In national policymaking speakers commonly refer to models and policies adopted elsewhere as a means to justify a bill. However, empirical analysis of parliamentary talk in eight national parliaments (Argentina, Canada, Chile, Finland, Mexico, Russia, Spain and the USA) reported in this article showed an interesting relationship between two types of justifications: of the eight countries compared, the ones that rank lowest in references to the international community as means to justify or criticize domestic legislation rank highest in the frequency with which national self-image is evoked. Yet these two types of justification exist in the same debates, because the occurrence of both of these discourses correlates with debate length. The variation is due to differences between political cultures: in countries like Argentina and the USA, where national self-image is employed most frequently, speakers have at their disposal stories that bolster beliefs about the country’s uniqueness. In contrast, in the parliaments of Canada and Finland, where references to national self-image are most infrequent, references to the country’s history are rare, and talk about national self-image is entwined with international references.

This article investigates interwar internationalism from the perspective of the highest personnel of the first large-scale international administration, the League of Nations Secretariat. It applies a prosopographical approach in order to map out the development of the composition of the group of the section directors of the Secretariat over time in terms of its social and cultural characteristics and career trajectories. The analysis of gender, age, nationality, as well as educational and professional backgrounds and careers after their service for the League’s Secretariat gives insight on how this group changed over time and what it tells us about interwar internationalism. I have three key findings to offer in this article: First, the Secretariat was far from being a static organization. On the contrary, the Secretariat’s directors developed in three generations each with distinct characteristics. Second, my analysis demonstrates a clear trend towards professionalization and growing maturity of the administration over time. Third, the careers of the directors show a clear pattern of continuity across the Second World War and beyond. Even though the careers continued in different organizational contexts, the majority of the directors remained closely connected to the world of internationalism of the League, the UN world and its surrounding organizations. On a methodological level, the article offers an example of how prosopographical analysis can be used to study international organizations.

The following article relates to the exhibition, “Global Control and Censorship,” curated by Bernhard Serexhe and Livia Nolasco-Rozas, which was shown, from October 2015 until July 2016, at the ZKM | Center for Art and Media Karlsruhe (DE) and continued in 2017-18 as a traveling exhibition through seven Eastern-European countries, Tallinn (EST), Zilina (SK), Bialystok (PL), Vilnius (LT), Prag (CZ), Riga (LV), and Debrecen (H). Due to the urgency of its theme this exhibition attracted considerable audience and received international media coverage. The inserted images by photographer Anatole Serexhe document a selection out of more than 80 artworks shown in this exhibition.
