In The Remote Revolution, Erik Lin-Greenberg shows that drones are rewriting the rules of international security—but not in ways one would expect.

Emerging technologies like drones are often believed to increase the likelihood of crises and war. By lowering the potential risks and human costs of military operations, they encourage decisionmakers to deploy military force. Yet as Lin-Greenberg contends, operations involving drones are in fact less likely to evolve into broader, more intense conflicts than similar operations involving traditionally crewed assets. Even as they increase the frequency of conflict, the decreased costs of drone operations also reduce the likelihood of conflict escalation.

Leveraging diverse evidence from original wargames, survey experiments, and cases of US and Israel drone operations, Lin-Greenberg explores how drone operations lower risks of escalation. First, drones enable states to gather more or better intelligence—intelligence that may avert or reduce the chances of high-stakes conflict. Drone attacks are also less likely to affront a target state's honor, and so less likely to provoke aggressive responses. Lastly, leaders are less likely to take escalatory actions when drones are attacked compared to incidents involving inhabited assets.

Lin-Greenberg's findings conclusively prove that drones are far less destabilizing than commonly argued. Drones add rungs to the proverbial "escalation ladder" and in doing so, have brought about a fundamental change—a revolution—to the character of statecraft. With the use of unmanned technologies only set to grow in coming times, The Remote Revolution is critical reading on its possibilities and politics.

The Art of Coercion presents a fresh explanation for the success—and failure—of coercive demands in international politics.

Strong states are surprisingly bad at coercion. History shows they prevail only a third of the time. Reid B. C. Pauly argues that coercion often fails because targets fear punishment even if they comply. In this "damned if you do, damned if you don't" scenario, targets have little reason to obey.

Pauly illustrates this logic in nuclear counterproliferation efforts with South Africa, Iraq, Libya, and Iran. He shows that coercers face an "assurance dilemma": When threats are more credible, assurances not to punish are less so. But without credible assurances, targets may defy threats, bracing for seemingly inevitable punishment. For coercion to work, as such, coercers must not only make targets believe that they will be punished if they do not comply, but also that they will not be if they do.

In Words of War, Eric Min pulls back the curtain on when, why, and how belligerents negotiate while fighting.

Of all interstate conflicts across the last two centuries, two-thirds have ended through negotiated agreement. Wartime diplomacy is thus commonly seen as a costless and mechanical process solely designed to end fighting. But as Min argues, that wartime negotiations are not just peacemaking tools. They are in fact a highly strategic activity that can also help states manage, fight, and potentially win wars.

To demonstrate that wartime talk does more than simply end hostilities, Min distinguishes between two kinds of negotiations: sincere and insincere. Whereas sincere negotiations are good faithhonest attempts to reach peace, insincere negotiations exploit diplomacy for some other purpose, such as currying gaining political support or remobilizing forces. Two factors determine whether and how belligerents will negotiate: the amount of pressure that outside parties can place on belligerents them to engage in diplomacy, and information obtained from fighting on the battlefield.

Combining statistical and computational text analyses with qualitative case studies ranging from the War of the Roman Republic to the Korean War, Min shows that negotiations are more likely to occur with strong external pressures. A combination of such pressures and indeterminate battlefield activity, however, will most likely leads to insincere negotiations that may stoke fighting rather than end it. By revealing that diplomacy can sometimes be counterproductive to peace, Words of War compels us to rethink the assumption that it "cannot hurt" to promote diplomacy during war.

In Strong Commanders, Weak States, Philip A. Martin investigates a fundamental political challenge faced by post-conflict states: how to create obedient national militaries from the remnants of insurgent forces.

When civil wars end, non-state armed groups often integrate into post-conflict militaries. Yet rebel-military integration does not always happen smoothly. In some cases, former rebels cooperate with new leaders, forming powerful national armies that underpin postwar stability. In others, they resist the authority of new leaders, maintaining clandestine armed networks that disrupt centralized state-building.

Martin argues that how field commanders of non-state armed groups governed during the war explains this variation. Rebel commanders who build accountable governance systems gain strong social support from rebel-ruled communities, becoming locally embedded. Thanks to these community ties, which persist after the war, these embedded commanders have the leverage to push the central government for concessions, resist directives to disarm fighters, or even orchestrate coup d'états. Conversely, rebel commanders who governed coercively are less likely to sustain community ties. Without the ability to mobilize collective action after the war, these non-embedded commanders have stronger incentives to cooperate with new regime leaders.

Wielding in-depth evidence from Côte d'Ivoire and cases of rebel-military integration elsewhere, Martin shows that good governance during wartime can—ironically—lead to poor postwar state consolidation. Rather than preparing insurgents to be successful state builders, effective rebel governance can hinder post-conflict state-building. As costly peace operations come under increasing scrutiny, Strong Commanders, Weak States offers fresh guidance on how transitions to peace can better succeed.

In The Commander-in-Chief Test, Jeffrey A. Friedman offers a fresh explanation for why Americans are often frustrated by the cost and scope of US foreign policy—and how we can fix that for the future.

Americans frequently criticize US foreign policy for being overly costly and excessively militaristic. With its rising defense budgets and open-ended "forever wars," US foreign policy often appears disconnected from public opinion, reflecting the views of elites and special interests rather than the attitudes of ordinary citizens.

The Commander-in-Chief Test argues that this conventional wisdom underestimates the role public opinion plays in shaping foreign policy. Voters may prefer to elect leaders who share their policy views, but they prioritize selecting presidents who seem to have the right personal attributes to be an effective commander in chief. Leaders then use hawkish foreign policies as tools for showing that they are tough enough to defend America's interests on the international stage. This link between leaders' policy positions and their personal images steers US foreign policy in directions that are more hawkish than what voters actually want.

Combining polling data with survey experiments and original archival research on cases from the Vietnam War through the occupations of Iraq and Afghanistan, Friedman demonstrates that public opinion plays a surprisingly extensive—and often problematic—role in shaping US international behavior. With the commander-in-chief test, a perennial point of debate in national elections, Friedman's insights offer important lessons on how the politics of image-making impacts foreign policy and how the public should choose its president.

The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence.

Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure.

Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.

In A Lost Peace, Galen Jackson rewrites an important chapter in the history of the middle period of the Cold War, changing how we think about the Arab-Israeli conflict.

During the June 1967 Middle East war, Israeli forces seized the Sinai Peninsula and the Gaza Strip from Egypt, the Golan Heights from Syria, and the West Bank and East Jerusalem from Jordan. This conflict was followed, in October 1973, by a joint Egyptian-Syrian attack on Israel, which threatened to drag the United States and the Soviet Union into a confrontation even though the superpowers had seemingly embraced the idea of détente. This conflict contributed significantly to the ensuing deterioration of US-Soviet relations.

The standard explanation for why détente failed is that the Soviet Union, driven mainly by its Communist ideology, pursued a highly aggressive foreign policy during the 1970s. In the Middle East specifically, the conventional wisdom is that the Soviets played a destabilizing role by encouraging the Arabs in their conflict with Israel in an effort to undermine the US position in the region for Cold War gain.

Jackson challenges standard accounts of this period, demonstrating that the United States sought to exploit the Soviet Union in the Middle East, despite repeated entreaties from USSR leaders that the superpowers cooperate to reach a comprehensive Arab-Israeli settlement. By leveraging the remarkable evidence now available to scholars, Jackson reveals that the United States and the Soviet Union may have missed an opportunity for Middle East peace during the 1970s.

In The Fragile Balance of Terror, the foremost experts on nuclear policy and strategy offer insight into an era rife with more nuclear powers. Some of these new powers suffer domestic instability, others are led by pathological personalist dictators, and many are situated in highly unstable regions of the world—a volatile mix of variables.

In Frenemies Mark L. Haas addresses policy-guiding puzzles such as: Why do international ideological enemies sometimes overcome their differences and ally against shared threats? Why, just as often, do such alliances fail?

Alliances among ideological enemies confronting a common foe, or "frenemy" alliances, are unlike coalitions among ideologically-similar states facing comparable threats. Members of frenemy alliances are perpetually torn by two powerful opposing forces. Haas shows that shared material threats push these states together while ideological differences pull them apart. Each of these competing forces has dominated the other at critical times. This difference has resulted in stable alliances among ideological enemies in some cases but the delay, dissolution, or failure of these alliances in others.

Haas examines how states' susceptibility to major domestic ideological changes and the nature of the ideological differences among countries provide the key to alliance formation or failure. This sophisticated framework is applied to a diverse range of critical historical and contemporary cases, from the failure of British and French leaders to ally with the Soviet Union against Nazi Germany in the 1930s to the likely evolution of the United States' alliance system against a rising China in the early 21st century.

In Frenemies, Haas develops a groundbreaking argument that explains the origins and durability of alliances among ideological enemies and offers policy-guiding perspectives on a subject at the core of international relations.

In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic protégés or between protégés and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.

In Dying to Learn, Michael Hunzeker develops a novel theory to explain how wartime militaries learn. He focuses on the Western Front, which witnessed three great-power armies struggle to cope with deadlock throughout the First World War, as the British, French, and German armies all pursued the same solutions-assault tactics, combined arms, and elastic defense in depth. By the end of the war, only the German army managed to develop and implement a set of revolutionary offensive, defensive, and combined arms doctrines that in hindsight represented the best way to fight.

Hunzeker identifies three organizational variables that determine how fighting militaries generate new ideas, distinguish good ones from bad ones, and implement the best of them across the entire organization. These factors are: the degree to which leadership delegates authority on the battlefield; how effectively the organization retains control over soldier and officer training; and whether or not the military possesses an independent doctrinal assessment mechanism.

Through careful study of the British, French, and German experiences in the First World War, Dying to Learn provides a model that shows how a resolute focus on analysis, command, and training can help prepare modern militaries for adapting amidst high-intensity warfare in an age of revolutionary technological change.

Encirclement, Andrea Bartoletti argues, is an essential strategic possibility of the international system and a key trigger of major war. Using historical case studies, Escaping the Deadly Embrace examines how great powers try to escape the two-front war problem and seek to preserve their security.

Encirclement is a geographic variable that occurs in the presence of one or two great powers on two different borders of the surrounded great power. The surrounding great powers may not have the capacity to initiate a joint invasion. Yet their threatening presence triggers a double security dilemma for the encircled great power, which has to disperse its army to secure its borders. When the surrounding great powers become capable of launching a two-front attack, the encircled great power initiates war. This situation, disastrous in itself, can also lead to war contagion when other great powers intervene in the new conflict owing to the rival-based network of alliances.

Combining archival work and historiographical analysis, Escaping the Deadly Embrace demonstrates the efficacy of this by assessing three major wars: the Italian Wars, the Thirty Years' War, and World War I. These findings, Bartoletti shows, have important implications for future major wars. Challenging the current focus on the US-China rivalry, he argues that the most concerning strategic scenario is the encirclement of China by India and Russia.

At a moment when the nuclear nonproliferation regime is under duress, Rebecca Davis Gibbons provides a trenchant analysis of the international system that has, for more than fifty years, controlled the spread of these catastrophic weapons. The Hegemon's Tool Kit details how that regime works and how, disastrously, it might falter.

In the early nuclear age, experts anticipated that all technologically-capable states would build these powerful devices. That did not happen. Widespread development of nuclear arms did not occur, in large part, because a global nuclear nonproliferation regime was created. By the late-1960s, the United States and the Soviet Union had drafted the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and across decades the regime has expanded, with more agreements and more nations participating. As a result, in 2022, only nine states possess nuclear weapons.

Why do most states in the international system adhere to the nuclear nonproliferation regime? The answer lies, Gibbons asserts, in decades of painstaking efforts undertaken by the US government. As the most powerful state during the nuclear age, the United States had many tools with which to persuade other states to join or otherwise support nonproliferation agreements.

The waning of US global influence, Gibbons shows in The Hegemon's Tool Kit, is a key threat to the nonproliferation regime. So, too, is the deepening global divide over progress on nuclear disarmament. To date, the Chinese government is not taking significant steps to support the nuclear nonproliferation regime, and as a result, the regime may face a harmful leadership gap.

In Reliability and Alliance Interdependence, Iain D. Henry argues for a more sophisticated approach to alliance politics and ideas of interdependence.

It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior.

Using declassified documents, Henry explores five case studies involving US alliances with South Korea, Japan, the Republic of China, the Philippines, Australia, and New Zealand. Reliability and Alliance Interdependence makes a substantial contribution to our understanding of how America's alliances in Asia function as an interdependent system.

Timothy W. Crawford's The Power to Divide examines the use of wedge strategies, a form of divisive statecraft designed to isolate adversaries from allies and potential supporters to gain key advantages. With a multidimensional argument about the power of accommodation in competition, and a survey of alliance diplomacy around both World Wars, The Power to Divide artfully analyzes the past and future performance of wedge strategy in great power politics.

Crawford argues that nations attempting to use wedge strategy do best when they credibly accommodate likely or established allies of their enemies. He also argues that a divider's own alliances can pose obstacles to success and explains the conditions that help dividers overcome them. He advances these claims in eight focused studies of alliance diplomacy surrounding the World Wars, derived from published official documents and secondary histories. Through those narratives, Crawford adeptly assesses the record of countries that tried an accommodative wedge strategy, and why ultimately, they succeeded or failed. These calculated actions often became turning points, desired or not, in a nation's established power.

For policymakers today facing threats to power from great power competitors, Crawford argues that a deeper historical and theoretical grasp of the role of these wedge strategies in alliance politics and grand strategy is necessary. Crawford drives home the contemporary relevance of the analysis with a survey of China's potential to use such strategies to divide India from the US, and the United States' potential to use them to forestall a China-Russia alliance, and closes with a review of key theoretical insights for policy.

In Bullets Not Ballots, Jacqueline L. Hazelton challenges the claim that winning "hearts and minds" is critical to successful counterinsurgency campaigns. Good governance, this conventional wisdom holds, gains the besieged government popular support, denies support to the insurgency, and makes military victory possible. Hazelton argues that major counterinsurgent successes since World War II have resulted not through democratic reforms but rather through the use of military force against civilians and the co-optation of rival elites.

Hazelton offers new analyses of five historical cases frequently held up as examples of the effectiveness of good governance in ending rebellions—the Malayan Emergency, the Greek Civil War, the Huk Rebellion in the Philippines, the Dhofar rebellion in Oman, and the Salvadoran Civil War—to show that, although unpalatable, it was really brutal repression and bribery that brought each conflict to an end. By showing how compellence works in intrastate conflicts, Bullets Not Ballots makes clear that whether or not the international community decides these human, moral, and material costs are acceptable, responsible policymaking requires recognizing the actual components of counterinsurgent success—and the limited influence that external powers have over the tactics of counterinsurgent elites.

Why Containment Works examines the conduct of American foreign policy during and after the Cold War through the lens of applied policy analysis. Wallace J. Thies argues that the Bush Doctrine after 2002 was a theory of victory—a coherent strategic view that tells a state how best to transform scarce resources into useful military assets, and how to employ those assets in conflicts. He contrasts prescriptions derived from the Bush Doctrine with an alternative theory of victory, one based on containment and deterrence, which US presidents employed for much of the Cold War period. There are, he suggests, multiple reasons for believing that containment was working well against Saddam Hussein's Iraq after the first Gulf War and that there was no need to invade Iraq in 2003.

Thies reexamines five cases of containment drawn from the Cold War and the post-Cold War world. Each example, Thies suggests, offered US officials a choice between reliance on traditional notions of containment and reliance on a more forceful approach. To what extent did reliance on rival theories of victory—containment versus first strike—contribute to a successful outcome? Might these cases have been resolved more quickly, at lower cost, and more favorably to American interests if US officials had chosen a different mix of the coercive and deterrent tools available to them? Thies suggests that the conventional wisdom about containment was often wrong: a superpower like the United States has such vast resources at its disposal that it could easily thwart Libya, Iraq, and Iran by means other than open war.

When is preventive war chosen to counter nuclear proliferation? In All Options on the Table, Rachel Elizabeth Whitlark looks beyond systemic and slow-moving factors such as the distribution of power. Instead, she highlights individual leaders' beliefs to explain when preventive military force is the preferred strategy. Executive perspective—not institutional structure—is paramount.

Whitlark makes her argument through archivally based comparative case studies. She focuses on executive decision making regarding nuclear programs in China, North Korea, Iraq, Pakistan, and Syria. This book considers the actions of US presidents John F. Kennedy, Lyndon B. Johnson, George H. W. Bush, Bill Clinton, and George W. Bush, as well as Israeli prime ministers Menachem Begin, Yitzhak Rabin, and Ehud Olmert. All Options on the Table demonstrates that leaders have different beliefs about the consequences of nuclear proliferation in the international system and their state's ability to deter other states' nuclear activity. These divergent beliefs lead to variation in leaders' preferences regarding the use of preventive military force as a counter-proliferation strategy.

The historical evidence amassed in All Options on the Table bears on strategic assessments of aspiring nuclear powers such as Iran and North Korea. Whitlark argues that only those leaders who believe that nuclear proliferation is destabilizing for the international system will consider preventive force to counter such challenges. In a complex nuclear world, this insight helps explain why the use of force as a counter-proliferation strategy has been an extremely rare historical event.

Nuclear Reactions analyzes how nuclear weapons change the calculations states make in their foreign policies, why they do so, and why nuclear weapons have such different effects on the foreign policies of different countries.

Mark S. Bell argues that nuclear weapons are useful for more than deterrence. They are leveraged to pursue a wide range of goals in international politics, and the nations that acquire them significantly change their foreign policies as a result. Closely examining how these effects vary and what those variations have meant in the United States, the United Kingdom, and South Africa, Bell shows that countries are not generically "emboldened"—they change their foreign policies in different ways based on their priorities. This has huge policy implications: What would Iran do if it were to acquire nuclear weapons? Would Japanese policy toward the United States change if Japan were to obtain nuclear weapons? And what does the looming threat of nuclear weapons mean for the future of foreign policy? Far from being a relic of the Cold War, Bell argues, nuclear weapons are as important in international politics today as they ever were.

Militaries with state-of-the-art information technology sometimes bog down in confusing conflicts. To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what Jon R. Lindsay's Information Technology and Military Power gives us. As Lindsay shows, digital systems now mediate almost every effort to gather, store, display, analyze, and communicate information in military organizations. He highlights how personnel now struggle with their own information systems as much as with the enemy.

Throughout this foray into networked technology in military operations, we see how information practice—the ways in which practitioners use technology in actual operations—shapes the effectiveness of military performance. The quality of information practice depends on the interaction between strategic problems and organizational solutions. Information Technology and Military Power explores information practice through a series of detailed historical cases and ethnographic studies of military organizations at war. Lindsay explains why the US military, despite all its technological advantages, has struggled for so long in unconventional conflicts against weaker adversaries. This same perspective suggests that the US retains important advantages against advanced competitors like China that are less prepared to cope with the complexity of information systems in wartime. Lindsay argues convincingly that a better understanding of how personnel actually use technology can inform the design of command and control, improve the net assessment of military power, and promote reforms to improve military performance. Warfighting problems and technical solutions keep on changing, but information practice is always stuck in between.

The core notion is that countries protected by these fearsome weapons can stop competing so intensely with their adversaries: they can end their arms races, scale back their alliances, and stop jockeying for strategic territory. But rarely have theory and practice been so opposed. Why do international relations in the nuclear age remain so competitive? Indeed, why are today's major geopolitical rivalries intensifying?

How do reputations form in international politics? What influence do these reputations have on the conduct of international affairs? In Reputation for Resolve, Danielle L. Lupton takes a new approach to answering these enduring and hotly debated questions by shifting the focus away from the reputations of countries and instead examining the reputations of individual leaders.

Lupton argues that new leaders establish personal reputations for resolve that are separate from the reputations of their predecessors and from the reputations of their states. Using innovative survey experiments and in-depth archival research, she finds that leaders acquire personal reputations for resolve based on their foreign policy statements and behavior. Reputation for Resolve shows that statements create expectations of how leaders will react to foreign policy crises in the future and that leaders who fail to meet expectations of resolute action face harsh reputational consequences.

Reputation for Resolve challenges the view that reputations do not matter in international politics. In sharp contrast, Lupton shows that the reputations for resolve of individual leaders influence the strategies statesmen pursue during diplomatic interactions and crises, and she delineates specific steps policymakers can take to avoid developing reputations for irresolute action. Lupton demonstrates that reputations for resolve do exist and can influence the conduct of international security. Thus, Reputation for Resolve reframes our understanding of the influence of leaders and their rhetoric on crisis bargaining and the role reputations play in international politics.

Abusive leaders are now held accountable for their crimes in a way that was unimaginable just a few decades ago. What are the consequences of this recent push for international justice? In The Justice Dilemma, Daniel Krcmaric explains why the "golden parachute" of exile is no longer an attractive retirement option for oppressive rulers. He argues that this is both a blessing and a curse: leaders culpable for atrocity crimes fight longer civil wars because they lack good exit options, but the threat of international prosecution deters some leaders from committing atrocities in the first place. The Justice Dilemma therefore diagnoses an inherent tension between conflict resolution and atrocity prevention, two of the signature goals of the international community.

Krcmaric also sheds light on several important puzzles in world politics. Why do some rulers choose to fight until they are killed or captured? Why not simply save oneself by going into exile? Why do some civil conflicts last so much longer than others? Why has state-sponsored violence against civilians fallen in recent years?

While exploring these questions, Krcmaric marshals statistical evidence on patterns of exile, civil war duration, and mass atrocity onset. Super Bomb unveils the story of the events leading up to President Harry S. Truman's 1950 decision to develop a "super," or hydrogen, bomb. That fateful decision and its immediate consequences are detailed in a diverse and complete account built on newly released archives and previously hidden contemporaneous interviews with more than sixty political, military, and scientific figures who were involved in the decision.

Ken Young and Warner R. Schilling present the expectations, hopes, and fears of the key individuals who lobbied for and against developing the H-bomb. They portray the conflicts that arose over the H-bomb as rooted in the distinct interests of the Atomic Energy Commission, the Los Alamos laboratory, the Pentagon and State Department, the Congress, and the White House. But as they clearly show, once Truman made his decision in 1950, resistance to the H-bomb opportunistically shifted to new debates about the development of tactical nuclear weapons, continental air defense, and other aspects of nuclear weapons policy. What Super Bomb reveals is that in many ways the H-bomb struggle was a proxy battle over the morality and effectiveness of strategic bombardment and the role and doctrine of the US Strategic Air Command.

Unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues in Tempting Fate that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Avey uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade.

Strategies employed include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers.

In Secession and Security, Ahsan I. Butt argues that states rather than separatists determine whether a secessionist struggle will be peaceful, violent, or genocidal. He investigates the strategies, ranging from negotiated concessions to large-scale repression, adopted by states in response to separatist movements. Variations in the external security environment, Butt argues, influenced the leaders of the Ottoman Empire to use peaceful concessions against Armenians in 1908 but escalated to genocide against the same community in 1915; caused Israel to reject a Palestinian state in the 1990s; and shaped peaceful splits in Czechoslovakia in 1993 and the Norway-Sweden union in 1905.

How do foreign policymakers learn from history? When do states enter alliances? Why have some small powers chosen to enter alliances whereas others have stayed neutral? In Crucible of Beliefs, Dan Reiter uses work in social psychology and organization theory to build a formative-events model of learning in international politics. History does inform the decisions of policymakers, he suggests, but it is history of a specific sort, based on firsthand experience in major events such as wars.

Tested against balance-of-threat theory, the leading realist explanation of alliance behavior, Reiter's formative-events model of learning emerges as a far better predictor of states' decisions. Crucible of Beliefs shows that, contrary to balance-of-threat theory, state leaders ignore the level of international threat and focus instead on avoiding past mistakes and repeating past successes. A serious blow to realism, these findings demonstrate that to understand the dynamics of world politics, it is essential to know how leaders learn from history.
