Certification of Condition Monitoring Personnel and how it Relates to NDT

Abstract

With the development of ISO 18436 for the training and certification of condition monitoring (CM) personnel, a new level of harmonisation exists between the various CM methods. Methods being covered include vibration analysis (VA), acoustic emission (AE), lubrication management (LM) and infrared thermography (IRT). AE and IRT are methods also specified in some NDT standards such as EN 473 and ISO 9712. With the acceptance of ISO 18436 the world is now experiencing ‘growth pains’ and a confused direction for some trainers and certifying bodies wishing to train candidates and issue certificates of competence to ISO 18436. This paper discusses some of the problems being experienced by certifying bodies and trainers in CM as they struggle to implement ISO 18436. The British Institute of NDT (BINDT) has been in the forefront of development and implementation of qualification and certification systems aimed at conformance to ISO 18436 since 2002. As a result a fully developed certification scheme covering all four CM methods at three levels of competence is now completed and available to industry. This paper offers some insights into the problems that BINDT has overcome — and which others are about to face.

Kurzfassung

Mit der Entwicklung der Norm ISO 18436 zur Ausbildung und Zertifizierung von Personal für die Prozessüberwachung wurde ein neuer Schritt zur Harmonisierung der unterschiedlichen Methoden zur Prozessüberwachung getan. Dabei werden Techniken, wie die Schwingungsanalyse, die Schallemissionsanalyse und die Thermographie berücksichtigt. Die beiden letzten Methoden sind auch in einigen ZfP-Standards beschrieben, beispielsweise in EN 473 und ISO 9712. Mit der Einführung von ISO 18436 entstanden einige Irritationen sowohl bei Ausbildern als auch bei Zertifizierstellen bei der Umsetzung der Norm. In diesem Beitrag werden einige der aufgetretenen Schwierigkeiten bei der Anwendung von ISO 18436 diskutiert. Das British Institute of NDT (BINDT) gehört seit 2002 zu den Ersten, die Ausbildungs- und Zertifizierungssysteme gemäß ISO18436 entwickelt und eingeführt haben. Als Ergebnis dessen liegt nun ein vollständiges Zertifizierungssystem vor, das alle vier Methoden zur Prozessüberwachung in den Stufen 1–3 umfasst. Dieser Artikel gibt einen Überblick über die dabei aufgetretenen Schwierigkeiten sowie deren Lösungen, mit denen sich sicher auch andere Organisationen auseinandersetzen werden müssen. Die Resultate wurden auf der ECNDT 2006 in Berlin vorgestellt.


Stephen Roe has a doctorate in Chemistry and Electron Physics [Australia-1985] with a post doctoral fellowship in crystallography and is a Chartered Chemist. His post-doctoral career over the past 20 years has spanned a variety of industries within the materials, chemical and biotechnological sciences. He has applied his competence and skills as a Senior Research Scientist, Project Manager and Senior Analyst, in industrial, commercial and government environments, with considerable experience as a Quality Assurance Manager. Areas of past research and development include high temperature superconductors, IR and NMR spectroscopy, chemical weapons, plastics, submarine technology and biotechnology. Areas of current interest include condition monitoring and NDT technologies. He is currently the Condition Monitoring Certification Manager and CSD Deputy Manager at the British Institute of NDT (BINDT) in the UK, and Project Manager for the creation of a new Materials Testing certification scheme and Marine Machinery CM Specialist certification scheme. He is also an active member of many ISO/TC 108 technical committees and BSI GME/21 technical committees for condition monitoring and vibration and shock.
