Abstract
Auf Basis einer Auswertung des Panels Arbeitsmarkt und Soziale Sicherung (PASS) gehen wir der Frage nach, wer die dauerhaft vom Arbeitsmarkt ausgeschlossenen Personen sind, und prüfen mit Hilfe einer binären logistischen Regression den Einfluss verschiedener Vermittlungshemmnisse. An diesen Personenkreis richten sich Maßnahmen der geförderten Beschäftigung. Auf Basis einer qualitativen Untersuchung identifizieren wir drei Dimensionen subjektiver Wahrnehmungen von Teilnehmern an Arbeitsgelegenheiten, die zum Verständnis der geförderten Beschäftigung dauerhaft vom Arbeitsmarkt ausgeschlossener Personen beitragen.
Abstract
Using data from the Panel Study Labour Market and Social Security (PASS), we aim at defining the permanently excluded from the labour market. We do this by testing the effects a variety of personal obstacles, such as age or being a single parent, have on job placement via a binar y logistic regression. The active labour market policy addresses the permanently excluded with different programmes of subsidized employment. We focus the analysis on the so called “One-Euro-Jobs”. On the basis of a qualitative study we identify three dimensions of subjective perceptions that contribute to the understanding of the subsidized employment aimed at the permanently excluded from the labour market.
