Seventeen From social mix to political marginalisation? The redevelopment of Toronto’s public housing and the dilution of tenant organisational power

Abstract
Focusing on the current redevelopment schemes underway in Toronto, this chapter explores what socially mixed public-housing redevelopment might mean for tenant participation, organisational structure, and political capital. It draws on interviews with representatives of various tenant-serving organisations, members of the Toronto Community Housing Corporation (TCHC), local civil society groups, and other key stakeholders, as well as participant observation. The use of an empirical case study such as this suggests ways that the imposition of social mix affects real people on the ground. As the chapter demonstrates, social-housing redevelopment as carried out in Toronto portends the dilution of tenants’ organisational power and the marginalisation of their political voice, rather than their empowerment.
