This paper discusses the theoretical and methodological approaches to the study of the use or non-use of expert-based information in policy-making. Special attention is paid to the Narrative Policy Framework introduced by Jones & McBeth in 2010. This theory of the policy process adopts a quantitative, structuralist and positivist approach to the study of policy narratives. The Narrative Policy Framework is useful for the analysis of the use of expert-based information to resolve so-called wicked problems, which are characterized by intense value-based conflict between policy coalitions. The methodological approach of the Narrative Policy Framework is illustrated using the policy issue of mandatory vaccination.

Regulatory impact assessment (RIA) is seen as a tool for increasing evidence-based policy making and as such it is being integrated into decision-making procedures on a wide range of issues. Based on systematic consultation, clear criteria for policy choice, and economic analysis of how costs and benefits impact on a wide range of affected parties, this tool operates by using scientific knowledge and technical analysis rather than political considerations. Scientific knowledge can be used to achieve instrumental learning (Radaelli, 2009, OECD), policy change (Sabatier, 1999), to impact on decision making (Caplan, 1979; C.H.Weiss, 1999) but also to seek legitimacy from the policy environment (Edelman, 1985; Schrefler, 2010). This article suggests an analytical framework for analysing RIA documents with insight from knowledge utilization theories. We argue that in order to better understand the RIA itself, we need to look at institutional factors as well. The combination of institutional context variables and variables for RIA document content analysis which make up worldviews in this framework provide the basis for the document analysis and exploration of RIA in its context.

This article provides a methodological tool for studying central civil service management structures (CCSMS) and their role in de-politicizing the civil service, thereby contributing to evidence-based civil service management. This tool can be used in comparative studies of CCSMS across, but also within countries, since civil service management functions are often split between several central organizations in one country. The comparative study of CCSMS is particularly useful for contemporary policy makers in EU member states, who currently face the challenge of reforming civil service systems due to EU pressure. There is therefore an urgent need to establish which type of central structure would effectively support the EU’s favored values of professionalizing and de-politicizing the civil service. Stemming from theory on organizational autonomy, our typology focuses on two key dimensions of the CCSMS that support these values: decision-making autonomy over individual civil servants and structural accountability.

Citizen participation can be considered a key part of public policy making and is also one of the reasons for the growing expert interest in this issue. This article focuses on specific knowledge, socalled “lay knowledge”, which can be identified as knowledge gained from “non experts” through civic participation. The article establishes when and how this type of knowledge enters the policy-making process via specific selected tools and provides practical examples from local and municipal public policy.

Research on decision making has mainly been based on economic models that have tried to downplay the overall context of decision-making situations. When we look into the social influences on decision making we realize it is crucial that we bring the issue of context back into the spotlight. In the present paper we explore the methodological foundations of selected qualitative approaches for studying social influences on decision-making, focusing especially on their strengths and weaknesses. We conclude that this area has great potential for further research providing academic rigor is maintained when using qualitative methods.

There is a growing trend in European countries for childbearing to occur later in women’s lives. The recent increase in the use of ART, together with the long-term trend towards later childbearing, raises questions as to the acceptable age of childbearing in contemporary society. ART legislation varies considerably across Europe and age limits for access to fertility treatment are rarely defined. The legislation takes into account the preferences of potential parents; children’s preferences, however, are not ascertained. The article discusses a research method used in a survey of older children and young adults. The objective of the survey was to answer the following questions: What age would children prefer their parents to be if they could choose? What are their reasons? Respondents were asked the following question: “How old would you like your mother and father to be when you are 20 (version for respondents younger than 16) or 25 (version for those older than 16) if you could wave a magic wand?” Furthermore, their reasons for wishing a change were identified through an open question, “Why would you like to change the age of your parents?”

We live in an era when increasing numbers of babies are conceived through assisted reproduction technologies (ART). Using a comprehensive approach, the present research seeks to contribute to the understanding of gender differences in experiencing and coping with infertility, and in dealing with ART treatment. Our sample consisted of 10 heterosexual couples aged 24 to 43 and the data were collected through semi-structured interviews. In the studied sample, gender differences existed not only in experiences of infertility, but also in understanding it, and in dealing with ART treatment. Responses to stress caused by infertility were stronger in women and they also perceived this stress more intensely than men. For women the central aspect of infertility was the desire for a child, while for men it was perceived more as a socially imposed obligation to fulfill the male role.

A retrospective ELSPAC study (N = 2756) compared three groups of mothers of three-year-old children: 1) employed, 2) voluntarily unemployed, and 3) involuntarily unemployed, about the quality of their partnership and family relationships. The results show that the involuntarily unemployed mothers have the lowest quality of family life. In these families there is more conflict, disagreement and hostile communication towards the woman and child. Employed mothers also experience some family problems. Overall, those most satisfied with their family lives are the voluntarily unemployed mothers. There is more positive communication between partners, including sharing and intimacy in this group. The results were interpreted as stemming from the distress caused by involuntary unemployment, the double burden of the female role and gender role models in the family.
