Der Wandel des italienischen Sozialstaats in Zeiten politischer Umbrüche

Riassunto:
La storia dello Stato sociale italiano affonda le sue radici nel XIX secolo e comprende un periodo di radicali cambiamenti politici. Introducendo la sezione tematica „Le molte facce dello Stato sociale. Prospettive sulla storia della protezione sociale in Italia tra dittatura e democrazia“, il contributo offre una panoramica della ricerca e discute, in particolare, i risultati a cui sono giunti nuovi studi. A partire dai primordi delle assicurazioni sociali nel nuovo Regno d’Italia si seguono le fasi dell’ampliamento e della trasformazione dei sistemi di sicurezza sociale con particolare riguardo alle innovazioni realizzate durante la guerra e nel dopoguerra, nonché al quadro ideologico e alle idee guida su cui si basano. Da ciò emerge che la forma dello Stato sociale italiano è stata influenzata sia dalla monarchia che dalla dittatura e la democrazia. Si discute in quale misura i passaggi da un regime all’altro, come pure le conseguenze prodotte dalla guerra, abbiano innescato dinamiche trasformative.
Abstract:
Italy is one of the countries with a history of welfare state development lasting more than a century, during which time its political history was characterized by drastic changes and severe upheavals. This article takes stock of past and recent research in this field and in doing so forms an introduction to the special section „The many faces of the welfare state. Some perspectives on the history of social security in Italy between dictatorship and democracy“. The article focuses on the early days of welfare state building at the end of the 19th century and its reshaping during the two World Wars, under Fascist rule and the transition to democracy after 1945. A key aspect is the examination of the ideas and meanings that informed the emergence of the welfare state, reflecting on the fact that it was influenced by monarchism, fascism and democracy alike. Finally, it will discuss if and to what extent dynamics of change in the context of welfare state policies unfolded during times of war and political transition.
