Abstract

This chapter looks at the issue of tackling want, 60 years on from the Beveridge’s reforms. It looks at the way in which the 1948 settlement was a compromised response to want, and the tensions of balancing the objectives of insurance-based and safety-net schemes. It highlights the ongoing tensions experienced by policy makers in trying to tackle want, particularly the impact of feminist and anti-poverty research in highlighting the contested and gendered nature of poverty. It points out how the debate has changed since the 1940s, and looks at contemporary developments in the light of those changes in discourse and policy.
