Eine relationale Theorie spontaner Ordnung des Gemeinwesens: Hayek, Buchanan, Ostrom und die Bereitstellung öffentlicher Güter

Zusammenfassung

In diesem Beitrag wird gefragt, ob und wieweit es möglich ist, eine andere Theorie der Bereitstellung öffentlicher Güter zu entwickeln, die auf Hayeks Theorie spontaner Ordnung in Verbindung einer relational angereicherten Theorie der Katallaktik nach von Mieses und Hayek, Buchanans ökonomischer Klubtheorie sowie Ostroms Theorie der Anti-Tragödie der Gemeinschaften zurückgreift. Das bisher vernachlässigte zentrale Element dieser Theorien wird in den Beziehungen unter den am sozialen Austausch Beteiligten gesehen. Auf dieser Grundlage werden die spontanen, relationalen und selbstbestimmten Aspekte des ökonomisch-sozialen Austauschs aufgrund wechselseitiger Vorteile in einer Theorie menschlicher Interaktion zusammengeführt. Auf der kollektiven Ebene ist darauf aufbauend eine relationale Theorie spontaner Ordnung des Gemeinwesens hinsichtlich der Bereitstellung öffentlicher Güter erforderlich. Mit diesem Beitrag wird ein Konzept für eine solche Theorie vorgelegt.

Abstract

This article asks whether and to what extent it is possible to develop a different theory of public goods provision which draws on Hayek's theory of spontaneous order in combination with a relationally enriched theory of catallactics according to von Mieses and Hayek, Buchanan's economic club theory and Ostrom's theory of the anti-tragedy of commons. The previously neglected central element of these theories is seen in the relationships between those involved in social exchange. On this basis, the spontaneous, relational and self-determined aspects of economic-social exchange based on mutual benefits are brought together in a theory of human interaction. On the collective level, a relational theory of spontaneous order of the community with regard to the provision of public goods is required. This article presents a concept for such a theory.
