Bibliotheksgesetze in Europa – Mittel politischer Steuerung und Gestaltung

Zwei Drittel aller Länder der Europäischen Union verfügen über Bibliotheksgesetze. Fast alle Gesetze wurden in den letzten Jahren aktualisiert, um sie den Erfordernissen der Informationsgesellschaft anzupassen. Bibliotheksgesetze sind konkreter Ausdruck des politischen Willens eines Staates, Bibliotheken zu fördern. Je nach politischen und rechtlichen Bedingungen haben Bibliotheksgesetze unterschiedliche Ausprägungen. Ihre Vor- und Nachteile werden dargestellt und einige Mindestanforderungen an Bibliotheksgesetze beschrieben.
Two thirds of all European Union countries have library legislation in place. Almost all legislation has been updated in recent years to adapt them to the needs of the information society. Library legislation is a tangible expression of the political will of a state to promote libraries. Library legislation can have many different attributes, depending on the specific political and legal conditions. Their advantages and disadvantages will be discussed and some minimum requirements of library legislation will be described.
Les deux tiers de l'ensemble des pays de l'Union européenne disposent des lois sur les bibliothèques. Pratiquement toutes les lois furent actualisées ces dernières années afin de les adapter aux exigences d'une société d'information. La législation bibliothécaire est l'expression concrète de la volonté politique d'un Etat de promouvoir les bibliothèques. Les lois sur les bibliothèques revêtent des aspects différents selon les conditions politiques et juridiques. On présente les avantages et les désavantages et on étale les exigences minimum demandées aux lois.
