Der Text setzt sich mit der Frage auseinander, inwieweit die Ergebnisse von in Bibliotheken durchgeführten Leistungsmessungen zu Betriebsvergleichen zwischen Bibliotheken verwendet werden können. Diskutiert werden bisher durchgeführte Projekte von Betriebsvergleichen und verschiedene Kennzahlen- und Indikatorensammlungen sowie neuere Trends in den USA (Messung von outcomes, Entwicklung von Indikatoren zur Messung elektronischer Dienstleistungen) oder in der Bundesrepublik (Kritik am Konzept des Kunden). Anhand des konkreten Beispiels des Vergleichs zweier Öffentlicher Bibliothekssysteme in Berlin werden Möglichkeiten und Grenzen von Indikatorenvergleichen aufgezeigt. Da sich so gut wie alle Öffentlichen Bibliotheken zunehmend über Leistung gegenüber dem Träger, der Öffentlichkeit und dem Nutzer legitimieren müssen, werden Vorschläge gemacht, wie die Bibliotheken mit diesem Thema umgehen können. The study examines the question, if the results of performance measures in libraries can be used for comparisons of libraries. The author discusses recent projects of interlibrary-comparisons, different core sets of library performance indicators and new trends of measuring performance in the USA (measuring outcomes, developing indicators for library network statistics) and in Germany (stakeholder-concept). The comparative analysis between two systems of public libraries in Berlin tries to show the usefulness and the limits of interlibrary-comparisons. The fact is, that public libraries have to ensure their efficient and effective working to different instances. The paper presents therefore possibilities of handling benchmarking, comparisons or output and composite measures. L'étude traite la question combien les données obtenues par la mesure interne des prestations dans les bibliothèques répondent aux exigences de la comparaison d'exploitation entre les bibliothèques. L'auteur examinera en détail les projets déjà existants de la comparaison d'exploitation, les différentes collections d'indicateurs quantitatifs ou qualitatifs et les nouveaux tendances à constater aux État-Unis (la mesure d'outcomes, le développement des indicateurs pour mesurer la performance des services électroniques) ou en Allemagne (la remise en cause du concept dit de client). Les possibilités et les limites des comparaisons par indicateurs seront analysée de plus près à partir de l'exemple de deux ensembles de bibliothèques municipales à Berlin, composés chacun de bibliothèques de taille très divers. Puisqu'on puisse admettre que les responsables dans les municipalités, le public et la clientèle réclameront de plus en plus aux bibliothèques publiques de se justifier par leur prestation, l'étude n'oublie pas à faire des propositions comment les bibliothécaires responsables devraient répondre à cette demande.

Die Werbung von Drittmitteln wird für Bibliotheken immer wichtiger. Seit einiger Zeit steht Fundraising im Mittelpunkt des Interesses. Der Beitrag geht kurz auf Grundlagen des Fundraising ein und stellt einige Fundraising-Instrumente und ihr Potential für wissenschaftliche Bibliotheken dar. Der Schwerpunkt der Arbeit liegt auf der Analyse von Rahmenbedingungen, innerhalb derer wissenschaftliche Bibliotheken Fundraising betreiben. Fundraising wird definiert als die geplante, systematische und kontinuierliche Ressourcenbeschaffung (Geldmittel, Non-cash Assistance in Form von Sachmitteln, Zeit, Dienstleistungen) aus unterschiedlichen Quellen ohne Erbringen einer marktadäquaten Gegenleistung. Attracting additional funds becomes more and more important for libraries. For the past few years, the discussion has centered on fund-raising. This paper first presents some basics of fund-raising. Fund-raising methods and their use for academic libraries are discussed. The main part consists of an analysis of the circumstances academic libraries have to consider if they want to institute fund-raising. Fund-raising is defined as the planned, systematic and continual procurement of additional funds (in form of cash or non-cash assistance such as materials, time or services) from different sources without offering a corresponding payment or service. Le „fund-raising“ (la recherche de fonds supplémentaires) devient de plus en plus important pour les bibliothèques. Depuis un certain temps ce fund-raising se trouve au centre de l'intérêt. Après avoir brièvement évoqué les bases du fund-raising l'article en présente quelques instruments et leur potentiel pour les bibliothèques scientifiques. L'accent est mis sur l'analyse du cadre général dans lequel les bibliothèques scientifiques poursuivent le fundraising. Le fund-raising est défini comme la recherche projetée, systématique et continuelle de fonds supplémentaires (ressources en argent, l'assistance non-cash en forme de matériel, temps services) près de diverses sources et sans équivalent de marché.

Dieser Beitrag stellt ein Instrument der Unternehmensführung vor, das gleichzeitig der Marktforschung, dem Innovationsmanagement und der Zufriedenstellung von Kunden dient. Die nachfolgenden Ausführungen zeigen, in welcher Weise ein Kritikmanagement-System in die Marketingkonzeption einer Bibliothek eingebunden ist und welche Vorteile dadurch erzielt werden können. Ziele, Ablauf und die organisatorische Einordnung innerhalb der Bibliothek werden erläutert und anhand des Beispiels der Universitäts- und Landesbibliothek Düsseldorf werden Aspekte der praktischen Umsetzung verdeutlicht. This article presents a management tool that can simultaneously be used for market research, innovation management and customer satisfaction. The following report points out how a complaint-management-system is integrated into the marketing concept of a library and which kind of advantages result. Aims, procedure and organisational structure within the library are explained and aspects of practical implementation are clarified, using the Universitäts- und Landesbibliothek Düsseldorf as an example. Cet article propose un instrument de gestion utilisable pour exécuter les études de marché, pour moderniser les services publiques et pour satisfaire les usagers. II montre comment un système de gestion des sondages peut être introduit dans une bibliothèque et quels avantages en peuvent être tirés. A l'exemple de la bibliothèque universitaire et régionale à Düsseldorf l'auteur décrit les objectifs, le déroulement et l'organisation interne d'un tel système.

Dieser Beitrag stellt die Médiathèque intercommunale in Sélestat vor, die vor vier Jahren eröffnet wurde. Der Anfang der 80er Jahre einsetzende Wandel der nationalen Bibliothekspolitik Frankreichs hat das Gemeinschaftsprojekt von 12 Gemeinden im Département Bas-Rhin (Elsaß) begünstigt. Gebäude und Einrichtung bieten viele interessante Details und das Konzept hat die Bevölkerung von Sélestat, den umliegenden Gemeinden und Kantonen überzeugt. The paper describes the Médiathèque intercommunale in Sélestat, which was inaugurated four years ago. At the beginning of the eighties a change took place in the national library policy in France which favoured the joint venture of twelve communities in the département Bas-Rhin (Alsace). The architecture and the furniture reveal many interesting details and the libraries' concept has convinced the inhabitants of Sélestat, the surrounding villages and cantons. L'article décrit la Médiathèque intercommunale de Sélestat, dont l'inauguration a eu lieu il y a quatre ans. Au début des années 80 une nouvelle politique nationale concernant les bibliothèques a commencé qui a favorisée le projet de douze communes dans le département Bas-Rhin (Alsace). L'architecture et l'ameublement offrent beaucoup de détails intéressants. Les habitants de Sélestat, des villages et cantons à l'environs sont persuadés par la conception de la Médiathèque.

Während des vergangenen Jahrzehnts konnten sich die französischen Stadtbüchereien einer lebhaften Unterstützung erfreuen. Jedes Jahr wird eine größere Zahl neuer Büchereien eröffnet, aber in der bibliothekarischen Praxis sind doch manche Schwierigkeiten festzustellen. So werden z.B. die Büchersammlungen zu langsam aktualisiert, das Platzangebot ist unzureichend, die Öffnungszeiten nicht angemessen, und qualifiziertes Personal ist in zu geringem Umfang vertreten. Anhand von Statistiken, die das französische Erziehungsministerium publizierte, wird die aktuelle Entwicklung der kommunalen Bibliotheken Frankreichs für die Jahre 1994-1998 mit Bezug auf Erwerbungen, Ausleihen, Personal, Nutzflächen und Kosten aufgezeigt. In the last five years, French public libraries have enjoyed an increasing support from the city councils, but the present situation is not without drawbacks. While each year new libraries are founded, the renewal of collections is too slow, seating capacity is inadequate, opening hours are too short, and qualified personnel is not employed in sufficient numbers. The review of the French public library scene, based upon statistics supplied by the Ministry of Education, gives a detailed account of acquisitions, borrowings, personnel, buildings and expenses for the years 1994-1998. Pendant les derniers cinq ans, les bibliothèques municipales de France ont pu noter un soutien continuel. Chaque année de nouvelles bibliothèques sont fondées, mais leurs moyens sont trop limités pour assurer un renouvellement des collections, un nombre suffisant de places assises, des heures d'ouverture convenables ou l'emploi de personnel qualifié. Basé sur les statistiques publiées par le Ministère de l'Education Nationale pour la période 1994-1998, cet article présente quelques details de la scène bibliothécaire communale en France en ce qui concerne les acquisitions, les prêts, le personnel, les locaux et le budget.

Öffentliche Bibliotheken sind attraktive Medienhäuser, die Menschen mit unterschiedlichster Intention und psychosozialer Kultur anziehen. Insbesondere in Ballungszentren und/oder in Problemregionen können heikle Situationen auftreten, die von Randalieren über Drogenhandel bis hin zu physischer Gewalt reichen können. Es werden einige Anstöße gegeben, die zur weiteren Beschäftigung mit der Problematik anregen sollen. Public Libraries are attractive media-houses which attract people with different intentions and pyscho-social culture. Especially in centres of population and/or regions of problems, delicate situations may occure which reach from hooliganism via drug dealing to physical violence against other people. This paper wants to outline this topic by initiating problems for further discussions. Les bibliothèques publiques sont des maisons de média attractives qui attrayent des gens d'intentions différentes et de cultures psycho-sociales diverses. Particulièrement dans les grandes agglomérations ou des régions problématiques peuvent surgir des situations difficiles qui peuvent aller des bagarres au commerce de stupéfiants et la violence physique. On présente quelques idées qui peuvent stimuler la réflexion sur la question.
