Polish Libraries and Archives during the Great Flood of 1997 and after

Abstract
The extent of losses in Polish libraries and archives in Lower Silesia during the Great Flood of 1997 is described. Rescue operations and preventive measures undertaken by disaster-struck libraries are summarized. Initially spontaneous and voluntary help was transformed into coordinated rescue operation which was planned and put into action on a large scale by use of all available media, including the Internet. Various methods of rescuing damaged collections are also presented and evaluated. Finally, a conclusion is drawn from the described experience, stating advantages of efficient cooperative projects and indicating the necessity of developing disaster and emergency preparedness programs in libraries.
Zusammenfassung
Die großen Verluste der polnischen Bibliotheken durch die große Flut von 1997 in Niederschlesien werden beschrieben. Die Rettung und Vorsorgemaßnahmen der betroffenen Bibliotheken werden erläutert. Die Bedeutung der Ersthilfe, die unter Zuhilfenahme aller verfügbaren Medien einschließlich Internet koordiniert wurde, und von der ersten Phase mit freiwilligen Helfern in eine systematisch Rettungsaktion überging, wird beschrieben. Verschiedene Methoden der Rettung von geschädigten Sammlungen werden vorgestellt und beurteilt. Daraus entstehen Schlußfolgerungen über die Vorteile und Effizienz kooperativer Projekte und über die Dringlichkeit einer Entwicklung eines Notfallplanprogramms für Bibliotheken.
Résumé
Une description sera donnée sur l'étendue des pertes subies par les bibliothèques polonaises lors de la grande inondation de 1997 en Basse-Silésie. On résumera les travaux de sauvetage et les mesures de prévention qui ont été entrepris par les bibliothèques ayant subi l'inondation. Cet article révèle comment une assistance initialement spontanée et bénévole s'est transformée en une action de soutien coordonnée, planifiée et dirigée à grande échelle au moyen de tous les média disponibles, y compris par l'internet. Différentes méthodes de sauvetage des collections endommagées ont été également présentées et évaluées. A partir de là on a tiré la conclusion qu'il était bénéfique et efficace de coopérer dans des projets et nécessaire de développer en commun un programme d'urgence pour les bibliothèques.
