Three Development of Czech policy analysis: social and political factors

Abstract

This chapter deals with the development of policy analysis as science-based policy-related advising in the Czech Republic and the former Czechoslovakia. It conceptualizes its historical overview in three evolutionary periods as a development from science-based policy-related knowledge (till the 1945-48) over professional policy-related working activities during the communist regime (till 1989) to the establishment of a specific academic (sub)discipline dealing with policy problem-solving after the Velvet revolution. Our description and explanation is based on the theoretical supply-demand model (deLeon, 1988; Trent and Stein, 2000) where we emphasize the demand side concerning the social and political factors influencing the development of Czech policy analysis.
