THREE Policy analysis in central government

Abstract
This chapter examines that policy analysis in the central government in Thailand is based on governmental systems including the emergence of the governance mechanisms. Policy analysis at this national level determines the policy development of the whole country. Although the central government, after the 1970s, has not had a monopoly on the policy and governance systems and has started to share its power with non-state actors, it remains the focal point of policy analysis in the country. Governmental and bureaucratic influence over policy analysis has persisted. This chapter also introduces four major developments which characterise the nature of policy analysis in Thailand. The bureaucratic polity and consultative authoritarianism are the main characteristics of national policy analysis in different periods. Corporatism and new governance can be captured in the policy landscape, especially when the Thai government needs to incorporate key business associations and civil society movements into the policy processes.
