Abstract

Xenophobia - anthropological constant or cultural construct? The essay is based on prosopographical data on the immigration of Savoyards, Italians and French to Freiburg i.Br., Constance and Augsburg between 1500 and 1800. They came mainly from the Arve Valley, the Dorea Baltea and northern Italy. Only the middle and upper classes of migrants were able to naturalize, as they had to prove their wealth and pay a lot of money to buy their way into citizenship and the guilds. Itinerant crooks and, above all, homeless beggars were pushed out or actively expelled. In times of famine and crisis around 1550 and 1780, a xenophobic frame developed that targeted the middle and upper classes of migrants. They were said to be swindlers who secretly founded trading companies to turn the people into beggars and take the profits out of the country. This narrative is still widely spread today with xenophobic intent, although the facts tell a different story.
