One Policy analysis under intense pressures
Abstract
Policy analysis comes up against the realities of politics. Israel also shows systemic conditions that generally work against the aspirations of policy analysts. Especially important are high outlays on defense that effect the economic calculations about the range of government programs. Against this are elements of intense self-criticism, traceable to the Biblical prophets that produce unrestrained aspirations for public policy. The result is a pervasive mode of coping, that limits a rational determination of what should be, and a mixed record of implementing what is decided.
