After the first democratic elections in 1994 in South Africa, many Model C schools were opened for Black, Coloured and Indian learners. Model C schools that used to cater solely for White female learners had now entered the democratic period, and while the Cape Town Model C school in our study swiftly became populated with Black middle-class female learners, little was known of other transformations on the ground. In 2016, a protest by Black female learners quickly found favour on Twitter. They claimed that differentiated racialised treatment was directed at them and enshrined in the school’s Code of Conduct (COC). In order to investigate these claims, we employ an intersectional discourse analysis to investigate the 2015 COC prior to the protest, as well as the post-protest 2017 COC. Drawing on theories of social reproduction, cultural capital, symbolic violence and habitus, we endeavour to show how Black learners’ embodied capital and lack of cultural capital ensured their inability to be accommodated at the school. We investigate the outcomes of the COC in terms of empowerment , as measured by equitable school access, and the reproduction of inequality , indicated by the implementation of “school rules” directed at Black female learners whilst maintaining the status of the dominant (White) group of middle-class students. We conclude that analysis of the COC reveals an attempt at cultivating a particular White middle-class womanhood through the guise of “good schooling”.

In many European countries, integration policies focus on getting refugees quickly into the labour market. In order to accomplish this, refugees in Denmark are placed in work internships. Based on fieldwork in an integration programme that combines mandatory Danish language classes with so-called “language internships”, where refugees do work internships for the purpose of learning Danish at work, the present study takes a critical look at discourses and positionings related to refugee access to the Danish labour market. The study finds clear evidence of an employability discourse which emphasises individual responsibility for employment while downplaying structural factors. Paradoxically, the employability discourse positions the refugees on the one hand as unemployable because of their lack of Danish language competence and hence as marginalised and relatively powerless. On the other hand, in this same discourse, they are repeatedly positioned as agents responsible for creating their own opportunities, including employment opportunities, while the language internships are constructed as a means of gaining employment and being able to leave the unemployment system. By investigating acts of positioning by participants in the integration programme and comparing them with discourses on language, work and integration in Denmark, the study concludes that despite intentions about the internships leading to employment and thus empowerment, the language internships lead to decapitalisation and marginalisation for the refugee participants.

This contribution investigates the rationale and implementation of an employment policy that envisions the quick insertion of migrants in the labour market through short and intensive language learning. We present an ethnographic analysis of a short and intensive course of Dutch for migrant job seekers developed in the context of Flemish employment policy. Our data show that the policy is framed in a discourse of empowerment and efficiency, but in its implementation focuses strongly on surveillance, the punitive consequences of which are tacitly attenuated by the practitioners implementing it. The drive towards quick and efficient language learning could be seen to conflict with the unpredictable nature of language learning. A focus on short-term language learning and quick professionalisation trajectories moreover seems to push migrants into low-skilled, precarious employment and to have stratificational outcomes along gendered lines. While arguing for the need to raise awareness of the way gender intersects with issues of language learning and professional integration, this contribution also reflects on the limitations of language learning as a strategy for migrants’ empowerment and contends that an exclusive focus on language as the key to integration erases the structural factors that produce inequality on the labour market.

This paper explores the entanglement of language with issues such as discrimination and the reproduction of social hierarchies. It unpacks this interplay to show how the use and abuse of language serve as the main mechanism of inclusion, exclusion and limitation of migrants in the labour market, contributing to certain migrant groups and their descendants remaining in the bottom stratum of society. It investigates how language use can both empower and disqualify migrants, creating ethnic pools of work. This paper draws on interviews with a successful middle-aged Cape Verdean man, Pedrinhu, to illustrate this language impact. He came to Luxembourg at a young age and his sports skills helped him to be fast-tracked to acquire Luxembourgish citizenship. He talks about his migration trajectories, his sociolinguistic life and his job interactions with Cape Verdean workers at a private employment enterprise where he now holds a high position. He seeks “to empower” Cape Verdean migrants, challenging some of the institutionalised linguistic demands of the state employment agency he collaborates with; at the same time, he is aware of the reproduction of inequality and the ethnic stratification of his enterprise. The paper concludes by highlighting the ambivalences of multilingualism and empowerment interventions in accessing resources, such as work, in the condensed migration contexts of Luxembourg.

In my contribution, I will look at the interconnections between language, work, ethnicity and gender in the exemplary site of the Thai massage studio as part of a larger sociolinguistic ethnography in Vienna, Austria. I argue that Thai massage therapists are trying to establish an independent and professional self, while being continuously repositioned along gendered and racial stereotypes based on post-colonial ideas of the “exotic woman”. In other words, their work empowers them on the local labour market, but simultaneously threatens to reinstall clear social and ethnical hierarchies. In order to unpack this complex, I propose to discuss two theoretical concepts from a critical sociolinguistic perspective: the ethnic economy and the affect of desire , as they both inform an understanding of Thai massage as a particular localised global practice. I will first discuss ambivalent opportunities related to language competences in the ethnic economy, and then turn to examine how male clients come to ascribe “confused affect” to their experience with desire in the Thai massage. Finally, I will discuss the issue of researcher positionality in dealing with the potential reproduction of exoticisation through research.

This paper investigates the fluctuating value of Arabic when constructed as a linguistic resource for multilingual, “languaged” workers in a counselling centre for refugees in Austria and in an international humanitarian agency operating in ongoing conflicts in the Middle East. Drawing on a variety of ethnographic data (observations, interviews and documents), our analyses of the institutionalised division of labour and of workers’ narrative positioning show how workers in both organisations discursively construct this linguistic resource as being of ambivalent value in their positioning vis-à-vis their colleagues, for their careers and in work interactions. Stratifying and empowerment effects are interwoven in the varying and coexisting values of Arabic.

This paper investigates multilingualism as language and communication discourses and practices in a Copenhagen metro tunnel construction project. This project is characterized by transience: continual time-space changes of work organization and staff relations combined. In this scenario, a highly international and multilingual staff composition puts focus on language and communication. Based on interviews with managers and workers from one of the project’s contractors, as well as observations of daily work in the tunnels, the analysis demonstrates participants’ discursive constructions of language and communication , sometimes linking these concepts to work, sometimes to relationship-building. I argue that these constructions are closely interlinked with the workplace’s transient status and conditions, and draw out how they have empowering as well as exploitative implications for the workers.
