Dialectics of the Global

Ever since the 1990s, "globalization" has been a dominant idea and, indeed, ideology. The metanarratives of Cold War victory by the West, the expansion of the market economy, and the boost in productivity through internationalization, digitalization, and the increasing dominance of the finance industry became associated with the promise of a global trickle-down effect that would lead to greater prosperity for ever more people worldwide. Any criticism of this viewpoint was countered with the argument that there was no alternative; globalization was too powerful and thus irreversible. Today, the ideology of "globalization" meets with growing scepticism. An era of exaggerated optimism for global integration has been replaced by an era of doubt and a quest for a return to particularistic sovereignty. However, processes of global integration have not dissipated and the rejection of "globalization" as ideology has not diminished the need to make sense both of the actually existing high level of interdependence and the ideology that gave meaning and justification to it.

The following three dialectics of the global are in the focus of this series:

Multiplicity and Co-Presence: "Globalization" is neither a natural occurrence nor a singular process; on the contrary, there are competing projects of globalization, which must be explained in their own right and compared in order to examine their layering and their interactive composition.

Integration and Fragmentation: Global processes result in de- as well as reterritorialization. They go hand in hand with the dissolution of boundaries, while also producing a respatialization of the world.

Universalism and Particularism: Globalization projects are justified and legitimized through universal claims of validity; however, at the same time they reflect the worldview and/or interest of particular actors.

Dialectics of the Global presents results from interdisciplinary research undertaken at the Center for Global and Area Studies at Leipzig University and in the framework of its manifold institutional partnerships. The series is edited by Matthias Middell, professor of cultural history at Leipzig University.

In the long and protracted process of decolonization in sub-Saharan Africa (1957–1994), three key moments in the transitions from colonial/white-ruled states to independent majority-ruled states can be identified: 1957–1965, 1974–1980, and 1988–1994. These transitional phases of decolonization in sub-Saharan Africa – the beginnings of the process, a crucial turning-point in that process, and its endings – are worthy of reappraisal and invite comparisons of various kinds. The existing literature does not consider the roles of communist actors in these transitions from a comparative perspective. This is the main focus of this volume, which will be an essential work for scholars of African decolonization and will interest anyone concerned with the history of communism and the external activities of the countries of the Soviet bloc and other communist actors.

By the end of the nineteenth century, terms like "white slavery", "la traite des blanches" and "Mädchenhandel" had become linguistic equivalents to describe the (coerced) transnational migration of women and their subsequent sale of sex. This book explores the historical roots of this Eurocentric conceptualization, which since its development has fed into contemporary twenty-first-century understandings of "human trafficking, especially in women and children". In unpacking these origins, the books explores how populist narratives became entangled with state and organisational practices of categorising subalterns on the move. Contributing to the historiography, "white slavery" is shown to have been not only a component of a shifting legal dogma on mobility control and international police cooperation but also a political concern of women’s rights and moral reformist movements. Contrary to the sensationalized claims of the times, "white slavery" was not a phenomenon reflecting such exaggerations but rather was part of the historical development of state mechanisms to define the voluntary and coerced migration based on race and gender-based desirability.

Pan-Africanism has been a global project aiming to unite people of African descent since the late nineteenth century. Notions of Black and African arts and aesthetics have functioned as a bridge and brought positive identification across national, ethnic, or class divides even when rifts have appeared unbridgeable. They were able to mediate Africanity positively, both prior to and during the struggle for liberation and at times when the dream of a unified African nation died. This study explores central aspects, proponents, and opponents of Pan-African aesthetics and shows that conceptualizations of Black, African, and Afrocentric aesthetics form a kaleidoscope that is constantly changing. Based on historical sources, in-depth reading and qualitative interviews, the study illustrates what happened to the discussions in the postcolonial era. The story unfolds along the life paths and approaches of four intellectuals from Anglophone and Francophone Africa. Their framings can tell us more about the underlying themes, contestations, and contradictions of emancipatory projects in the mid-twentieth century and show us that the study of Pan-Africanism is not yet exhausted; neither is the history of the idea and the movement.

The presence of Africans in the German Democratic Republic is very rarely thought of in connection with the experience of exile. Instead, Africans in the GDR are predominantly viewed through the prism of educational and labor migration. While such research has undoubtedly produced valuable insights, it often fails to adequately account for the implicit Eurocentrism, methodological nationalism, and anti-communist bias inherent in Western knowledge production. This study offers a different approach. Through biographical portrayal, it unfolds the life stories of African freedom fighters who lived in exile in the GDR and, ultimately, remained in reunified Germany, with the main case study being a Malawian activist who was expelled from East to West Berlin. Recounting his experiences along with those of some South African exiles, chief among them a former medical worker for the ANC’s armed wing, the study ethnographically reconstructs the multiple entanglements between the “Second” and “Third” worlds from the vantage point of the politically displaced within the concrete historical contexts of African decolonization, the struggle against the Malawian Banda dictatorship, and the struggle against South African apartheid.

In the early twentieth century, Chinese intellectuals came to realize that Westerners surpassed them not only in knowledge of the world, but also in knowledge of China itself. A rising generation of Chinese scientists, engineers, and administrators was eager to address this state of affairs and began to retrace the footsteps of Western explorers who had crisscrossed China during the preceding century. The nine case studies assembled in this book show how a new cohort of professional Chinese explorers traveled, studied, appropriated, and reshaped national space from the 1920s to the 1950s. In some instances, the explorers drew directly from the fieldwork practices of their Western predecessors. In others, they trained compilers to collect and systematize local knowledge that could be passed up the administrative hierarchy to government and national institutions.

Their projects helped to claim natural resources, prepare for infrastructural development, and create new institutionalized knowledge and public engagement with textual representations of China’s geobody. This book elucidates the ways in which knowledge production in early twentieth-century China centered on space and contributed to China’s transformation into a modern nation-state.

Infrastructures are fundamental means through which societies create spaces, but little is known about the precise ways in which this occurs. How have infrastructures animated certain understandings of space? How do infrastructures stabilize, or undermine, the spatial formats in which we live, which shape our everyday practices and which regulate access to services and resources? And, conversely, how do spaces frame the ways infrastructural provision is organized? How do existing spaces shape infrastructural development and the scope and forms of access to vital services such as transport and water? In this volume, historians and sociologists draw on a range of fascinating case studies and provide compelling answers to these questions. Exploring, among others, the provision of irrigation water in nineteenth-century Los Angeles, the invention of airport transit zones, and the infrastructural practices of homeless people in Berlin, the book demonstrates how the making of spaces through infrastructure is deeply political. Intent on revealing uneven geographies of provision and hierarchies of access, the contributors highlight how infrastructures are products of global entanglements.

It is now widely recognised that a Cold War perspective falls short in unfolding the complex geographies of connections and the multipolarity of actions and transactions that were shaped through the movement of individuals and ideas from Africa to the "East" and from the "East" to Africa in the decades in which African countries moved to independence. Adopting an interdisciplinary, transregional perspective, this volume casts new light on aspects of the role of Eastern Europe and the Soviet Union in the decolonisation of Africa. Taking further themes explored in a collection of essays published by the editors in 2019, the twelve case studies by authors from South Africa, Czech Republic, Portugal, Russia, Hungary, Italy, Canada, Serbia, and Germany draw on new sources to explore the history of the ties that existed between African liberation movements and the socialist bloc, some of which continue to influence relationships today. Chapters contribute to three relevant main themes that resonate in a number of scholarly fields of inquiry, ranging from Global Studies, Transregional Studies, Cold War Studies, (Global) History to African Studies, Eastern European, Russian and Slavic Studies: Reconsiderations, Resources, and Reverberations. Drawing upon newly opened archives and combining transregional perspectives with sources in different languages, chapters explicitly point out the shortcomings of past research and debates in the respective field. They highlight new avenues which have been developing and which need to be further developed (Reconsiderations). Selected case studies address the resources of those being active and involved in decolonisation processes, be it in East, North, West and South. They reveal: Which resources (both material and intellectual) are the actors drawing upon? On the other hand: From which resources are individuals on one side or the other reciprocally or intermittently (intentionally) kept away? (Resources). Finally, the third theme puts an emphasis on the historicity of the processes depicted. Studies point to the gaps and dead ends of international support, the paths that peter out, but also to repercussions and reverberations up until today. (Reverberations) Taken these three themes together, the individual chapters contribute to the overall question of: Which general historical narratives about the second half of the 20th century are changing based on these new research findings?

Identifying the antebellum era in the United States as a transitional setting, Imagining Southern Spaces´investigates spatialization processes about the South during a time when intensifying debates over the abolition of slavery led to a heightened period of (re)spatialization in the region. Taking the question of abolition as a major factor that shaped how different actors responded to these processes, this book studies spatial imaginations in a selection of abolitionist and proslavery literature of the era. Through this diversity of imaginations, the book points to a multitude of Souths in various economic, political, and cultural entanglements in the American Hemisphere and the Circumatlantic. Thus, it challenges monolithic and provincial representations of the South as a provincial region distinct from the rest of the country.

Western expansion in North America has mainly been described as either a linear sequence energized by nineteenth-century nation-building processes at a moving frontier, or as the practice of settler colonialism and its exploitation of resources and displacement of nonwhite peoples. This book suggests that shifting the focus from this binary pattern towards spatial imaginations and spatialization processes—a new theoretical framework developed at SFB 1199—provides novel insights into the placemaking dynamics of the American West. It brings to light a discursive diversity that often contradicts unidirectional interpretive patterns. It becomes clear that while some discourses solidified into spatial metanarratives like the character-shaping clash of civilizations at the frontier or manifest destiny, alternative spatial imaginations exist juxtaposed to or obfuscated by canonical interpretations. Making use of a variety of sources (including works of literature, poetry, newspapers, paintings, and speeches) to access spatialization processes on several sociocultural scales, the book presents a careful exploration of the parameters that inform(ed) the creation, affirmation, and subversion of spatial imagination of the American West throughout the nineteenth century from the perspective of American Studies.

The global expansion of European colonization is commonly perceived as lawful according to the valid European colonial law of the time. This book is substantially challenging this belief by uncovering its legal justifications based on discovery and terra nullius as retrospectively created legal fictions and demonstrating it´s untenability in practice. Focused on the critical reconstruction of Spanish and Dutch colonization practices in northeastern South America, Trinidad and Tobago between 1498 and 1817, the book offers an illuminating view on the European shadow of the colonial past in the Americas. Based on the application of an innovative comparative spatio-legal Global History approach to 1,770 excavated European colonial written sources from archives of both sides of the Atlantic in comparison to the colonial legal provisions of Europe´s most influential legal writers, the book, moreover, provides a substantial argument to the contemporary Caribbean-European reparation debate in favor of the return of Indigenous Peoples´ historical territories. Therefore, the book calls for the extension of the traditional territory approach to reparations of the United Nations Declaration of the Rights of Indigenous Peoples (UNDRIPs) and the Inter-American Court of Human Rights (IACHR).

Spaces of Responsibility explores the role of ethics in (re)ordering extractive relations under the global condition. Through an empirical investigation of actors, places, and ideas in and around Burkina Faso’s industrial gold mining sector, this volume carries out an anti-essentialist yet critical examination, offering new insights into global mining capitalism. Corporate concession-making practices, the implementation of (national) mining legislation, and civil society interventions in mining areas all contribute in different ways to the dialectics of the global. Accordingly, the ongoing territorialization of mining investment often has considerable impacts on the well-being of populations in the Global South. At the same time, multinational corporations today cannot completely distance or isolate themselves from the political, economic, and social contexts they are interacting in and with. Drawing on theoretical debates about the links between resource extraction and socio-economic development, multi-scalar negotiations of ethics in mining governance are ethnographically retraced. In terms of gains and benefits, these negotiations manifest themselves spatially, providing access for some actors while excluding others.

Transregional connections play a fundamental role in the history of East-Central Europe. This volume explores this connectivity by showing how people from eastern and central parts of Europe have positioned themselves within global processes while, in turn, also shaping them. The contributions examine different fields of action such as economy, arts, international regulations and law, development aid, and migration, focusing on the period between the middle of the nineteenth century and the end of the Cold War. The authors uncover spaces of interaction and emphasize that internal and external entanglements have established East-Central Europe as a distinct region. Understanding the connectedness of this subregion is stimulating for the historiography of East-Central Europe as it is for the field of global history.

This volume, bringing together work by scholars from Europe, East Asia, North America, and West Africa, investigates transnational religious spaces in a comparative manner by juxtaposing East Asian and African examples. It highlights flows of ideas, actors, and organizations out of, into, or within a given continental space. These flows are patterned mainly by colonialism or migration. The book also examines cases where the transnational space in question encompasses both East Asia and Africa, notably in the development of Japanese new religions in Africa. Most of the studies are located in the present; a few go back to the late nineteenth century. The volume is rounded off by Thomas Tweed’s systematic reflections on categories for the study of transnationalism; his chapter "Flows and Dams" critically weighs the metaphorical language we use to think, speak, and write about transnational religious spaces.

As essential components of globalization, the study of practices and processes of space formation promotes a nuanced understanding of globalization. How do people create spaces for social action under the global condition, especially since the nineteenth century, when global interconnectedness increased rapidly? We explore the problem through specific case studies. Anthropologists, historians, geographers, sociologists, global studies scholars, and cultural studies scholars examine the agency of, e.g., members and staff of African regional organizations, Indian migrant workers, female GDR activists, Soviet planning experts, or US novelists. By studying elites as well as middle-class and micro-entrepreneurs – i.e. more and less influential actors – we encourage reflection on the relationship between power and space and examine how spatial entrepreneurs attempt to influence the shaping of space and their spatial literacy. The analysis aims at a better understanding of the different globalization projects, their crisis-like clashes, and the resulting conflictual development of spatial orders.

This volume adds to the plurality of global histories by locating the global through its articulation and manifestation within particular localities. It accomplishes this by bringing together interlinked case-studies that analyse various temporal and spatial dimensions of the global in the local and the interactions between the local and the global. The case-studies apply a spatial approach to analyse how global questions of space, movement, networks, borders, and territory are worked out at a local level. The material draws on the Nordic countries, Europe, the Atlantic world, Africa, and Australia and ranges from the seventeenth to the twentieth century. It is further divided into sections that address topics such as the translocality of humans and goods, local articulations of identities and globalities, parliamentarism and anti-colonialism, the organization of knowledge and the construction of spaces of representation and memory.

The French Revolution has primarily been understood as a national event that also had a lasting impact in Europe and in the Atlantic world. Recently, historiography has increasingly emphasized how France’s overseas colonies also influenced the contours of the French Revolution. This volume examines the effects of both dimensions on the reorganization of spatial formats and spatial orders in France and in other societies. It departs from the assumption that revolutions shatter not only the political and economic old regime order at home but, in an increasingly interdependent world, also result in processes of respatialization.

The French Revolution, therefore, is analysed as a key event in a global history that seeks to account for the shifting spatial organization of societies on a transregional scale.

In the global context of the Cold War, the relationship between liberation movements and Eastern European states obviously changed and transformed. Similarly, forms of (material) aid and (ideological) encouragement underwent changes over time. The articles assembled in this volume argue that the traditional Cold War geography of bi-polar competition with the United States is not sufficient to fully grasp these transformations. The question of which side of the ideological divide was more successful (or lucky) in impacting actors and societies in the global south is still relevant, yet the Cold War perspective falls short in unfolding the complex geographies of connections and the multipolarity of actions and transactions that exists until today. Acknowledging the complexities of liberation movements in globalization processes, the papers thus argue that activities need to be understood in their local context, including personal agendas and internal conflicts, rather than relying primarily on the traditional frame of Cold War competition. They point to the agency of individual activists in both "Africa" and "Eastern Europe" and the lessons, practices and languages that were derived from their often contradictory encounters.

In Southern African Liberation Movements, authors from South Africa, Portugal, Austria and Germany ask: What role did actors in both Southern Africa and Eastern Europe play? What can we learn by looking at biographies in a time of increasing racial and international conflict? And which "creative solutions" need to be found, to combine efforts of actors from various ideological camps? Building on archival sources from various regions in different languages, case studies presented in the edition try to encounter the lack of a coherent state of the art. They aim at combining the sometimes scarce sources with qualitative interviews to give answers to the many open questions regarding Southern African liberation movements and their connections to the "East".

While ports are traditionally considered national infrastructure sites that connect states to global markets, special economic zones and past free ports are portrayed as threats to national sovereignty. This book calls these narratives into question as it explores the history of planning Mumbai’s ports and free zones during periods of global and regional transition from the British Raj, to national independence, to economic liberalization. The book opens with a study of an unsuccessful plan hatched by merchants in 1833 to make Bombay a free port to deal with an emerging British India and the advent of free trade. The book ends with how India’s current special economic zones and emphasis on port expansion are part of broader goals to reposition India in transregional Asian trade, to connect Mumbai with northern India, and to enact local plans for a global city that threaten the very port that first connected Mumbai to the world. To understand the functionality of these port and zone projects beyond typical policy prescriptions, this book proposes portals of globalization as a spatial format that fosters processes of reterritorialization.

Contributions to this volume summarize and discuss the theoretical foundations of the Collaborative Research Centre at Leipzig University which address the relationship between processes of (re-)spatialization on the one hand and the establishment and characteristics of spatial formats on the other hand. Under the global condition spatial formats are products of collective negotiations on the most effective and widely acceptable balance between the claim for sovereignty and the need for interconnectedness.
