Wonderfull many places, in the Ciuile law, require an expert Arithmeticien, to vnderstand the deepe Iudgment, & Iust determinatiô of the Auncient Romaine Lawmakers. But much more expert ought he to be, who should be hable, to decide with æquitie, the infinite varietie of Cases, which do, or may happen, under every one of those lawes and ordinances Ciuile. The treaties establishing the European Communities (“EC”) are virtually silent on the protection of human rights. Some earlier, more ambitious plans for European integration, the European Defense Community and the draft Statute of a European Political Community, dealt with the issue to some extent. However, these plans had failed and the EC founding fathers wanted to confine the treaty to the bare necessities of an economic community. They probably also thought that as the scope of Community law was essentially limited to economic and technical issues, human rights problems would not occur. Judicial practice would prove the contrary.

This bibliography contains contributions written in non-Scandinavian languages in Norwegian legal festschriften 1870–1993. For this period I have registered 69 legal festschriften. Thirteen contain contributions in non-Scandinavian languages. These thirteen festschriften are listed first alphabetically, then the articles - systematically and alphabetically – with reference to the festschrift (e.g. «Castberg (1963)» refers to «Festskrift til Frede Castberg…»). Some articles are listed twice (some even three times) in the systematical list. Articles with two or three authors can be found under each author's name in the alphabetical list.

The first major legally binding international nuclear safety convention was adopted at the conclusion of a diplomatic conference held at the headquarters of the International Atomic Energy Agency (IAEA) in Vienna, June 14-17, 1994. The draft convention had been developed by a group of legal and technical experts from more than 50 countries in the period since 1991 when the Agency's General Conference expressed support for the idea of such a convention. With the fall of communism in the former Soviet bloc, potential safety risks in aging reactors in that region were exposed. States that become parties to the new Convention will bind themselves to a number of important safety rules and accept the obligation of reporting to and participating in periodic peer review meetings to verify the implementation of the treaty obligations. The interval between review meetings is not to exceed three years, and reports of the meetings are to be made public through a document treating the issues discussed and conclusions reached during a session (articles 21 and 25).
