In The Remote Revolution, Erik Lin-Greenberg shows that drones are rewriting the rules of international security—but not in ways one would expect.

Emerging technologies like drones are often believed to increase the likelihood of crises and war. By lowering the potential risks and human costs of military operations, they encourage decisionmakers to deploy military force. Yet as Lin-Greenberg contends, operations involving drones are in fact less likely to evolve into broader, more intense conflicts than similar operations involving traditionally crewed assets. Even as they increase the frequency of conflict, the decreased costs of drone operations also reduce the likelihood of conflict escalation.

Leveraging diverse evidence from original wargames, survey experiments, and cases of US and Israel drone operations, Lin-Greenberg explores how drone operations lower risks of escalation. First, drones enable states to gather more or better intelligence—intelligence that may avert or reduce the chances of high-stakes conflict. Drone attacks are also less likely to affront a target state's honor, and so less likely to provoke aggressive responses. Lastly, leaders are less likely to take escalatory actions when drones are attacked compared to incidents involving inhabited assets.

Lin-Greenberg's findings conclusively prove that drones are far less destabilizing than commonly argued. Drones add rungs to the proverbial "escalation ladder" and in doing so, have brought about a fundamental change—a revolution—to the character of statecraft. With the use of unmanned technologies only set to grow in coming times, The Remote Revolution is critical reading on its possibilities and politics.

At the heart of cybersecurity lies a paradox: Cooperation makes conflict possible. In Age of Deception, Jon R. Lindsay shows that widespread trust in cyberspace enables espionage and subversion. While such acts of secret statecraft have long been part of global politics, digital systems have dramatically expanded their scope and scale. Yet success in secret statecraft hinges less on sophisticated technology than on political context.

To make sense of this, Lindsay offers a general theory of intelligence performance—the analogue to military performance in battle—that explains why spies and hackers alike depend on clandestine organizations and vulnerable institutions. Through cases spanning codebreaking at Bletchley Park during WWII to the weaponization of pagers by Israel in 2024, he traces both continuity and change in secret statecraft. Along the way, he explains why popular assumptions about cyber warfare are profoundly misleading. Offense does not simply dominate defense, for example, because the same digital complexity that expands opportunities for deception also creates potential for self-deception and counterdeception.

The Art of Coercion presents a fresh explanation for the success—and failure—of coercive demands in international politics.

Strong states are surprisingly bad at coercion. History shows they prevail only a third of the time. Reid B. C. Pauly argues that coercion often fails because targets fear punishment even if they comply. In this "damned if you do, damned if you don't" scenario, targets have little reason to obey.

Pauly illustrates this logic in nuclear counterproliferation efforts with South Africa, Iraq, Libya, and Iran. He shows that coercers face an "assurance dilemma": When threats are more credible, assurances not to punish are less so. But without credible assurances, targets may defy threats, bracing for seemingly inevitable punishment. For coercion to work, as such, coercers must not only make targets believe that they will be punished if they do not comply, but also that they will not be if they do.

Trade in War is an urgent, insightful study of a puzzling wartime phenomenon: states doing business with their enemies.

Trade between belligerents during wartime should not occur. After all, exchanged goods might help enemies secure the upper hand on the battlefield. Yet as history shows, states rarely choose either war or trade. In fact, they frequently engage in both at the same time.

To explain why states trade with their enemies, Mariya Grinberg examines the wartime commercial policies of major powers during the Crimean War, the two World Wars, and several post-1989 wars. She shows that in the face of two competing imperatives—preventing an enemy from increasing its military capabilities, and maintaining its own long-term security through economic exchange—states at war tailor wartime commercial policies around a product's characteristics and war expectations. If a product's conversion time into military capabilities exceeds the war's expected length, then trade in the product can occur, since the product will not have time to affect battlefield outcomes. If a state cannot afford to jeopardize the revenue provided by the traded product, trade in it can also occur.

Grinberg's findings reveal that economic cooperation can thrive even in the most hostile of times—and that interstate conflict might not be as easily deterred by high levels of economic interdependence as is commonly believed. Trade in War compels us to recognize that economic ties between states may be insufficient to stave off war.

In Words of War, Eric Min pulls back the curtain on when, why, and how belligerents negotiate while fighting.

Of all interstate conflicts across the last two centuries, two-thirds have ended through negotiated agreement. Wartime diplomacy is thus commonly seen as a costless and mechanical process solely designed to end fighting. But as Min argues, that wartime negotiations are not just peacemaking tools. They are in fact a highly strategic activity that can also help states manage, fight, and potentially win wars.

To demonstrate that wartime talk does more than simply end hostilities, Min distinguishes between two kinds of negotiations: sincere and insincere. Whereas sincere negotiations are good faithhonest attempts to reach peace, insincere negotiations exploit diplomacy for some other purpose, such as currying gaining political support or remobilizing forces. Two factors determine whether and how belligerents will negotiate: the amount of pressure that outside parties can place on belligerents them to engage in diplomacy, and information obtained from fighting on the battlefield.

Combining statistical and computational text analyses with qualitative case studies ranging from the War of the Roman Republic to the Korean War, Min shows that negotiations are more likely to occur with strong external pressures. A combination of such pressures and indeterminate battlefield activity, however, will most likely leads to insincere negotiations that may stoke fighting rather than end it. By revealing that diplomacy can sometimes be counterproductive to peace, Words of War compels us to rethink the assumption that it "cannot hurt" to promote diplomacy during war.

In Strong Commanders, Weak States, Philip A. Martin investigates a fundamental political challenge faced by post-conflict states: how to create obedient national militaries from the remnants of insurgent forces.

When civil wars end, non-state armed groups often integrate into post-conflict militaries. Yet rebel-military integration does not always happen smoothly. In some cases, former rebels cooperate with new leaders, forming powerful national armies that underpin postwar stability. In others, they resist the authority of new leaders, maintaining clandestine armed networks that disrupt centralized state-building.

Martin argues that how field commanders of non-state armed groups governed during the war explains this variation. Rebel commanders who build accountable governance systems gain strong social support from rebel-ruled communities, becoming locally embedded. Thanks to these community ties, which persist after the war, these embedded commanders have the leverage to push the central government for concessions, resist directives to disarm fighters, or even orchestrate coup d'états. Conversely, rebel commanders who governed coercively are less likely to sustain community ties. Without the ability to mobilize collective action after the war, these non-embedded commanders have stronger incentives to cooperate with new regime leaders.

Wielding in-depth evidence from Côte d'Ivoire and cases of rebel-military integration elsewhere, Martin shows that good governance during wartime can—ironically—lead to poor postwar state consolidation. Rather than preparing insurgents to be successful state builders, effective rebel governance can hinder post-conflict state-building. As costly peace operations come under increasing scrutiny, Strong Commanders, Weak States offers fresh guidance on how transitions to peace can better succeed.

In The Commander-in-Chief Test, Jeffrey A. Friedman offers a fresh explanation for why Americans are often frustrated by the cost and scope of US foreign policy—and how we can fix that for the future.

Americans frequently criticize US foreign policy for being overly costly and excessively militaristic. With its rising defense budgets and open-ended "forever wars," US foreign policy often appears disconnected from public opinion, reflecting the views of elites and special interests rather than the attitudes of ordinary citizens.

The Commander-in-Chief Test argues that this conventional wisdom underestimates the role public opinion plays in shaping foreign policy. Voters may prefer to elect leaders who share their policy views, but they prioritize selecting presidents who seem to have the right personal attributes to be an effective commander in chief. Leaders then use hawkish foreign policies as tools for showing that they are tough enough to defend America's interests on the international stage. This link between leaders' policy positions and their personal images steers US foreign policy in directions that are more hawkish than what voters actually want.

Combining polling data with survey experiments and original archival research on cases from the Vietnam War through the occupations of Iraq and Afghanistan, Friedman demonstrates that public opinion plays a surprisingly extensive—and often problematic—role in shaping US international behavior. With the commander-in-chief test, a perennial point of debate in national elections, Friedman's insights offer important lessons on how the politics of image-making impacts foreign policy and how the public should choose its president.

The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence.

Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure.

Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.

In A Lost Peace, Galen Jackson rewrites an important chapter in the history of the middle period of the Cold War, changing how we think about the Arab-Israeli conflict.

During the June 1967 Middle East war, Israeli forces seized the Sinai Peninsula and the Gaza Strip from Egypt, the Golan Heights from Syria, and the West Bank and East Jerusalem from Jordan. This conflict was followed, in October 1973, by a joint Egyptian-Syrian attack on Israel, which threatened to drag the United States and the Soviet Union into a confrontation even though the superpowers had seemingly embraced the idea of détente. This conflict contributed significantly to the ensuing deterioration of US-Soviet relations.

The standard explanation for why détente failed is that the Soviet Union, driven mainly by its Communist ideology, pursued a highly aggressive foreign policy during the 1970s. In the Middle East specifically, the conventional wisdom is that the Soviets played a destabilizing role by encouraging the Arabs in their conflict with Israel in an effort to undermine the US position in the region for Cold War gain.

Jackson challenges standard accounts of this period, demonstrating that the United States sought to exploit the Soviet Union in the Middle East, despite repeated entreaties from USSR leaders that the superpowers cooperate to reach a comprehensive Arab-Israeli settlement. By leveraging the remarkable evidence now available to scholars, Jackson reveals that the United States and the Soviet Union may have missed an opportunity for Middle East peace during the 1970s.

In The Fragile Balance of Terror, the foremost experts on nuclear policy and strategy offer insight into an era rife with more nuclear powers. In Frenemies Mark L. Haas addresses policy-guiding puzzles such as: Why do international ideological enemies sometimes overcome their differences and ally against shared threats? Why, just as often, do such alliances fail?

Alliances among ideological enemies confronting a common foe, or "frenemy" alliances, are unlike coalitions among ideologically-similar states facing comparable threats. Members of frenemy alliances are perpetually torn by two powerful opposing forces. Haas shows that shared material threats push these states together while ideological differences pull them apart. Each of these competing forces has dominated the other at critical times. This difference has resulted in stable alliances among ideological enemies in some cases but the delay, dissolution, or failure of these alliances in others.

Haas examines how states' susceptibility to major domestic ideological changes and the nature of the ideological differences among countries provide the key to alliance formation or failure. This sophisticated framework is applied to a diverse range of critical historical and contemporary cases, from the failure of British and French leaders to ally with the Soviet Union against Nazi Germany in the 1930s to the likely evolution of the United States' alliance system against a rising China in the early 21st century.

In Frenemies, Haas develops a groundbreaking argument that explains the origins and durability of alliances among ideological enemies and offers policy-guiding perspectives on a subject at the core of international relations.

In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic protégés or between protégés and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.

In Dying to Learn, Michael Hunzeker develops a novel theory to explain how wartime militaries learn. He focuses on the Western Front, which witnessed three great-power armies struggle to cope with deadlock throughout the First World War, as the British, French, and German armies all pursued the same solutions-assault tactics, combined arms, and elastic defense in depth. By the end of the war, only the German army managed to develop and implement a set of revolutionary offensive, defensive, and combined arms doctrines that in hindsight represented the best way to fight.

Hunzeker identifies three organizational variables that determine how fighting militaries generate new ideas, distinguish good ones from bad ones, and implement the best of them across the entire organization. These factors are: the degree to which leadership delegates authority on the battlefield; how effectively the organization retains control over soldier and officer training; and whether or not the military possesses an independent doctrinal assessment mechanism.

Through careful study of the British, French, and German experiences in the First World War, Dying to Learn provides a model that shows how a resolute focus on analysis, command, and training can help prepare modern militaries for adapting amidst high-intensity warfare in an age of revolutionary technological change.

Encirclement, Andrea Bartoletti argues, is an essential strategic possibility of the international system and a key trigger of major war. Using historical case studies, Escaping the Deadly Embrace examines how great powers try to escape the two-front war problem and seek to preserve their security.

Encirclement is a geographic variable that occurs in the presence of one or two great powers on two different borders of the surrounded great power. The surrounding great powers may not have the capacity to initiate a joint invasion. Yet their threatening presence triggers a double security dilemma for the encircled great power, which has to disperse its army to secure its borders. When the surrounding great powers become capable of launching a two-front attack, the encircled great power initiates war. This situation, disastrous in itself, can also lead to war contagion when other great powers intervene in the new conflict owing to the rival-based network of alliances.

Combining archival work and historiographical analysis, Escaping the Deadly Embrace demonstrates the efficacy of this by assessing three major wars: the Italian Wars, the Thirty Years' War, and World War I. These findings, Bartoletti shows, have important implications for future major wars. Challenging the current focus on the US-China rivalry, he argues that the most concerning strategic scenario is the encirclement of China by India and Russia.

At a moment when the nuclear nonproliferation regime is under duress, Rebecca Davis Gibbons provides a trenchant analysis of the international system that has, for more than fifty years, controlled the spread of these catastrophic weapons. The Hegemon's Tool Kit details how that regime works and how, disastrously, it might falter.

In the early nuclear age, experts anticipated that all technologically-capable states would build these powerful devices. That did not happen. Widespread development of nuclear arms did not occur, in large part, because a global nuclear nonproliferation regime was created. By the late-1960s, the United States and the Soviet Union had drafted the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and across decades the regime has expanded, with more agreements and more nations participating. As a result, in 2022, only nine states possess nuclear weapons.

Why do most states in the international system adhere to the nuclear nonproliferation regime? The answer lies, Gibbons asserts, in decades of painstaking efforts undertaken by the US government. As the most powerful state during the nuclear age, the United States had many tools with which to persuade other states to join or otherwise support nonproliferation agreements.

The waning of US global influence, Gibbons shows in The Hegemon's Tool Kit, is a key threat to the nonproliferation regime. So, too, is the deepening global divide over progress on nuclear disarmament. To date, the Chinese government is not taking significant steps to support the nuclear nonproliferation regime, and as a result, the regime may face a harmful leadership gap.

In Reliability and Alliance Interdependence, Iain D. Henry argues for a more sophisticated approach to alliance politics and ideas of interdependence.

It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior.

Using declassified documents, Henry explores five case studies involving US alliances with South Korea, Japan, the Republic of China, the Philippines, Australia, and New Zealand. Reliability and Alliance Interdependence makes a substantial contribution to our understanding of how America's alliances in Asia function as an interdependent system.

Timothy W. Crawford's The Power to Divide examines the use of wedge strategies, a form of divisive statecraft designed to isolate adversaries from allies and potential supporters to gain key advantages. With a multidimensional argument about the power of accommodation in competition, and a survey of alliance diplomacy around both World Wars, The Power to Divide artfully analyzes the past and future performance of wedge strategy in great power politics.

Crawford argues that nations attempting to use wedge strategy do best when they credibly accommodate likely or established allies of their enemies. He also argues that a divider's own alliances can pose obstacles to success and explains the conditions that help dividers overcome them. He advances these claims in eight focused studies of alliance diplomacy surrounding the World Wars, derived from published official documents and secondary histories. Through those narratives, Crawford adeptly assesses the record of countries that tried an accommodative wedge strategy, and why ultimately, they succeeded or failed. These calculated actions often became turning points, desired or not, in a nation's established power.

For policymakers today facing threats to power from great power competitors, Crawford argues that a deeper historical and theoretical grasp of the role of these wedge strategies in alliance politics and grand strategy is necessary. Crawford drives home the contemporary relevance of the analysis with a survey of China's potential to use such strategies to divide India from the US, and the United States' potential to use them to forestall a China-Russia alliance, and closes with a review of key theoretical insights for policy.

In Bullets Not Ballots, Jacqueline L. Hazelton challenges the claim that winning "hearts and minds" is critical to successful counterinsurgency campaigns. Good governance, this conventional wisdom holds, gains the besieged government popular support, denies support to the insurgency, and makes military victory possible. Hazelton argues that major counterinsurgent successes since World War II have resulted not through democratic reforms but rather through the use of military force against civilians and the co-optation of rival elites.

Hazelton offers new analyses of five historical cases frequently held up as examples of the effectiveness of good governance in ending rebellions—the Malayan Emergency, the Greek Civil War, the Huk Rebellion in the Philippines, the Dhofar rebellion in Oman, and the Salvadoran Civil War—to show that, although unpalatable, it was really brutal repression and bribery that brought each conflict to an end. By showing how compellence works in intrastate conflicts, Bullets Not Ballots makes clear that whether or not the international community decides these human, moral, and material costs are acceptable, responsible policymaking requires recognizing the actual components of counterinsurgent success—and the limited influence that external powers have over the tactics of counterinsurgent elites.

Why Containment Works examines the conduct of American foreign policy during and after the Cold War through the lens of applied policy analysis. Wallace J. Thies argues that the Bush Doctrine after 2002 was a theory of victory—a coherent strategic view that tells a state how best to transform scarce resources into useful military assets, and how to employ those assets in conflicts. He contrasts prescriptions derived from the Bush Doctrine with an alternative theory of victory, one based on containment and deterrence, which US presidents employed for much of the Cold War period. There are, he suggests, multiple reasons for believing that containment was working well against Saddam Hussein's Iraq after the first Gulf War and that there was no need to invade Iraq in 2003.

Thies reexamines five cases of containment drawn from the Cold War and the post-Cold War world. Each example, Thies suggests, offered US officials a choice between reliance on traditional notions of containment and reliance on a more forceful approach. To what extent did reliance on rival theories of victory—containment versus first strike—contribute to a successful outcome? Might these cases have been resolved more quickly, at lower cost, and more favorably to American interests if US officials had chosen a different mix of the coercive and deterrent tools available to them? How do reputations form in international politics? What influence do these reputations have on the conduct of international affairs? In Reputation for Resolve, Danielle L. Lupton takes a new approach to answering these enduring and hotly debated questions by shifting the focus away from the reputations of countries and instead examining the reputations of individual leaders.

Lupton argues that new leaders establish personal reputations for resolve that are separate from the reputations of their predecessors and from the reputations of their states. Using innovative survey experiments and in-depth archival research, she finds that leaders acquire personal reputations for resolve based on their foreign policy statements and behavior. Reputation for Resolve shows that statements create expectations of how leaders will react to foreign policy crises in the future and that leaders who fail to meet expectations of resolute action face harsh reputational consequences.

Reputation for Resolve challenges the view that reputations do not matter in international politics. In sharp contrast, Lupton shows that the reputations for resolve of individual leaders influence the strategies statesmen pursue during diplomatic interactions and crises, and she delineates specific steps policymakers can take to avoid developing reputations for irresolute action. Lupton demonstrates that reputations for resolve do exist and can influence the conduct of international security. Abusive leaders are now held accountable for their crimes in a way that was unimaginable just a few decades ago. What are the consequences of this recent push for international justice? In The Justice Dilemma, Daniel Krcmaric explains why the "golden parachute" of exile is no longer an attractive retirement option for oppressive rulers. He argues that this is both a blessing and a curse: leaders culpable for atrocity crimes fight longer civil wars because they lack good exit options, but the threat of international prosecution deters some leaders from committing atrocities in the first place. Super Bomb unveils the story of the events leading up to President Harry S. Truman's 1950 decision to develop a "super," or hydrogen, bomb. That fateful decision and its immediate consequences are detailed in a diverse and complete account built on newly released archives and previously hidden contemporaneous interviews with more than sixty political, military, and scientific figures who were involved in the decision.

Ken Young and Warner R. Schilling present the expectations, hopes, and fears of the key individuals who lobbied for and against developing the H-bomb. They portray the conflicts that arose over the H-bomb as rooted in the distinct interests of the Atomic Energy Commission, the Los Alamos laboratory, the Pentagon and State Department, the Congress, and the White House. But as they clearly show, once Truman made his decision in 1950, resistance to the H-bomb opportunistically shifted to new debates about the development of tactical nuclear weapons, continental air defense, and other aspects of nuclear weapons policy. What Super Bomb reveals is that in many ways the H-bomb struggle was a proxy battle over the morality and effectiveness of strategic bombardment and the role and doctrine of the US Strategic Air Command.

Unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues in Tempting Fate that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Avey uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade.

Strategies employed include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers.

Motivated by the lack of scholarly understanding of the substantial gender difference in attitudes toward the use of military force, Richard C. Eichenberg has mined a massive data set of public opinion surveys to draw new and important conclusions. By analyzing hundreds of such surveys across more than sixty countries, Gender, War, and World Order offers researchers raw data, multiple hypotheses, and three major findings.

Eichenberg poses three questions of the data: Are there significant differences in the opinions of men and women on issues of national security? What differences can be discerned across issues, culture, and time? And what are the theoretical and political implications of these attitudinal differences? Within this framework, Gender, War, and World Order compares gender difference on military power, balance of power, alliances, international institutions, the acceptability of war, defense spending, defense/welfare compromises, and torture. Eichenberg concludes that the centrality of military force, violence, and war is the single most important variable affecting gender difference; that the magnitude of gender difference on security issues correlates with the economic development and level of gender equality in a society; and that the country with the most consistent gender polarization across the widest range of issues is the United States.

After a war breaks out, what factors influence the warring parties' decisions about whether to talk to their enemy, and when may their position on wartime diplomacy change? How do we get from only fighting to also talking?

In The Costs of Conversation, Oriana Skylar Mastro argues that states are primarily concerned with the strategic costs of conversation, and these costs need to be low before combatants are willing to engage in direct talks with their enemy. Specifically, Mastro writes, leaders look to two factors when determining the probable strategic costs of demonstrating a willingness to talk: the likelihood the enemy will interpret openness to diplomacy as a sign of weakness, and how the enemy may change its strategy in response to such an interpretation. Only if a state thinks it has demonstrated adequate strength and resiliency to avoid the inference of weakness, and believes that its enemy has limited capacity to escalate or intensify the war, will it be open to talking with the enemy.

Through four primary case studies—North Vietnamese diplomatic decisions during the Vietnam War, those of China in the Korean War and Sino-Indian War, and Indian diplomatic decision making in the latter conflict—The Costs of Conversation demonstrates that the costly conversations thesis best explains the timing and nature of countries' approach to wartime talks, and therefore when peace talks begin. As a result, Mastro's findings have significant theoretical and practical implications for war duration and termination, as well as for military strategy, diplomacy, and mediation.

Why do great powers accommodate the rise of some challengers but contain and confront others, even at the risk of war? When Right Makes Might proposes that the ways in which a rising power legitimizes its expansionist aims significantly shapes great power responses. Stacie E. Goddard theorizes that when faced with a new challenger, great powers will attempt to divine the challenger's intentions: does it pose a revolutionary threat to the system or can it be incorporated into the existing international order? Goddard departs from conventional theories of international relations by arguing that great powers come to understand a contender's intentions not only through objective capabilities or costly signals but by observing how a rising power justifies its behavior to its audience. To understand the dynamics of rising powers, then, we must take seriously the role of legitimacy in international relations.

A rising power's ability to expand depends as much on its claims to right as it does on its growing might. As a result, When Right Makes Might poses significant questions for academics and policymakers alike. Underpinning her argument on the oft-ignored significance of public self-presentation, Goddard suggests that academics (and others) should recognize talk's critical role in the formation of grand strategy. Unlike rationalist and realist theories that suggest rhetoric is mere window-dressing for power, When Right Makes Might argues that rhetoric fundamentally shapes the contours of grand strategy. Legitimacy is not marginal to international relations; it is essential to the practice of power politics, and rhetoric is central to that practice.

States seldom resort to war to overthrow their adversaries. They are more likely to attempt to covertly change the opposing regime, by assassinating a foreign leader, sponsoring a coup d'état, meddling in a democratic election, or secretly aiding foreign dissident groups.

In Covert Regime Change, Lindsey A. O'Rourke shows us how states really act when trying to overthrow another state. She argues that conventional focus on overt cases misses the basic causes of regime change. O'Rourke provides substantive evidence of types of security interests that drive states to intervene. Offensive operations aim to overthrow a current military rival or break up a rival alliance. Preventive operations seek to stop a state from taking certain actions, such as joining a rival alliance, that may make them a future security threat. Hegemonic operations try to maintain a hierarchical relationship between the intervening state and the target government. Despite the prevalence of covert attempts at regime change, most operations fail to remain covert and spark blowback in unanticipated ways.

Do alliances curb efforts by states to develop nuclear weapons? Atomic Assurance looks at what makes alliances sufficiently credible to prevent nuclear proliferation; how alliances can break down and so encourage nuclear proliferation; and whether security guarantors like the United States can use alliance ties to end the nuclear efforts of their allies.

Alexander Lanoszka finds that military alliances are less useful in preventing allies from acquiring nuclear weapons than conventional wisdom suggests. Through intensive case studies of West Germany, Japan, and South Korea, as well as a series of smaller cases on Great Britain, France, Norway, Australia, and Taiwan, Atomic Assurance shows that it is easier to prevent an ally from initiating a nuclear program than to stop an ally that has already started one; in-theater conventional forces are crucial in making American nuclear guarantees credible; the American coercion of allies who started, or were tempted to start, a nuclear weapons program has played less of a role in forestalling nuclear proliferation than analysts have assumed; and the economic or technological reliance of a security-dependent ally on the United States works better to reverse or to halt that ally's nuclear bid than anything else.

In Secession and Security, Ahsan I. Butt argues that states rather than separatists determine whether a secessionist struggle will be peaceful, violent, or genocidal. He investigates the strategies, ranging from negotiated concessions to large-scale repression, adopted by states in response to separatist movements. Kupchan provides detailed accounts of the imperial careers of Britain, France, Japan, Germany, and the United States. At times, he shows, each of these states responded to changes in the international distribution of power by pursuing reasoned strategies that enhanced its prosperity and security. At other times, however, they all engaged in bouts of self-defeating extremism. Kupchan argues that it was their perception of national vulnerability that drove them to such behavior. When a state lacks the resources to cope with prospective adversaries, decision makers justifiably adopt extremist policies. In order to gain domestic support for these policies, they sell to the polity conceptions and images of empire which alter strategic culture—public attitudes, the mindset of top elites, and the organizational interests of elite institutions. Decision makers later find, however, that they are entrapped in a strategic culture of their own making, unable to reorient grand strategy and avoid self-defeating behavior.

The Vulnerability of Empire will be crucial reading for political scientists, international relations specialists, modern historians, and policy makers.

Nichols disputes the longstanding Wes tern belief in Party–Army amity. He argues that Party control over the Soviet armed forces has been tenuous since Stalin's death; the relationship was inherently unstable and conflictual, growing in intensity because of Gorbachev and his approach to domestic and foreign policy reforms.

The source of this instability lay in the creation of the Soviet Armed Forces as a Marxist military, and Nichols maintains that this privileged and highly ideological institution found itself in frequent conflict with a Party that had of necessity to take an increasingly pragmatic approach to international politics. Movement toward a politically isolated and professionalized military, he shows, was continuously subverted by civilian leaders who sought to control military issues through political intrusions into doctrine and strategy.

He concludes that the new leaders of the post-Soviet republics have inherited a group of military organizations that continue to resist the abandonment both of their ideological foundations and of their cohesion as a multinational military-a situation he believes may prove to be one of the greatest threats to the emerging post-Soviet democracies.
