2 Public policies in complex societies: Argentina, a case of a cyclical society

Abstract

This chapter proposes as a general objective to show an analytical device to analyze public policies in complex societies such as those of Latin America. Specifically, we propose a style and method for analyzing public policies that refer to four aspects.

This method integrates policies within broader processes of change, framed, first, by a theory of the State Area and Public Policies of FLACSO Argentina, and, second, on models of the state–society relationship that integrates recent changes of governments, of development models. Third, this style of analysis and methodology prioritizes the capacity of the agency of the actors over the institutional. This approach focuses on power and conflict in the distribution of resources and public goods involved in all aspects of the public policies. Our society is complex and cyclical, due to the conflict between two coalitions of power and political traditions: the neoliberal and the national-popular. Both projects hold a promise of sustainability.

Fourth, and finally, we use three levels of understanding of the public arena: the global dimension; the national dimension; and the local dimension, which identifies endogenous aspects of public policies such as processes and the interaction of civil society actors with public bureaucracies.
