Twin Roads: the Road Carthage-Theveste and the via nova Rusicadensis; some Observations and Questions

Abstract
This paper will give some updated information about two roads connecting the Mediterranean coast to the inland of Africa proconsularis and Numidia. As far as the first road is concerned - from Carthage to Theveste - its use in the Byzantine period will be discussed. Of the second road - from Rusicade to Cirta - an overview will be presented. At first they were a sort of twin roads: the first one, in Proconsularis, was built by Hadrian and his legatus pro praetore Publius Metilius Secundus. Before the first road was completed, Hadrian and Sex. Iulius Maior started to build the second one, in Numidia, but under different conditions. Both roads were necessary for the army and also for transporting the onus fiscale to the ports and ship it to Rome, where the grain distributions were a conditio sine qua non: the emperor could not reign without them. In the Appendix three Hadrianic milestones of the road Carthage-Theveste are rediscussed and four milestones of the via nova Rusicadensis are illustrated.
