Eine Darstellung interdisziplinärer Forschungsergebnisse zu innerbetrieblichen Public Relations und ihrer Anwendbarkeit auf Bibliotheken Öffentlichkeitsarbeit nach innen ist ein wichtiger Bestandteil des Leitungshandelns jeder Organisation. Obwohl bereits 1988 bei einem Kolloquium der DBI-Kommission für Öffentlichkeitsarbeit festgestellt wurde, daß viele Bibliotheksmitarbeiter, unabhängig vom Bibliothekstyp, in dem sie arbeiten, mit dem Informationsstand und der Informationspolitik in ihrem Betrieb unzufrieden sind, wird interne Öffentlichkeitsarbeit in Bibliotheken kaum praktiziert. Dieses Phänomen resultiert sicherlich auch daraus, daß Bibliothekaren in Leitungsfunktionen die theoretischen Grundlagen fehlen. Die vorliegende Arbeit möchte dazu beitragen, diese Unkenntnis methodischer Instrumente abzubauen. Die Arbeit widmet sich besonders - nützlichen Konzeptionsschritten, - wichtigen Grundsätzen, - möglichen Aufgabenfeldern sowie - den Kommunikationsmitteln der internen PR-Arbeit. Das letzte Kapitel bietet den Entwurf einer Kampagne der Öffentlichkeitsarbeit nach innen für ein fiktives großstädtisches Bibliothekssystem. Internal public relations. A description of interdisciplinary research results and their application to libraries. Internal public relations are an important element for the senior management of any organisation. Although as early as 1988 many library employees expressed their discontent about the information provided by and the information policies in their organizations at a colloquium of the DBI (German Libraries Institute) commission for PR, independent of the type of library they are employed in, internal public relations are hardly carried out in practice at all. This phenomenon certainly also results from the fact that librarians in senior management lack theoretical knowledge. The paper in hand wants to contribute towards increasing knowledge of methodological instruments. The paper is mainly concerned with - practical conception steps, - elementary principles, - possible fields of realization as well as - the means of communication of internal PR-activities. The last chapter presents the draft of an internal PR campaign for a fictional metropolitan library system. Relations publiques à usage interne. Une présentation de resultats de recherches interdisciplinaires et leur application dans les bibliothèques. Les relations publiques, appliquées à l’intérieur de toute organisation, constituent une composante importante de sa gestion. En 1988, lors du colloque de la commission du DBI pour les relations publiques, on avait dejà constaté que beaucoup d’employés de bibliothèque, quel que soit le type de leur établissement, se déclarent non satisfaits du niveau et de la politique d’information qui y existent. Malgré cela, les relations publiques internes ne sont encore qu’à peine pratiquées dans les bibliothèques. Ce phénomène résulte assurément aussi du fait que les bases théoriques font défaut à certains bibliothécaires qui occupent des fonctions de direction. Le travail présenté ici souhaite contribuer à réduire cette méconnaissance des instruments et des méthodes. Il se consacre particulièrement: - à des étapes utiles de conception; - à des principes importants; - à des champs d’action possibles, et - aux outils de communication des RP internes. Le dernier chapitre propose le plan d’une campagne de relations publiques internes, destiné à un système fictif de bibliothèques de grande ville.

Konzepte und ihre Realisierung an ausgewählten Beispielen Frauenarchive und -bibliotheken sind Selbsthilfeprojekte der Neuen Frauenbewegung. Sie sammeln, erschließen und vermitteln Frauenliteratur, die in traditionellen Bibliotheken vernachlässigt wird. Die Konzeption der Frauenarchive entspricht den Prinzipien feministischer Bildungsarbeit und unterscheidet sich grundlegend vom Konzept Öffentlicher Bibliotheken. Die Ziele und Arbeitsschwerpunkte, sowie die Rahmenbedingungen feministischer Literatursammlungen in der Bundesrepublik Deutschland werden in der Arbeit dargestellt und durch Beispiele illustriert. Damit soll ein Beitrag geleistet werden, das Informationsdefizit über die Frauenbibliotheken auszugleichen German women’s libraries and archives. Concepts and realizations The german women’s libraries and archives are self help projects of the so called „new women’s movement“. They collect, classify, and redistribute women’s literature, which is neglected by traditional libraries. The conception of women’s archives corresponds with the ideas of a feminist education program and is completely different from the public libraries’ conception. The thesis shows the aims and purposes of feminist archives and libraries, as well as the circumstances of their existance. The description is illustrated by various examples. I would like to give an insight in the work of these organisations and make them more popular among librarians. Archives et bibliothèques féminines en Allemagne. Concepts et réalisations Les archives et bibliothèques féminines sont des projets du „mouvement femmes nouvelles“ réalisés par des efforts personnels. Elles collectionnent, classifient et redistribuent la littérature féminine, qui est très souvent négligée par les bibliothèques traditionnelles. La conception des archives féminines correspont aux idées d’un programme d’éducation féminine et différencie entièrement de la conception d’une bibliothèque publique. L’article présente les buts, les accents et les conditions d’existences de collections de livres féminines en République fédérale d’Allemagne.

Im November 1945 wurden die ersten zentralen Leihbibliotheken für die auf dem Lande lebende Bevölkerung in den französischen Départements eingerichtet. Seit 1982 ist landesweit eine flächendeckende Versorgung aller Gemeinden mit weniger als 10 000 Einwohnern sichergestellt. Heute betreuen die 92 Bibliotheksnetze mehr als 35 000 Gemeinden und bieten rund 50 Prozent der französischen Bevölkerung einen Zugang zur Literatur. Rural library service in France, 1945-1995 In November 1945, the council of ministers created the first lending libraries for the rural population of France. Established in all French counties since 1982, the service is now responsible for all communities with less than 10 000 inhabitants. Reaching more than 35 000 villages today, the 92 library networks are servicing almost 50 percent of the French population. Mit der „Deutschen Frankreich-Bibliothek“ hat das Deutsch-Französische Institut in Ludwigsburg ein modernes Dokumentationszentrum geschaffen, das vielfältige Informationsangebote über das heutige Frankreich bereithält. Ihre Spezialisierung auf gesellschaftliche, wirtschaftliche und politische Fragestellungen sowie die deutsch-französischen Beziehungen macht sie in besonderem Maße geeignet, das Verständnis für das Funktionieren der gesellschaftlichen Prozesse Frankreichs mit Blick auf die gegenwärtigen europäischen Einigungsprobleme zu fördern. Die Frankreich- Bibliothek will eine Arbeitsstätte der deutschen Frankreichforschung sein, aber auch all denen die erforderlichen Informationen zur Verfügung stellen, die in der Politik und der Wirtschaft, in der Verwaltung, dem Bildungswesen und in den Medien in ihrer grenzüberschreitenden, beruflichen Tätigkeit europäische Wirklichkeit schaffen. Information and documentation between study for research and political practice The „Deutsche Frankreich-Bibliothek“, under the umbrella of the Deutsch-Französisches Institut in Ludwigsburg, is a modern documentation centre, providing a broad range of information on contemporary France. Concentration on the social, economic and political aspects of this field, as well as Franco-German relations, make the Frankreich-Bibliothek especially suited to promoting the understanding of French society in the context of the current process of European unification. The Frankreich-Bibliothek aims to be a place of study for research on France in Germany, while at the same time providing information to all those in politics, business, administration, education and the media who are, in their field of work, contributing to European unity. Information et documentation entre recherche et pratique politique La nouvelle „Deutsche Frankreich-Bibliothek“ de l’Institut Franco-Allemand de Ludwigsburg est un centre de documentation moderne qui réunit toute sorte de sources d’information sur la France contemporaine. Spécialisée dans le domaine social, économique et politique ainsi que dans celui des relations franco-allemandes, elle a pour objectif de développer la compréhension de la société française dans la perspective de l’unité européenne. Elle se conçoit avant tout comme un lieu de travail pour la recherche allemande sur la France, mais s’adresse aussi à tous ceux qui, à travers leur activité professionnelle dans le monde politique et économique, l’administration, le système éducatif et les médias, contribuent quotidiennement à la réalité de l’Europe.
