Conclusion: Building capacity for policy analysis amid tensions and challenges in Colombia

Abstract
This chapter facilitates a comprehensive understanding of the progression and the current state of policy analysis in Colombia. It presents the evolution and consolidation of policy analysis in Colombia and its relevance and use inside governmental instances. It also discusses the application of policy analysis in key policy domains and the role of participants beyond the state in policy discussions. The chapter illustrates important elements that depict the relatively slow but firm progression of policy analysis as a field of study in educational institutions and as a practical realm in public organizations and policy actors in Colombia. It emphasizes how the Colombian case delivers important lessons about the generation of policy analysis capacity in highly difficult contexts and junctures in spite of the manifold challenges that remain.
