The development of the literary tradition out of the course of ancient history from the books of the Hebrew Bible, through classic Greek and Roman literature, to the texts of late Christian antiquity, produced a virtual dialogue between four metropolises. The associations these cities call forth are still powerful today. Babylon, Jerusalem, Athens and Rome are the four cities whose accumulative dialogue may be regarded in a comprehensive metaphorical sense as the essence of European tradition. This metaphorical discourse developed throughout ancient history and is a negotiation of validity claims on domination and spiritual values based on immanent and transcendent assumptions. Its commentaries accompany history as seen from the perspective of the European narrative. Babylon and Rome symbolize secularity, empire, power, passion and delusion. Jerusalem and Athens stand for culture, intellect, transcendence, wisdom, philosophy and ways of dealing with guilt and death. In the end it was Rome to tell the whole story. Combining the faith of Jerusalem with the intellect of Athens it could claim to have overcome the worldliness of Babylon, and justify anew its universal aspirations. Since the early nineteenth century, tensions between the traditional discourse on history and modern source criticism have increased. This I understand as a potential of reflection by means of the work of historians as achieved in European tradition.

Recent research by medievalists into rituals and gestures in political contexts invites us to inquire more closely into the role of the historical actors´ bodies. Especially friendship (which has been identified as a politically relevant category for some time) was, in the eyes of contemporaries, characterised by a series of gestures of proximity that frequently included direct physical contact. Since most studies, however, restrict their interpretation to the perspective of ritualised action and "symbolic communication", they tend to allot the body a purely "expressive" role. Based on narrative sources of the Franco-Burgundian late Middle Ages, this contribution complements the established approach by integrating the aspect of active effects that were ascribed to the body: seen from the perspective of contemporaries, the body and its disposition not only expressed the involved parties´ emotional state, but it equally served to modify the latter actively. The belief in the body´s efficient role, particularly in the case of direct physical contact, e.g. in the context of peace-making and conflict resolution, may help to explain the visible persistence of pertinent gestures and rituals in late medieval political culture that seem to contradict a tendency of increasing institutionalisation of governmental structures. In this context, the protagonists´ bodies appear as a means to harmonize social and political relations as well as to create authenticity - the latter being considered an ideal of political cooperation. The fact that these strategies frequently failed, did not, at first, lead to the choice of a new foundation for political structures, but rather to an intensification of the established models.

The story of development of democracy in the German empire is above all the story of the democratic development of the German political parties. At the time of the foundation of the German Reich the parties were barely more than political pressure groups who aimed more at exerting influence upon the government in order to achieve the narrow goals of their support base, rather than taking on the role of governance and taking on responsibility for the fate of the country. In those early days political success depended far more on personal access to Bismarck than on forming coalitions or finding compromises on political issues. It was only the gradual modernization of the political sphere and the accompanying ideological differentiation of the party system, coupled with an increasing complexity of politics in general that led the German parties to recognize that in democracy, especially in a political landscape with more than two parties, cooperation was essential for achieving political goals. The effects of this learning process could be observed in the period beginning from 1890 in the patterns of behaviour of the German parties in the electoral constituencies before the elections for the Reichstag. Increasingly, the parties made agreements, some of them quite complex, among themselves during the election campaigns to help their candidates succeed. In the quotidian parliamentary interactions too the parties gradually adopted the concepts of compromise and coalition, especially in the commissions of the Reichstag where draft laws could only be passed by a parliamentary majority. Fundamental to this democratic development was the rise of a new generation of politicians which saw political cooperation as not just the means to solve political conflicts but also the way to strengthen the power base of the parliament towards the German Reichsleitung. Many of these parliamentarians came from the southern provinces, where they had gained experience in crafting coalitions and compromises in local politics and thus realised the central role these processes played in a democratic culture. During the First World War, the ante-bellum learning process finally formed the basis for the parliament to form a stable coalition that would end the monarchy and effectively govern the nascent parliamentary democracy.
