Abstract

This chapter talks about the most significant changes in welfare policy and programmes at the local, state, and federal level that have occurred over the first five years. The first section sheds some light on the key changes in federal welfare policy that resulted from the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). The second section describes the range of policies that states have established under the law, while the third section takes a look at the implementation of welfare reform at the local level. The fourth and final section summarises the research on the effects of welfare reform on families and children.
