Fast online system for forecasting environmental impact during an incident

Abstract
In an incident, the operational control staff needs a rapid general view of the radiological situation in the vicinity of the emission source which is suitable for decision support. Because the measuring team cannot provide sufficient measurements immediately, model calculations based on the available information about the course of the accident are additionally required. Such calculations do not only serve to create an overview of the current situation but can also provide prognoses for several hours. For this purpose, a software system for environmental impact forecasting was developed at Research Centre Jülich, which calculates time-integrated doses as well as ambient gamma dose rates and activity values. The latter can be directly compared with values measured during the incident and consequently can be used to assess the model assumptions.
Kurzfassung
Bei einem Notfall benötigt der Einsatzstab zügig ein Gesamtbild der radiologischen Situation im lokalen Umfeld des Emittenten, das als Entscheidungshilfe tauglich ist. Da der Umgebungsmesstrupp nur nach und nach einzelne Messwerte liefern kann, sind zusätzlich auch Modellrechnungen nötig, die auf den vorliegenden Informationen zum Ablauf des Störfalls aufsetzen. Solche Rechnungen dienen nicht nur der Erstellung eines momentanen Gesamtbildes, sondern können überdies Prognosen über einen Zeitraum von einigen Stunden liefern. Zu diesem Zweck wurde am Forschungszentrum Jülich ein Softwaresystem für Belastungsprognosen entwickelt, das sowohl zeitintegrale Dosen als auch ODL- und Aktivitätswerte für die Umgebung berechnet. Letztere können zum direkten Vergleich mit den aktuellen Messwerten und somit zur Bewertung der Modellannahmen herangezogen werden.
