Efficiency of emergency exercises

Abstract
In order to cope with accidents beyond the design basis within German nuclear power plants which possibly lead to relevant radiological consequences, the utilities as well as the competent authorities exist emergency organisations. The efficiency, capacity for teamwork and preparedness of such organisations should be tested by regular, efficient exercise activities. Such activities can suitably be based on scenarios which provide challenging tasks for all units of the respective emergency organisation. Thus, the demonstration and further development of the efficiency of the respective organisational structures, including their ability to collaborate, is promoted.
Kurzfassung
Für die Bewältigung von auslegungsüberschreitenden Ereignissen in deutschen Kernkraftwerken mit ggf. radiologisch relevanten Folgen für die Umgebung existieren sowohl bei Betreibern als auch bei den zuständigen Behörden Krisenorganisationen. Die Wirksamkeit, die Teamfähigkeit und die Bereitschaft dieser Strukturen soll im Rahmen von regelmäßigen effizienten Übungsmaßnahmen unter Beweis gestellt und fortwährend verbessert werden. Eine Grundlage für solche Übungsmaßnahmen bilden u.a. Szenarien, die für alle Krisenstabseinheiten anspruchsvolle Aufgaben vorsehen und somit die Möglichkeit bieten, die Effizienz der bestehenden Organisationsstrukturen – auch bei ihrem Zusammenwirken – unter Beweis zu stellen und weiter zu entwickeln.
