Zwei Drittel aller Länder der Europäischen Union verfügen über Bibliotheksgesetze. Fast alle Gesetze wurden in den letzten Jahren aktualisiert, um sie den Erfordernissen der Informationsgesellschaft anzupassen. Bibliotheksgesetze sind konkreter Ausdruck des politischen Willens eines Staates, Bibliotheken zu fördern. Je nach politischen und rechtlichen Bedingungen haben Bibliotheksgesetze unterschiedliche Ausprägungen. Ihre Vor- und Nachteile werden dargestellt und einige Mindestanforderungen an Bibliotheksgesetze beschrieben. Two thirds of all European Union countries have library legislation in place. Almost all legislation has been updated in recent years to adapt them to the needs of the information society. Library legislation is a tangible expression of the political will of a state to promote libraries. Library legislation can have many different attributes, depending on the specific political and legal conditions. Their advantages and disadvantages will be discussed and some minimum requirements of library legislation will be described. Les deux tiers de l'ensemble des pays de l'Union européenne disposent des lois sur les bibliothèques. Pratiquement toutes les lois furent actualisées ces dernières années afin de les adapter aux exigences d'une société d'information. La législation bibliothécaire est l'expression concrète de la volonté politique d'un Etat de promouvoir les bibliothèques. Les lois sur les bibliothèques revêtent des aspects différents selon les conditions politiques et juridiques. On présente les avantages et les désavantages et on étale les exigences minimum demandées aux lois.

Für eine Disseration wurden 40 Führungspersönlichkeiten bedeutender Archive und Bibliotheken nach der zukünftigen Entwicklung der Biblio graphie befragt. Die Erhebung zu der Studie wurde innerhalb eines Jahres zwischen 2005 und 2006 in vier Runden nach der Delphi-Technik in Deutschland, Österreich und der Schweiz durchgeführt. Durch ein Interview, das Fragen aus betrieblichen, gesellschaftlichen und wissenschaftlichen Bereichen beinhaltete, wurden Prognosen ermittelt, die in drei weiteren Befragungsrunden nochmals mittels dargestellter Szenarien hinter fragt wurden. Erkundet wurde durch diese fokussierende Untersuchung die Entwicklung der bibliographischen Information – vom Schriftenverzeichnis zum Informationsraum – für die germanistische Applikation. Ziel der Studie ist es, anhand der Prognosen von Experten zu klären, ob Bibliographien in Zeiten „Digitaler“, „Elektronischer“ bzw. „Virtueller Bibliotheken“ auch zukünftig einem zeitgemäßen Anspruch im Hinblick auf Informationsbedarf, -nutzen und -wert genügen können, und wie sich deren Zukunft gestalten wird. In Form eines Realisierungskonzepts wird beschrieben, wie sich den Experten zufolge bibliographische Daten in einem Prozess, hin zu mediographischen Informationen, befinden. Verdeutlicht wird die Zukunft der Bibliographien in Form von Literaturportalen bzw. Informationsräumen, die möglicherweise die Gestalt einer Mediographie oder Wikigraphie annehmen werden. Wie diese Verzeichnisse konzipiert sein sollten, wird auf Grund der Befragungsergebnisse als Szenarienvarianten durch ein theore tisches Modell beschrieben. In the course of a disseration, 40 leading archivists and librarians were questioned about the future development of the bibliography. Four rounds of interviews were carried out between 2005 and 2006 in Austria, Germany and Switzerland using to the Delphi Method. Prognoses initially made by means of a standardised interview containing questions pertaining to business, society and scholary aspects. They were researched in three further progressive rounds of questioning using specific hypothetical scenarios. The development of bibliographical information from a „literary index“ to an „Information Room“ was explored for application in German literature studies. The aim of the study was to discover, by means of questioning expert opinion, whether in this age of digital, electronic and virtual libraries, bibliographies can serve future expectations in terms of the demand, usage and value of information, and how bibliographical information can be presented in the future. The analysis of the study results is in a conceptual model based on the study findings. It is followed by a description of the process through which the bibliographical data progresses. The future of the bibliography in the form of literature portals or information rooms emerges, possibly taking the form of a „Mediography“ or „Wikigraphy“. Conceptual possibilities for such a presentation are then analysed and interpreted according to the results of the interviews, and are described as possible scenarios using a theoretical model. Dans le cadre d'une thèse de doctorat quarante cadres d'archives et de bibliothèques importantes furent interviewés sur l'évolution future de la bibliographie. L'enquête fut menée dans les années 2005 et 2006 en quatre tournées en Allemagne, en Autriche et en Suisse selon la technique Delphi. Par un interview contenant des questions des domaines de gestion, de société, et des sciences, on arriva à des prognostiques qui dans trois tournés supplémentaires furent approfondies par le moyen de scénarios modélisés. Cette enquête spécialisée visait le développement des informations bibliographiques – de la liste des ouvrages à l'espace informatique – dans le cadre des lettres germaniques. Le but de l'enquête fut de clarifier à l'aide des pronostics d'experts si au temps des bibliothèques numérisées, électroniques et virtuelles, les bibliographies seront à l'avenir à même de satisfaire aux attentes quant aux besoins, à l'utilité et la valeur d'informations et quelle tournure elles prendront. Une conception pour une réalisation décrit les vues des experts sur les dates bibliographiques dans un processus vers des informations médiographiques. L'avenir des bibliographies est représenté par des portaux de littérature respectivement d'espaces informatiques qui éventuellement prendront la forme d'une médiographie ou d'une wikigraphie. Sur la base des resultats de l'enquête et les variantes de scénarios, on a développé un modèle théorique où on décrit la faςon comment ces listes devront être conceptualisées.

Der Zusammenhang von Bildung und Suchmaschinennutzung wird untersucht. Es wird geprüft, ob das Bildungsniveau Einfluss auf die Recherche hat. Per Fragebogen werden Internetnutzung, Suchmaschinennutzung, Anfrageformulierung und Ergebnisbetrachtung abgefragt. Probanden sind Schüler und Studenten. Unterschiede nach Bildung sind zu vermerken. Die Gymnasiasten arbeiten effektiver und durchsuchen weniger Dokumente, um zufrieden stellende Informationen zu bekommen. Die Studenten weisen ein komplexeres Suchverhalten auf. The study deals with the coherence between education and the inquest with search engines. Influences of the education level should be verified. A questionnaire comprises use of Internet and search engines, query modelling and result reflection. Subjects are students and scholars. Differences had to be held on. Scholars of the grammar school search more effective. Students show a more complex search behaviour. La relation de la formation et l'utilisation des moteurs de recherche fait l'objet de cette investigation. On examine si le niveau de formation a une influence sur la recherche. Par des questionnaires on s'enquiert de l'utilisation de l'internet, des moteurs de recherche, de la formulation des questions, et la considération des résultats. Des lycéens et des étudiants se trouvaient mis à l'examen. On observe des différences selon le degré de la formation. Les lycéens travaillent plus effectivement et explorent moins de documents pour arriver à des informations satisfaisantes. Les étudiants accusent un comportement de recherche plus complexe.

In den Öffentlichen Bibliotheken Berlins wird mit Ausnahme von einzelnen Programmen keine nachhaltige und kontinuierliche Interkulturelle Bibliotheksarbeit gemäß den Richtlinien der IFLA und der UNESCO geleistet. Diese Arbeit präsentiert ein ganzheitlich-strategisches Konzept der Interkulturellen Bibliotheksarbeit auf der Grundlage der Interkulturellen Öffnung und hebt die Notwendigkeit der Implementierung eines Interkulturellen Bibliotheksmanagements für die Öffentlichen Bibliotheken Berlins hervor. With exception of individual programs, the Public Libraries of Berlin do not offer sustainable and continuous intercultural library services in accordance with the guidelines of the IFLA and the UNESCO. This work presents a strategic and holistic concept of the intercultural library services on the basis of intercultural receptiveness and outlines the necessity to implement intercultural library management at the Public Libraries of Berlin. Aucun travail bibliothécaire interculturel et continu, à l'exception de quelques programmes isolés, selon les normes de l'IFLA et de l'UNESCO, n'a lieu dans les bibliothèques publiques de Berlin. Cet article présente une conception homogène et stratégique du travail bibliothécaire interculturel sur la base d'une ouverture interculturelle et souligne la nécessité d'une implémentation d'un management bibliothécaire interculturel pour les bibliothèques publiques de Berlin.

Im Juli 2002 hat die Zentral- und Landesbibliothek Berlin mit der finanziellen Unterstützung der Kulturstiftung der Länder und der Deutschen Forschungsgemeinschaft den Nachlass von Jürgen Kuczynski erworben. Er besteht aus der von mehreren Generationen gepflegten, größten Privatbibliothek Deutschlands (ca. 70 000 Bände) und dem handschriftlichen Nachlass von Robert René und Jürgen Kuczynski. Während die Bibliothek als eine Arbeitsbibliothek von links-bürgerlichen Intellektuellen an sich eine bibliophile Besonderheit ist, bilden die in dem Nachlass versammelten Dokumente eine wertvolle Quelle für die Untersuchung der neuesten deutschen Geschichte. Die Zentral- und Landesbibliothek Berlin versteht die Archivierung und Erschließung der Kuczynski-Sammlung als ihre Pflicht entsprechend ihren landesbibliothekarischen Aufgaben. Die Erschließung des Nachlasses im Verbund Kalliope erfolgt seit Januar 2004 als Projekt der Deutschen Forschungsgemeinschaft. Financially supported by the Cultural Foundation of the Federal States (KSL) and the German Research Foundation (DFG), the Central and Regional Library of Berlin was able to acquire the heritage of Mr Jürgen Kuczynski in July 2002. His heritage consists of the biggest private library of Germany (approx. 70 000 volumes) maintained by several generations plus the hand-written heritage of Robert René and Jürgen Kuczynski. Although the works actually are a bibiliophile library since it served as a working library of left-winged bourgeois intellectuals, the documents contained in the heritage form a valuable source for investigating on the latest history of Germany. The Central and Regional Library of Berlin understands it to be one of its duty in the framework of its librarian tasks as a federal state to archive and explore the Kuczynski collection. The exploration of Kuczynski's heritage in the Kalliope database has been carried out since January 2004 as a project of the German Research Foundation. C'était en juillet 2002 que la Bibliothèque centrale et régionale de Berlin fut en mesure d'acquérir les archives de Jürgen Kuczynski avec l'aide financière de la fondation des Länder (régions) et de la Fondation allemande de la recherche scientifique. Elles se composent de la plus grande bibliothèque privée en Allemagne développée pendant plusieurs générations (environs 70 000 volumes) et les papiers manuscrits de Rober René et Jürgen Kuczynski. Tandis que la bibliothèque en tant qu'instrument de travail d'intellectuels bourgeois de gauche présente une particularité bibliophile, les documents et papiers de la succession offrent des sources précieuses pour les recherches sur l'histoire récente de l'Allemagne. La Bibliothèque centrale et régionale de Berlin comprend cette tâche comme un devoir selon sa mission de bibliothèque régionale. Elle l'accomplit dans le cadre Kalliope de la Fondation allemande de recherche scientifique depuis 2004.

Seit dem Umzug der Zentralbibliothek in das sanierte Kulturhaus DAStietz , der Vernetzung mit Volkshochschule und Museum für Naturkunde im Eigenbetrieb, verzeichnet die Stadtbibliothek einen hohen Leistungsanstieg. Mit modernen Managementmethoden und innovativen Techniklösungen erreichte sie optimalen Kundenservice und entwickelte sich zu einem gefragten Partner, wie zahlreiche Kooperationen zu Kultur- und Bildungspartnern belegen. Since the move of the central library into the renovated cultural centre DAStietz and the cross linking with the Adult Education Center and the Museum for Natural History altogether in the own establishment, the Public Library registers a significant increase in output. With modern management methods and innovative technical solutions the library obtained an optimal customer service and proved to be a partner much in demand, as is documented by numerous cooperations with cultural and educational partners. Depuis le déménagement de la Bibliothèque centrale vers la maison de culture DAStietz , la mise en réseau avec l'université populaire et le musée de la nature en gestion propre, la bibliothèque municipale enregistre une forte hausse de performance. Avec des méthodes de management modernes et des réalisations techniques innovatives elle arrivait à un service de client le meilleur et se développait vers un partenaire recherché comme de nombreuses coopérations avec des partenaires de culture et d'éducation en font preuve.
