Als das Grundgesetz 1949 in Kraft trat, währte der demokratische Neuanfang in Bayern bereits vier Jahre. Gestaltet wurde er überwiegend von Männern, die ihre persönliche und berufliche Prägung in autoritären Strukturen erhalten und in der NS-Diktatur Verantwortung getragen hatten. Die Reihe untersucht, wie solche Kontinuitäten die Verwaltungspraxis im Freistaat formten. Die Bände legen die föderale Seite einer ebenso lebendigen wie widerspruchsvollen Demokratie offen, die sich von der NS-Vergangenheit distanzierte und zugleich Teile davon absorbierte.

Sophie Friedl applies an innovative method to tell the story of illiberal traditions and democratic impulses, self-dynamics and ambivalence as a story of learning while transitioning between systems.
Ana Lena Werner reconstructs the postwar history of the Bavarian judicial administration from the perspective of cultural history. She examines how the Bavarian judicial elite saw itself and how it was viewed by others, and how those perceptions interacted with administrative practice. The author analyzes the areas of extremal image and reputation, personnel file management, and denazification.
After 1945, the Bavarian Ministry of Education was facing a twofold challenge: the school system had to be freed of any references to Nazi ideology and aligned with democratic values. At the same time, the Ministry itself was undergoing extensive changes in the postwar decades. In this study, Felix Lieb shows how ambivalent the relationship between democracy, Bavarian tradition, and attempts to deal with the Nazi past was.
Jürgen Kilian examines the Bavarian State Statistics Office in the period between 1933 and the late 1960s in relation to the persistence of National Socialist and even earlier influences. Alongside the institution itself, he analyzes personnel policy and the agency’s output. In particular, the way that statistics are interpreted reflects prevailing mindsets and norms, and how they evolve over time.
Wie kann die öffentliche Sicherheit gewährleistet werden? Franziska Walter untersucht ausgehend vom bayerischen Innenministerium, Landeskriminalamt und Landesamt für Verfassungsschutz die Aushandlungsprozesse, die die Sicherheitsarchitektur von 1945 bis 1970 auf Landesebene formten und die Zusammenarbeit mit den Bundesorganen kennzeichneten. So unterschiedlich die Aufgaben und Kompetenzen der drei Behörden waren: Wissen aufzubereiten und die Arbeit der verschiedenen Akteure zu koordinieren, wurde zur zentralen Strategie, um Sicherheit zu gewährleisten. Als prägende Faktoren der Polizeipolitik und des Verfassungsschutzes auf Landesebene versteht die Studie das Personal, das zum großen Teil bereits während der Weimarer Republik und des Nationalsozialismus in Polizei und Justiz gearbeitet hatte, und die Eigenlogiken der Behörden. Auf Basis teils erstmals zugänglicher Quellen zeigt sie verworfene Pläne, tiefgreifende Entscheidungen aber auch widersprüchliche Vorgehensweisen auf. So stärkte etwa das Polizeiaufgabengesetz von 1954 den Schutz vor staatlichen Eingriffen, während die Ermittlungsbehörden zeitgleich teils an diskriminierenden kriminologischen Vorstellungen festhielten.
At the center of this study is the interplay between administrative activity, the consequences of dictatorship, and different concepts of democracy. By examining state budgets, gender relations, denazification, and PR work, Gotto show how Bavarian ministry officials helped to shape both the Nazi dictatorship and democracy. Although many preserved an authoritarian ideal, their administrative practice modernized and vitalized democratic culture.
What shape did the personnel policy of Bavarian state governments take while dealing with the Nazi past between 1945 and 1970? This volume examines engagement with the Nazi past, historical policy, the experiences of leading ministerial officers during and after the "Third Reich," and the criteria for the Bavarian civil service’s practices of (re-)hiring and promoting personnel.
