Abstract
In Chapter Four, on UK taxation, David Byrne and Sally Ruane switch the focus towards paying for welfare. They argue that it is increasingly important, against the backdrop of economic crisis, rising inequality and austerity, to focus on how we pay for welfare services, and what impact that has on citizens. They map out the different forms of taxation in the UK and their different effects on various groups, most notably the redistribution of the tax burden away from the most wealthy and private corporations towards lower-income groups. What is needed, they argue, is comprehensive reform of the tax system. This, they illustrate, is as important to welfare outcomes as are the services to which much social policy analysis is directed.
