The 1960s in America were a time of revolt against the stifling conformism embodied in the sprawling, uniform suburbs of the 1950s. Typically, the reforms of the Catholic Church’s Second Vatican Council, which aimed to make the Church more modern and accessible, are seen as one result of that broader cultural liberalization. Yet in Crabgrass Catholicism, Stephen M. Koeth demonstrates that the liberalization of the Church was instead the product of the mass suburbanization that began some fifteen years earlier. Koeth argues that postwar suburbanization revolutionized the Catholic parish, the relationship between clergy and laity, conceptions of parochial education, and Catholic participation in US politics, and thereby was a significant factor in the religious disaffiliation that only accelerated in subsequent decades.
A novel exploration of the role of Catholics in postwar suburbanization, Crabgrass Catholicism will be of particular interest to urban historians, scholars of American Catholicism and religious studies, and Catholic clergy and laity.
The popular understanding of the history of slavery in America almost entirely ignores the institution’s extensive reach in the North. But the cities of the North were built by—and became the home of—tens of thousands of enslaved African Americans, many of whom would continue to live there as free people after Emancipation.

There is a familiar narrative about American suburbs: after 1945, white residents left cities for leafy, affluent subdivisions and the prosperity they seemed to embody. In Levittown’s Shadow tells us there’s more to this story, offering an eye-opening account of diverse, poor residents living and working in those same neighborhoods. Tim Keogh shows how public policies produced both suburban plenty and deprivation—and why ignoring suburban poverty doomed efforts to reduce inequality.

Keogh explores how policymakers ignored suburban inequality, addressing housing segregation between cities and suburbs rather than suburbanites’ demands for decent jobs, housing, and schools.
By turning our attention to the suburban poor, Keogh reveals poverty wasn’t just an urban problem but a suburban one, too. In Levittown’s Shadow deepens our understanding of suburbia’s history—and points us toward more effective ways to combat poverty today.
Many a scholar and policy analyst has lamented American dependence on cars and the corresponding lack of federal investment in public transportation throughout the latter decades of the twentieth century. But as Nicholas Dagen Bloom shows in The Great American Transit Disaster, our transit networks are so bad for a very simple reason: we wanted it this way.
Focusing on Baltimore, Atlanta, Chicago, Detroit, Boston, and San Francisco, Bloom provides overwhelming evidence that transit disinvestment was a choice rather than destiny. He pinpoints three major factors that led to the decline of public transit in the United States: municipal austerity policies that denied most transit agencies the funding to sustain high-quality service; the encouragement of auto-centric planning; and white flight from dense city centers to far-flung suburbs. As Bloom makes clear, these local public policy decisions were not the product of a nefarious auto industry or any other grand conspiracy—all were widely supported by voters, who effectively shut out options for transit-friendly futures. With this book, Bloom seeks not only to dispel our accepted transit myths but hopefully to lay new tracks for today’s conversations about public transportation funding.
Nonprofits serving a range of municipal and cultural needs are now so ubiquitous in US cities, it can be difficult to envision a time when they were more limited in number, size, and influence. Turning back the clock, however, uncovers both an illuminating story of how the nonprofit sector became such a dominant force in American society, as well as a troubling one of why this growth occurred alongside persistent poverty and widening inequality. Claire Dunning’s book connects these two stories in histories of race, democracy, and capitalism, revealing how the federal government funded and deputized nonprofits to help individuals in need, and in so doing avoided addressing the structural inequities that necessitated such action in the first place.

The bitterly tangled webs of race and housing in the postwar United States hardly suffer from a lack of scholarly attention. But Tracy K’Meyer’s To Live Peaceably Together delivers something truly new to the field: a lively examination of a predominantly white faith-based group—the Quaker-aligned American Friends Service Committee (AFSC)—that took a unique and ultimately influential approach to cultivating wider acceptance of residential integration. Built upon detailed stories of AFSC activists and the obstacles they encountered in their work in Chicago, Philadelphia, and Richmond, California, To Live Peaceably Together is an engaging and timely account of how the organization allied itself to a cause that demanded constant learning, reassessment, and self-critique. K’Meyer details the spiritual and humanist motivations behind the AFSC, its members’ shifting strategies as they came to better understand structural inequality, and how those strategies were eventually adopted by a variety of other groups. Her fine-grained investigation of the cultural ramifications of housing struggles provides a fresh look at the last seventy years of racial activism.
Though Chicago is often popularly defined by its Polish, Black, and Irish populations, Cook County is home to the third-largest Mexican-American population in the United States. The story of Mexican immigration and integration into the city is one of complex political struggles, deeply entwined with issues of housing and neighborhood control. In Making Mexican Chicago, Mike Amezcua explores how the Windy City became a Latinx metropolis in the second half of the twentieth century.
In the decades after World War II, working-class Chicago neighborhoods like Pilsen and Little Village became sites of upheaval and renewal as Mexican Americans attempted to build new communities in the face of white resistance that cast them as perpetual aliens. Amezcua charts the diverse strategies used by Mexican Chicagoans to fight the forces of segregation, economic predation, and gentrification, focusing on how unlikely combinations of social conservatism and real estate market savvy paved new paths for Latinx assimilation. Making Mexican Chicago offers a powerful multiracial history of Chicago that sheds new light on the origins and endurance of urban inequality.
Steam City tells the story of corporate capitalism starting from the street and moving outward, looking at how the rise of the railroad altered the fabric of everyday life in the United States. The B&O’s founders believed that their new line would remap American economic geography, but no one imagined that the railroad would also dramatically reshape the spaces of its terminal city. As railroad executives wrangled with city officials over their use of urban space, they formulated new ideas about the boundaries between public good and private profit. Ultimately, they reinvented the B&O as a private enterprise, unmoored to its home city. This bold reconception had implications not only for the people of Baltimore, but for the railroad industry as a whole. As David Schley shows here, privatizing the B&O helped set the stage for the rise of the corporation as a major force in the post-Civil War economy.
Steam City examines how the birth and spread of the American railroad—which brought rapid communications, fossil fuels, and new modes of corporate organization to the city—changed how people worked, where they lived, even how they crossed the street. As Schley makes clear, we still live with the consequences of this spatial and economic order today.
American banks, to their eternal discredit, long played a key role in disenfranchising nonwhite urbanites and, through redlining, blighting the very city neighborhoods that needed the most investment. Banks long showed little compunction in aiding and abetting blockbusting, discrimination, and outright theft from nonwhites. They denied funds to entire neighborhoods or actively exploited them, to the benefit of suburban whites—an economic white flight to sharpen the pain caused by the demographic one.
And yet, the dynamic between banks and urban communities was not static, and positive urban development, supported by banks, became possible. In After Redlining, Rebecca K. Marchiel illuminates how, exactly, urban activists were able to change some banks’ behavior to support investment in communities that they had once abandoned. The leading activists arose in an area hit hard by banks’ discriminatory actions and politics: Chicago’s West Side. A multiracial coalition of low- and moderate-income city residents, this Saul Alinsky–inspired group championed urban reinvestment. And amazingly, it worked: their efforts inspired national action, culminating in the federal Home Mortgage Disclosure Act and the Community Reinvestment Act.
While the battle for urban equity goes on, After Redlining provides a blueprint of hope.
In Urban Lowlands, Steven T. Moga looks closely at the Harlem Flats in New York City, Black Bottom in Nashville, Swede Hollow in Saint Paul, and the Flats in Los Angeles, to interrogate the connections between a city’s actual landscape and the poverty and social problems that are often concentrated at its literal lowest points. Taking an interdisciplinary perspective on the history of US urban development from the nineteenth to the mid-twentieth century, Moga reveals patterns of inequitable land use, economic dispossession, and social discrimination against immigrants and minorities. In attending to the landscapes of neighborhoods typically considered slums, Moga shows how physical and policy-driven containment has shaped the lives of the urban poor, while wealth and access to resources have been historically concentrated in elevated areas—truly “the heights.” Moga’s innovative framework expands our understanding of how planning and economic segregation alike have molded the American city.
As Vaz highlights, early urban gamblers favored low-stakes games built around combinations of winning numbers. When these games became one of the largest economic engines in nonwhite areas like Harlem and Chicago’s south side, police took notice of the illegal business—and took advantage of new opportunities to benefit from graft and other corrupt practices. Eventually, governments found an unusual solution to the problems of illicit gambling and abusive police tactics: coopting the market through legal state-run lotteries, which could offer larger jackpots than any underground game. By tracing this process and the tensions and conflicts that propelled it, Vaz brilliantly calls attention to the fact that, much like education and housing in twentieth-century America, the gambling economy has also been a form of disputed terrain upon which racial power has been expressed, resisted, and reworked.
But Burge hardly developed or operated in a vacuum, as Andrew S. Baer explores to stark effect here. He identifies the darkness of the Burge era as a product of local social forces, arising from a specific milieu beyond the nationwide racialized reactionary fever of the 1960s and 1970s. Similarly, the popular resistance movements that rallied in his wake actually predated Burge’s exposure but cohered with unexpected power due to the galvanizing focus on his crimes and abuses. For more than thirty years, a shifting coalition including torture survivors, their families, civil rights attorneys, and journalists helped to corroborate allegations of violence, free the wrongfully convicted, have Burge fired and incarcerated, and win passage of a municipal reparations package, among other victories. Beyond the Usual Beating reveals that though the Burge scandal underscores the relationship between personal bigotry and structural racism in the criminal justice system, it also shows how ordinary people held perpetrators accountable in the face of intransigent local power.
Juliette is one of Chicago’s forgotten founders. Early Chicago is often presented as “a man’s city,” but women like Juliette worked to create an urban and urbane world, often within their own parlors. With The World of Juliette Kinzie, we finally get to experience the rise of Chicago from the view of one of its most important founding mothers.
Ann Durkin Keating, one of the foremost experts on nineteenth-century Chicago, offers a moving portrait of a trailblazing and complicated woman. Keating takes us to the corner of Cass and Michigan (now Wabash and Hubbard), Juliette’s home base. Through Juliette’s eyes, our understanding of early Chicago expands from a city of boosters and speculators to include the world that women created in and between households. We see the development of Chicago society, first inspired by cities in the East and later coming into its own midwestern ways. We also see the city become a community, as it developed its intertwined religious, social, educational, and cultural institutions. Keating draws on a wealth of sources, including hundreds of Juliette’s personal letters, allowing Juliette to tell much of her story in her own words.
Juliette’s death in 1870, just a year before the infamous fire, seemed almost prescient. She left her beloved Chicago right before the physical city as she knew it vanished in flames. But now her history lives on. The World of Juliette Kinzie offers a new perspective on Chicago’s past and is a fitting tribute to one of the first women historians in the United States.
New Orleans in the 1920s and 1930s was a deadly place. In 1925, the city’s homicide rate was six times that of New York City and twelve times that of Boston. Jeffrey S. Adler has explored every homicide recorded in New Orleans between 1925 and 1940—over two thousand in all—scouring police and autopsy reports, old interviews, and crumbling newspapers. More than simply quantifying these cases, Adler places them in larger contexts—legal, political, cultural, and demographic—and emerges with a tale of racism, urban violence, and vicious policing that has startling relevance for today.
Murder in New Orleans shows that whites were convicted of homicide at far higher rates than blacks leading up to the mid-1920s. But by the end of the following decade, this pattern had reversed completely, despite an overall drop in municipal crime rates. The injustice of this sharp rise in arrests was compounded by increasingly brutal treatment of black subjects by the New Orleans police department. Adler explores other counterintuitive trends in violence, particularly how murder soared during the flush times of the Roaring Twenties, how it plummeted during the Great Depression, and how the vicious response to African American crime occurred even as such violence plunged in frequency—revealing that the city’s cycle of racial policing and punishment was connected less to actual patterns of wrongdoing than to the national enshrinement of Jim Crow. Rather than some hyperviolent outlier, this Louisiana city was a harbinger of the endemic racism at the center of today’s criminal justice state. Murder in New Orleans lays bare how decades-old crimes, and the racially motivated cruelty of the official response, have baleful resonance in the age of Black Lives Matter.
The history of New York City’s urban development often centers on titanic municipal figures like Robert Moses and on prominent inner Manhattan sites like Central Park. New York Recentered boldly shifts the focus to the city’s geographic edges—the coastlines and waterways—and to the small-time unelected locals who quietly shaped the modern city. Kara Murphy Schlichting details how the vernacular planning done by small businessmen and real estate operators, performed independently of large scale governmental efforts, refigured marginal locales like Flushing Meadows and the shores of Long Island Sound and the East River in the late nineteenth and early twentieth centuries. The result is a synthesis of planning history, environmental history, and urban history that recasts the story of New York as we know it.
Renewal explores the rise and fall of this movement, which began as an effort to restore the church’s standing but wound up as nothing less than an openhearted crusade to remake our nation’s cities. These campaigns reached beyond church walls to build or lend a hand to scores of organizations fighting for welfare, social justice, and community empowerment among the increasingly nonwhite urban working class. Church leaders extended their efforts far beyond traditional evangelicalism, often dovetailing with many of the contemporaneous social currents coursing through the nation, including black freedom movements and the War on Poverty.
Renewal illuminates the overlooked story of how religious institutions both shaped and were shaped by postwar urban America.
Focusing on the development of the Center, Meredith Oda shows how this multilayered story was embedded within a larger story of the changing institutions and ideas that were shaping the city. During these formative decades, Oda argues, San Francisco’s relations with and ideas about Japan were being forged within the intimate, local sites of civic and community life. This shift took many forms, including changes in city leadership, new municipal institutions, and especially transformations in the built environment. Newly friendly relations between Japan and the United States also meant that Japanese Americans found fresh, if highly constrained, job and community prospects just as the city’s African Americans struggled against rising barriers. San Francisco’s story is an inherently local one, but it also a broader story of a city collectively, if not cooperatively, reimagining its place in a global economy.
The 1990s were a glorious time for the Chicago Bulls, an age of historic championships and all-time basketball greats like Scottie Pippen and Michael Jordan. It seemed only fitting that city, county, and state officials would assist the team owners in constructing a sparkling new venue to house this incredible team that was identified worldwide with Chicago. That arena, the United Center, is the focus of Bulls Markets, an unvarnished look at the economic and political choices that forever reshaped one of America’s largest cities—arguably for the worse.
Sean Dinces shows how the construction of the United Center reveals the fundamental problems with neoliberal urban development. The pitch for building the arena was fueled by promises of private funding and equitable revitalization in a long-blighted neighborhood. However, the effort was funded in large part by municipal tax breaks that few ordinary Chicagoans knew about, and that wound up exacerbating the rising problems of gentrification and wealth stratification. In this portrait of the construction of the United Center and the urban life that developed around it, Dinces starkly depicts a pattern of inequity that has become emblematic of contemporary American cities: governments and sports franchises collude to provide amenities for the wealthy at the expense of poorer citizens, diminishing their experiences as fans and—far worse—creating an urban environment that is regulated and surveilled for the comfort and protection of that same moneyed elite.
At the turn of the twentieth century, ambitious publishers like Joseph Pulitzer, William Randolph Hearst, and Robert McCormick produced the most spectacular newspapers Americans had ever read. Alongside current events and classified ads, publishers began running comic strips, sports sections, women’s pages, and Sunday magazines. Newspapers’ lavish illustrations, colorful dialogue, and sensational stories seemed to reproduce city life on the page.
Yet as Julia Guarneri reveals, newspapers did not simply report on cities; they also helped to build them. Metropolitan sections and civic campaigns crafted cohesive identities for sprawling metropolises. Real estate sections boosted the suburbs, expanding metropolitan areas while maintaining cities’ roles as economic and information hubs. Advice columns and advertisements helped assimilate migrants and immigrants to a class-conscious, consumerist, and cosmopolitan urban culture.
Newsprint Metropolis offers a tour of American newspapers in their most creative and vital decades. It traces newspapers’ evolution into highly commercial, mass-produced media, and assesses what was gained and lost as national syndicates began providing more of Americans’ news. Case studies of Philadelphia, New York, Chicago, and Milwaukee illuminate the intertwined histories of newspapers and the cities they served. In an era when the American press is under attack, Newsprint Metropolis reminds us how papers once hosted public conversations and nurtured collective identities in cities across America.
In Evangelical Gotham, Roberts explores the role of the urban evangelical community in the development of New York between the American Revolution and the Civil War. As developers prepared to open new neighborhoods uptown, evangelicals stood ready to build meetinghouses. As the city’s financial center emerged and solidified, evangelicals capitalized on the resultant wealth, technology, and resources to expand their missionary and benevolent causes. When they began to feel that the city’s morals had degenerated, evangelicals turned to temperance, Sunday school, prayer meetings, antislavery causes, and urban missions to reform their neighbors. The result of these efforts was Evangelical Gotham—a complicated and contradictory world whose influence spread far beyond the shores of Manhattan.

In this book, Timothy B. Neary reveals the history of Bishop Bernard Sheil’s Catholic Youth Organization (CYO), which brought together thousands of young people of all races and religions from Chicago’s racially segregated neighborhoods to take part in sports and educational programming. Tens of thousands of boys and girls participated in basketball, track and field, and the most popular sport of all, boxing, which regularly filled Chicago Stadium with roaring crowds. The history of Bishop Sheil and the CYO shows a cosmopolitan version of American Catholicism, one that is usually overshadowed by accounts of white ethnic Catholics aggressively resisting the racial integration of their working-class neighborhoods. By telling the story of Catholic-sponsored interracial cooperation within Chicago, Crossing Parish Boundaries complicates our understanding of northern urban race relations in the mid-twentieth century.
In Chicago’s Block Clubs, Amanda I. Seligman uncovers the history of the block club in Chicago—from its origins in the Urban League in the early 1900s through to the Chicago Police Department’s twenty-first-century community policing program. Recognizing that many neighborhood problems are too big for one resident to handle—but too small for the city to keep up with—city residents have for more than a century created clubs to establish and maintain their neighborhood’s particular social dynamics, quality of life, and appearance. Omnipresent yet evanescent, block clubs are sometimes the major outlets for community organizing in the city—especially in neighborhoods otherwise lacking in political strength and clout. Drawing on the stories of hundreds of these groups from across the city, Seligman vividly illustrates what neighbors can—and cannot—accomplish when they work together.
Rabig argues that fixers play dual roles. They support resistance, but also mediation; they fight for reform, but also more radical and far-reaching alternatives; they rally others to a collective cause, but sometimes they broker factions. Fixers reflect longer traditions of organizing while responding to the demands of their times. In so doing, they end up fixing (like a fixative) a new and enduring pattern of activist strategies, reforms, and institutional expectations—a pattern we continue to see today.
American cities entered a new phase when, beginning in the 1950s, artists and developers looked upon a decaying industrial zone in Lower Manhattan and saw, not blight, but opportunity: cheap rents, lax regulation, and wide open spaces. Thus, SoHo was born. From 1960 to 1980, residents transformed the industrial neighborhood into an artist district, creating the conditions under which it evolved into an upper-income, gentrified area. Introducing the idea—still potent in city planning today—that art could be harnessed to drive municipal prosperity, SoHo was the forerunner of gentrified districts in cities nationwide, spawning the notion of the creative class.
In The Lofts of SoHo, Aaron Shkuda studies the transition of the district from industrial space to artists’ enclave to affluent residential area, focusing on the legacy of urban renewal in and around SoHo and the growth of artist-led redevelopment. Shkuda explores conflicts between residents and property owners and analyzes the city’s embrace of the once-illegal loft conversion as an urban development strategy. As Shkuda explains, artists eventually lost control of SoHo’s development, but over several decades they nonetheless forced scholars, policymakers, and the general public to take them seriously as critical actors in the twentieth-century American city.
The Newark Frontier shows how, during the Great Society, urban liberalism adapted and grew, defining itself less by centralized programs and ideals than by administrative innovation and the small-scale, personal interactions generated by community action programs, investigative commissions, and police-community relations projects. Paying particular attention to the fine-grained experiences of Newark residents, Krasovic reveals that this liberalism was rooted in an ethic of experimentation and local knowledge. He illustrates this with stories of innovation within government offices, the dynamic encounters between local activists and state agencies, and the unlikely alliances among nominal enemies. Krasovic makes clear that postwar liberalism’s eventual fate had as much to do with the experiments waged in Newark as it did with the violence that rocked the city in the summer of 1967.
Taking Nashville as her focus, Erickson uncovers the hidden policy choices that have until now been missing from popular and legal narratives of inequality. In her account, inequality emerges not only from individual racism and white communities’ resistance to desegregation, but as the result of long-standing linkages between schooling, property markets, labor markets, and the pursuit of economic growth. By making visible the full scope of the forces invested in and reinforcing inequality, Erickson reveals the complex history of, and broad culpability for, ongoing struggles in our schools.
Confederate Cities, edited by Andrew L. Slap and Frank Towers, shifts the focus from the agrarian economy that undergirded the South to the cities that served as its political and administrative hubs. The contributors use the lens of the city to examine now-familiar Civil War–era themes, including the scope of the war, secession, gender, emancipation, and war’s destruction. This more integrative approach dramatically revises our understanding of slavery’s relationship to capitalist economics and cultural modernity. By enabling a more holistic reading of the South, the book speaks to contemporary Civil War scholars and students alike—not least in providing fresh perspectives on a well-studied war.
In Making the Mission, Ocean Howell tells the story of how residents of the Mission District organized to claim the right to plan their own neighborhood and how they mobilized a politics of place and ethnicity to create a strong, often racialized identity—a pattern that would repeat itself again and again throughout the twentieth century. Surveying the perspectives of formal and informal groups, city officials and district residents, local and federal agencies, Howell articulates how these actors worked with and against one another to establish the very ideas of the public and the public interest, as well as to negotiate and renegotiate what the neighborhood wanted. In the process, he shows that national narratives about how cities grow and change are fundamentally insufficient; everything is always shaped by local actors and concerns.
A World of Homeowners charts the emergence of democratic homeownership in the postwar landscape and booming economy; its evolution as a tool of foreign policy and a vehicle for international investment in the 1950s, ’60s, and ’70s; and the growth of lower-income homeownership programs in the United States from the 1960s to today. Kwak unravels all these threads, detailing the complex stories and policy struggles that emerged from a particularly American vision for global democracy and capitalism. Ultimately, she argues, the question of who should own homes where—and how—is intertwined with the most difficult questions about economy, government, and society.
The Cycling City is a sharp history of the bicycle’s rise and fall in the late nineteenth century. In the 1890s, American cities were home to more cyclists, more cycling infrastructure, more bicycle friendly legislation, and a richer cycling culture than anywhere else in the world. Evan Friss unearths the hidden history of the cycling city, demonstrating that diverse groups of cyclists managed to remap cities with new roads, paths, and laws, challenge social conventions, and even dream up a new urban ideal inspired by the bicycle. When cities were chaotic and filthy, bicycle advocates imagined an improved landscape in which pollution was negligible, transportation was silent and rapid, leisure spaces were democratic, and the divisions between city and country were blurred. Friss argues that when the utopian vision of a cycling city faded by the turn of the century, its death paved the way for today’s car-centric cities—and ended the prospect of a true American cycling city ever being built.
Looker investigates the cultural, social, and political complexities of the idea of “neighborhood” in postwar America and how Americans grappled with vast changes in their urban spaces from World War II to the Reagan era. A World More Concrete argues that black and white landlords, entrepreneurs, and even liberal community leaders used tenements and repeated land dispossession to take advantage of the poor and generate remarkable wealth. Through a political culture built on real estate, South Florida’s landlords and homeowners advanced property rights and white property rights, especially, at the expense of more inclusive visions of equality. For black people and many of their white allies, uses of eminent domain helped to harden class and color lines. Yet, for many reformers, confiscating certain kinds of real estate through eminent domain also promised to help improve housing conditions, to undermine the neighborhood influence of powerful slumlords, and to open new opportunities for suburban life for black Floridians.
Concerned more with winners and losers than with heroes and villains, A World More Concrete offers a sober assessment of money and power in Jim Crow America. It shows how negotiations between powerful real estate interests on both sides of the color line gave racial segregation a remarkable capacity to evolve, revealing property owners’ power to reshape American cities in ways that can still be seen and felt today.

Looking closely at black liberal politics at the neighborhood level in Chicago, Helgeson explains how black Chicagoans built the networks that eventually would overthrow the city’s seemingly invincible political machine.
The Streets of San Francisco uncovers the seldom reported, street-level interactions between police officers and San Francisco residents and finds that police discretion was the defining feature of mid-century law enforcement. Postwar police officers enjoyed great autonomy when dealing with North Beach beats, African American gang leaders, gay and lesbian bar owners, Haight-Ashbury hippies, artists who created sexually explicit works, Chinese American entrepreneurs, and a wide range of other San Franciscans. Unexpectedly, this police independence grew into a source of both concern and inspiration for the thousands of young professionals streaming into the city's growing financial district. These young professionals ultimately used the issue of police discretion to forge a new cosmopolitan liberal coalition that incorporated both marginalized San Franciscans and rank-and-file police officers. The success of this model in San Francisco resulted in the rise of cosmopolitan liberal coalitions throughout the country, and today, liberal cities across America ground themselves in similar understandings of democracy, emphasizing both broad diversity and strong policing.
Brown in the Windy City is the first history to examine the migration and settlement of Mexicans and Puerto Ricans in postwar Chicago. Lilia Fernández reveals how the two populations arrived in Chicago in the midst of tremendous social and economic change and, in spite of declining industrial employment and massive urban renewal projects, managed to carve out a geographic and racial place in one of America’s great cities. Now considered a dysfunctional mess, Chicago’s public housing projects once had long waiting lists of would-be residents hoping to leave the slums behind. So what went wrong? To answer this complicated question, D. Bradford Hunt traces public housing’s history in Chicago from its New Deal roots through current mayor Richard M. Daley’s Plan for Transformation. In the process, he chronicles the Chicago Housing Authority’s own transformation from the city’s most progressive government agency to its largest slumlord.
Challenging explanations that attribute the projects’ decline primarily to racial discrimination and real estate interests, Hunt argues that well-intentioned but misguided policy decisions—ranging from design choices to maintenance contracts—also paved the road to failure. Moreover, administrators who fully understood the potential drawbacks did not try to halt such deeply flawed projects as Cabrini-Green and the Robert Taylor Homes. These massive high-rise complexes housed unprecedented numbers of children but relatively few adults, engendering disorder that pushed out the working class and, consequently, the rents needed to maintain the buildings. The resulting combination of fiscal crisis, managerial incompetence, and social unrest plunged the CHA into a quagmire from which it is still struggling to emerge.
Blueprint for Disaster, then,is an urgent reminder of the havoc poorly conceived policy can wreak on our most vulnerable citizens.
Between the early 1900s and the late 1950s, the attitudes of white Californians toward their Asian American neighbors evolved from outright hostility to relative acceptance. Charlotte Brooks examines this transformation through the lens of California’s urban housing markets, arguing that the perceived foreignness of Asian Americans, which initially stranded them in segregated areas, eventually facilitated their integration into neighborhoods that rejected other minorities.
Against the backdrop of cold war efforts to win Asian hearts and minds, whites who saw little difference between Asians and Asian Americans increasingly advocated the latter group’s access to middle-class life and the residential areas that went with it. But as they transformed Asian Americans into a “model minority,” whites purposefully ignored the long backstory of Chinese and Japanese Americans’ early and largely failed attempts to participate in public and private housing programs. As Brooks tells this multifaceted story, she draws on a broad range of sources in multiple languages, giving voice to an array of community leaders, journalists, activists, and homeowners—and insightfully conveying the complexity of racialized housing in a multiracial society.

Robert Lewis documents how manufacturers, attracted to greenfield sites on the city’s outskirts, began to build factory districts there with the help of an intricate network of railroad owners, real estate developers, financiers, and wholesalers. Downtown America cuts beneath the archetypal story of downtown's rise and fall and offers a dynamic new story of urban development in the United States. Moving beyond conventional narratives, Alison Isenberg shows that downtown's trajectory was not dictated by inevitable free market forces or natural life-and-death cycles. Instead, it was the product of human actors—the contested creation of retailers, developers, government leaders, architects, and planners, as well as political activists, consumers, civic clubs, real estate appraisers, even postcard artists. For most people, this cozy image of suburbia does not immediately evoke images of African Americans. But as this pioneering work demonstrates, the suburbs have provided a home to black residents in increasing numbers for the past hundred years—in the last two decades alone, the numbers have nearly doubled to just under twelve million. Places of Their Own begins a hundred years ago, painting an austere portrait of the conditions that early black residents found in isolated, poor suburbs. Andrew Wiese insists, however, that they moved there by choice, withstanding racism and poverty through efforts to shape the landscape to their own needs. Turning then to the 1950s, Wiese illuminates key differences between black suburbanization in the North and South.
