garnishment of wage as a way for creditors to enforce payment by unwilling or insolvent debtors, while very common in Germany and Switzerland, is not very successful. Based on a dynamic model of debtor behaviour, this paper explores two alternatives of reform. One is to reduce the rate of garnishment, which at present amounts to 100 percent of the wage income exceeding a defined subsistence level, thus probably destroying incentives to work. According to model simulations, reducing the rate of garnishment is likely to result in an increase of labour supply but a decrease of garnishment revenue per period. Second, the introduction of a debt release as it exists in the United States would have an ambiguous effect on labour supply. While providing debtors with a fresh start, it would results a partial loss for creditors. A Pareto improvement thus does not seem to be possible. When taxpayers as an involved third party are taken into account, however, a potential Pareto improvement appears not attainable through debt release.
