L’articolo tratta delle misure assistenziali in pro dei sinistrati di guerra nell’Italia repubblicana, ma nell’ottica di inquadrare tali provvedimenti nel più ampio contesto dei nuovi diritti di cittadinanza sanciti con la Carta costituzionale del 1947. Andando oltre il già noto nesso tra warfare e welfare, l’articolo ricostruisce l’esercizio di tali nuovi diritti (un vero e proprio „diritto al benessere“ che, preso a „fondamento della nuova cittadinanza“, è stato giudicato come uno dei punti cardine della transizione tra guerra e dopoguerra) da parte di una categoria sovente giudicata dallo Stato meritevole delle più ampie attenzioni, ma che lamentò molto spesso la trascuratezza da parte delle istituzioni nel garantirle quanto stabilito dalla legge. L’ipotesi di partenza è, pertanto, che tali difficoltà abbiano contribuito a minare l’affezione di una porzione non piccola della cittadinanza rispetto alle nuove istituzioni democratiche, molto fragili nei primi anni del dopoguerra. L’articolo analizza nello specifico alcuni casi di pratiche pensionistiche, relative a diverse categorie di beneficiari, afflitte però dai medesimi problemi: in particolare, la lentezza talvolta sconcertante con cui il Dipartimento Generale delle Pensioni di Guerra – che pure era, in effetti, letteralmente inondata di domande di pensione – gestiva l’iter delle pratiche, tanto che alcune si sono trascinate sino agli anni ’90. Il cittadino che faceva richiesta di pensione di guerra (che spettava agli invalidi per cause di guerra con almeno il 30 per cento di capacità lavorativa perduta) doveva spesso attendere anni anche soltanto per avere una prima risposta. Ciò provocava un fenomeno ricorrente, cioè quello di rivolgersi alle più diverse personalità ed autorità politiche auspicando la loro intercessione: non percependo la forza del diritto, ci si rifugiava nella speranza di una generosità paternalistica. Talvolta, queste lettere – di rabbia, e di supplica – addirittura precedevano i gravi ritardi dell’espletamento delle pratiche, segnalando dunque l’esistenza di una consuetudine predemocratica nei suoi stessi presupposti. Uno dei segnali di una condizione di cittadinanza rimasta incompiuta.

Abstract:

The article tackles the welfare measures aimed at those injured in war in Republican Italy, but with a view to contextualizing these provisions within the broader picture of the new citizenship rights sanctioned by the Constitution of 1947. Going beyond the well-known nexus between warfare and welfare, the article reconstructs the exercise of these new rights (a genuine „right to wellbeing“ that, as the „foundation for the new citizenship“, has been considered one of the key points of the transition from the war to the post-war period) by a group of people often judged by the State to be deserving of the greatest attention but who often complained of institutional failure to guarantee them what was established by law. The starting hypothesis is thus that these difficulties contributed to undermining the affection of a significant number of citizens for the new democratic institutions, still extremely fragile in the early years of the post-war period. Specifically, the article analyses some cases of pension provisions, aimed at different categories of beneficiaries but suffering from identical problems: in particular the sometimes disconcerting slowness with which the General Department of War Pensions – which was, however, literally inundated with pension applications – managed these applications, to the extent that some dragged on until the 1990s. The citizen who requested a war pension (to which war invalids who had lost at least 30% of their capacity to work were entitled) often had to wait for years simply to obtain an initial response. This led to a recurrent phenomenon: recourse to a wide range of political figures and authorities requesting their intercession. Failing to perceive the force of the law, they fell back on the hope of a paternalistic generosity. Sometimes these letters – of anger and supplication – even preceded the serious delays in the administrative procedures, thus indicating the existence of a custom whose very premises were pre-democratic. This was one sign that the realization of citizenship was still incomplete.
