In order to differentiate between unit root-persistence and structural break-hysteresis we estimate two types of cointegration models for West German employment. The standard model is compared with a model including structural breaks in the long-run relation between employment and its determinants. Our estimation shows that persistence is probably attributed to structural breaks in the long-run relation and not to a degenerating adjustment process. Thus, a unit root in the standard model possibly reveals a misspecification in the form of an ex-ante exclusion of the possibility of structural breaks in the equilibrium relation due to serious economic shocks. Zusammenfassung Zur Unterscheidung von Unit-Root-Persistenz und Strukturbruch-Hysteresis wurden zwei unterschiedliche Typen eines Kointegrationsmodells für die westdeutsche Beschäftigung geschätzt. Dem Standardmodell wurde ein Modell mit Strukturbrüchen in der langfristigen Gleichgewichtsbeziehung zwischen den beschäftigungsrelevanten Zeitreihen gegenübergestellt. Eine Schätzung der beiden Ansätze für Westdeutschland zeigt, daß im Standardmodell die Persistenz als Degeneration des Anpassungsprozesses (Einheitswurzel) erfaßt wird, während die Berücksichtigung von Strukturbrüchen eher eine Pfadabhängigkeit der Gleichgewichtsbeziehung selbst impliziert. Das Auftreten der Einheitswurzel im Standard-Kointegrations-Ansatz muß daher nicht auf eine Degeneration des Anpassungsprozesses zurückzuführen sein, sondern eher auf eine Fehlspezifikation in Form eines Ex-ante-Ausschlusses der Möglichkeit von Strukturbrüchen in der langfristigen Gleichgewichtsbeziehung infolge bedeutender ökonomischer Schocks.

Contrary to the traditional discounted utility approach of intertemporal choice, it is proposed to determine a consumption sequence that is efficient and implies the present economic value of consumption to remain constant from period to period. As a result, discount factors are determined endogenously and depend upon the underlying set of feasible consumption sequences. It is shown that a value preserving consumption sequence exists. The analysis is extended by including risk and value growth. Furthermore two applications are presented. Finally it is shown, that value preservation generally is incompatible with utility maximization. Zusammenfassung Im Gegensatz zum traditionellen nutzenorientierten Ansatz der Entscheidungsfindung wird vorgeschlagen, die Entscheidung über einen Konsumpfad an der Entwicklung des ökonomischen Wertes zu orientieren. Dabei werden die Diskontierungsfaktoren nicht exogen vorgegeben, sondern endogen aus der Konsummenge abgeleitet. Es wird gezeigt, daß ein werterhaltender Konsumpfad existiert. Anschließend wird eine Erweiterung auf den Risikofall sowie den Fall vorgenommen, daß ein bestimmtes Wertwachstum gefordert wird. Darüber hinaus wird der Ansatz auf Probleme der Portfolioplanung und des Wirtschaftswachstums angewandt. Schließlich wird gezeigt, daß Werterhaltung und Nutzenmaximierung inkompatibel sind.

Recent developments in the theory of international trade refer to economies of scale to explain the competitiveness of industry location. This article describes the estimation of the economies of scale in manufacturing industries in Bavarian business clusters using a production function approach. The results show the positive agglomeration structures within the regions of Regensburg and Ingolstadt and qualify the assumption of Munich’s and Nuremberg’s dominance.

This paper analyses the consequences of a pay-as-you-go pension system in an endogenous growth model with endogenous fertility in low developed countries. The child rearing is motivated by an intra family transfer for old age security. In this context it will be shown that a payas- you-go pension system can increase the per-capita growth rates. The main assumption for this result is that individuals replace family transfers for old age security by the pay-as-you-go pension system. In addition the child rearing costs play an important role for the per-capita growth rates.

In this paper the efficient amount of self protection - safety measures to reduce the probability of an accident - is determined in the case of irreplacable commodities and compared with the case of replacable losses. The practical relevance of the theoretical results is shown by the actual problem of information safety in communication networks. After defining the demand for insurance the relationship to self-protection measures is analyzed. Finally, the practical consequences are illustrated by the restricted insurance policies for irreplacable commodities, like the personal privacy and collector’s items.

The effects of interindustry R&D spillovers on the production costs of five German manufacturing industries are investigated by estimating their average cost function and derived cost shares. Three industries are senders of R&D-Spillovers and also receive spillovers. The calculated private and social marginal benefits of R&D capital differ among industries. Estimations with alternative R&D depreciation rates show that the results are sensitive to the variation of the depreciation rate.
