Multilingual crisis communication has emerged as a global challenge during the COVID-19 pandemic. Global public health communication is characterized by the large-scale exclusion of linguistic minorities from timely high-quality information. The severe limitations of multilingual crisis communication that the COVID-19 crisis has laid bare result from the dominance of English-centric global mass communication; the longstanding devaluation of minoritized languages; and the failure to consider the importance of multilingual repertoires for building trust and resilient communities. These challenges, along with possible solutions, are explored in greater detail by the articles brought together in this special issue, which present case studies from China and the global Chinese diaspora. As such, the special issue constitutes not only an exploration of the sociolinguistics of the COVID-19 crisis but also a concerted effort to open a space for intercultural dialogue within sociolinguistics. We close by contending that, in order to learn lessons from COVID-19 and to be better prepared for future crises, sociolinguistics needs to include local knowledges and grassroots practices not only as objects of investigation but in its epistemologies; needs to diversify its knowledge base and the academic voices producing that knowledge base; and needs to re-enter dialogue with policy makers and activists.

Translation is an important means of enabling access to information in an emergency response. Increasingly, volunteer translators have been using social media platforms to self-organize and carry out urgent translation tasks that effectively complement official disaster relief efforts. However, the role of crowdsourced translations and the capacity of volunteer translators in reducing the impact of disasters remain underestimated and therefore understudied. Based on semi-structured interviews with five volunteer translators and online observation of their translation practices, this study investigates the role of a volunteer-driven crowdsourced translation effort in facilitating the donation and procurement of medical supplies between Wuhan and the world. By addressing the real challenges of urgent crisis communication in Wuhan in the early stages of the pandemic, this study draws attention to the need to integrate information and communication technologies with multilingual resources for disaster relief. In addition, it calls for the inclusion of multilingual logistics in national emergency preparation, response and recovery plans.

While an increasing literature on multilingualism addresses the key role of language in access to social resources, including crisis communication, little attention has been paid to practices of English-mediated multilingualism. Based on semi-structured interviews with 10 international students from South Asia and Southeast Asia receiving their higher education in China, the study reveals what language-related challenges international students encounter, how they mobilize their multilingual resources to enhance their access to crisis communication and build a shared community, and how their multilingual competences are valorized and enacted in the shifting paradigm of the China-oriented new economy addressing mutual accountability in South-South cooperation. The study suggests that English-mediated multilingualism in China fails to bridge the needs of international students of diverse backgrounds. The study also calls attention to the shifting paradigm of multilingual studies and the necessity of addressing the real world problems of health communication in a diverse context.

As the public health threat posed by the COVID-19 pandemic is still evolving globally, many linguistic minorities are struggling to obtain accurate and timely health information about the disease and its prevention and treatment in their native language. This study argues that existing ethnic online communities can play an important role in dealing with such health information disparities in the wake of the COVID-19 pandemic. By analyzing the activities and postings on an online community of Chinese international students in South Korea, this paper illustrates that the community functions as a virtual hub that produces and disseminates up-to-date and essential information about COVID-19 and provides a platform for users to share experiences and emotions accompanying the unprecedented situation. This study points out that the participation of Chinese international students in the online community is voluntary and based on established infrastructure because of the presence of a greater number of Chinese students in South Korea. Thus, it urges the government and local authorities to be more aware of the importance of providing adequate support and guidance to linguistic minorities in such uncertain and frightening times.

Diaspora vloggers–migrants who produce video blogs in the language of their home countries for a transnational diaspora community–have been a largely overlooked group in the studies of social media. This paper focuses on the unique role of Chinese diaspora vloggers during an unprecedented global event—the COVID-19 pandemic. Using manual keyword search (e.g., zhaijia riji , faguo yiqing ) and chance sampling (i.e., following platform recommendation), we collected 26 videos (07:44:30) from six Chinese YouTube micro-influencers (1–100k followers) located in Germany, the US, Australia, France, Italy, and Korea. Drawing on theories of narrative and stance-taking, we analyzed how these diaspora vloggers relate their experience during the COVID-19 pandemic. Results show that vloggers display both universal (e.g., fears) and culturally specific (e.g., mask-wearing) feelings, and invite their viewers to co-construe the emotional experience (e.g., the pronoun ni and address term dajia ). Moreover, through different ways of “being Chinese”, vloggers orient their discourse to a unique audience—transnational Chinese-speaking diaspora. Our findings point to the emergence of a new form of migrant identity in the age of social media and highlight the importance of understanding such identities in delivering public health information in global emergencies such as the COVID-19 pandemic.

In the face of the COVID-19 pandemic, new global challenges have been presented to all affected countries, underlining the importance of international communication and co-operation. This study examines a particular linguistic means, classical Chinese poetry, used successfully by China, Japan and South Korea to facilitate their intercultural relationships. Specifically, poetic texts were pasted onto boxes of COVID-19 prevention supplies. An analysis of these texts in the context of the pandemic points to their role in establishing an ‘expressive tie’ between the countries (Hwang, Kwang-kuo. 1987. Face and favor: the Chinese power game. American Journal of Sociology . University of Chicago Press 92(4). 944–974) and demonstrating emotional resonance in the midst of mixed-tied intercultural relationships. The texts also helped to conceal the requirement of reciprocity, while highlighting morality of a country for its favour-giving behaviour. Through practicing reciprocity in a culturally appropriate way, the three countries were able to promote their national image (i.e. national face). The findings provide insights into East Asian ways of managing intercultural relationships, that can be applied to navigate international co-operation for future challenges.

This article examines the recontextualization of traditional Mongolian verbal art khuuriin ülger (‘fiddle story’) by Mongolian folk singers in the context of the spread of COVID-19 in Inner Mongolia, China. Drawing on the concept of intertextuality, I analyze the verbal and visual signs in 94 videos of Mongolian fiddle stories. The article argues that the minority Mongols participate in the dominant global and national discourses while at the same time creating a sense of Mongolian-ness by marrying Mongolian verbal art with public health messages related to COVID-19. The article also finds that the multivocal COVID-19 Mongolian fiddle stories are a medium to articulate the very heteroglot sense of the world in which minority Mongols dwell and to construct and reaffirm their multi-layered identities. The study contributes to our understanding of how traditional genres and symbols evolve in response to the pandemic.

This paper examines the multilingual translation efforts of a group of university student volunteers during the COVID-19 outbreak in Shanghai. Data were collected through semi-structured interviews of the volunteer team leader, team members, and a local community health worker. Findings identified time constraints, limited language proficiency, and limited technical knowledge as the major challenges confronting the university volunteers. In order to overcome the challenges, they worked in close collaboration and used translingual and network strategies to facilitate prompt and high-quality crisis translation. Findings suggest that foreign language university students in local universities may serve as readily available multilingual resources and can be mobilized in prompt response to the grassroots multilingual needs of the local community in times of crisis. The paper ends with implications for measures and strategies to enhance effective emergency language service and crisis communication for global multilingual cities.

In this paper, I explore multilingual preventative public health messages against the spread of COVID-19 in Taiwan between January and April 2020. Based on empirical data, the symbolic and substantive content of multilingual top-down and bottom-up public health strategies was analyzed and discussed. Findings suggest that the voices of indigenous people have largely been excluded from top-down efforts and strategies in public health communications. Top-down communication did not address the actual concerns of indigenous populations who relied on tourism to bolster their economy. Bottom-up efforts emerged from social exclusion and the inaccessibility of public health information to indigenous populations; such efforts were over-communicated, and the problems of indigenous populations remained unaddressed. I conclude by relating multilingualism and the needs of minority groups, and suggest an inclusive approach to social challenges and solutions for future pandemic preparedness.

The outbreak of the COVID-19 pandemic has generated a spectacular rise in social media communication and an unprecedented avalanche of global conversation. This paper traces the emergence of the racist term “Chinese virus” used by the President of the United States, Donald Trump, on the Western social media platform Twitter and its reception and recontextualization on Chinese social media. Creative bilingual responses fusing English and Chinese resulted in a popular searchable meme “#用中式英语跨文化交流#” (“#Chinglish used for cross-cultural communication#”), on Weibo, a Chinese social media platform. Such linguistic creativity involves a variation of swears to mock and condemn the racist phrase. Formally, linguistic practices such as self-coinage, transliteration, verbal repetition, and acronyms can be observed. Functionally, the recontexualizations evidence a defensive ideology linked to nationalism and modernism. Ultimately, combatting the English racist term “Chinese virus” with a creative mixture of English and Chinese demonstrates how English has become ever more decentered during the COVID-19 pandemic.

National emergency language competence (NELC) can be understood as the capacity to use language to cope with domestic and international public emergencies. NELC constitutes the foundation of and guidance for the provision of emergency language services. Based on a review of emergency language services and language competence development, this paper proposes a theoretical model for constructing NELC along the following four dimensions: emergency stage, language tasks, non-linguistic resources, and types of emergency languages. The paper concludes with suggestions on the planning and development of NELC.
