Am 7. März 1965 fasste Bundeskanzler Erhard den Entschluss, Israel die Aufnahme diplomatischer Beziehungen anzubieten und die Wirtschaftshilfe an Ägypten einzustellen. Aus erstmals zugänglichen Geheimdokumenten erschließt sich in den vorliegenden drei Bänden der „Akten zur Auswärtigen Politik der Bundesrepublik Deutschland“ ein fesselndes Bild jener Ereignisse, die in der Vereinbarung vom 12. Mai über den Austausch von Botschaftern zwischen der Bundesrepublik und Israel und dem daraufhin erfolgten Abbruch diplomatischer Beziehungen zu Bonn durch die Mehrzahl der arabischen Staaten gipfelten. Die Bundesrepublik geriet 1965 auch in Afrika in die Defensive: Die Errichtung eines Generalkonsulats der DDR in Tansania zeigte, wie brüchig die „Hallstein-Doktrin“ wurde. Die Bundesregierung konnte zudem nicht verhindern, dass das Projekt einer NATO-Atomstreitmacht, das ihr eine Mitsprache bei der nuklearen Verteidigung Europas sichern sollte, in den Hintergrund gedrängt wurde. Zudem distanzierte sich Frankreich zunehmend von der NATO-Militärorganisation. Damit warf eine weitere Krise ihre Schatten voraus, die das westliche Bündnis in den folgenden Jahren belasten sollte.
