American renewal or decline? The Biden administration, Europe, and the invasion of Ukraine

Abstract
This chapter looks to the Russian invasion of Ukraine to pose questions on turning points for the United States. The narrative sets a definition, based primarily on political science approaches, that a turning point is a time at which the cost of national security actions changes far beyond what it was before. It will then commence with discussion the state of play of the U.S. in 2021, particularly the series of seeming missteps by the Biden administration that may have constituted turning points of their own even if the war had not happened, especially the administration’s media engagement strategy and its withdrawal from Afghanistan in 2021. It will then move on to the events which immediately preceded the Russian invasion, and those which came immediately after and are still ongoing. Given that many of the events discussed are ongoing, empirical evidence will primarily rely on media reporting, leaders’ statements, and such scholarly articles as have been produced in recent months.
