Abstract

As policy problems have become increasingly complicated and technical, Taiwan’s central government has sought the assistance of external policy advisors. Policy advisory committees, the focus of this chapter, are increasingly used by Taiwan’s governmental officials. Through a review of the relevant literature, a content analysis of governmental documents, and participant observation, this chapter analyzes: 1) the background of Taiwan’s policy analysis environment; 2) the structural characteristics and roles of standing advisory committees in Taiwan’s central government; and 3) the effectiveness of these committees. Recommendations about how the government can improve the contribution of advisory committees are also considered.
