Der weitgespannte Aktionsradius Görings als preußischer Ministerpräsident, Außenpolitiker, Luftwaffenchef und Wirtschaftsdiktator in den Jahren 1933 bis 1939 und die zeitliche Stufenfolge der daraus folgenden Tätigkeiten bestimmen auch die Gliederung der Darstellung.
