It is a great honour for me in my new function as EFRAG Board President to provide a preface to the workshop organised by the Research Lab on Financial Regulation last year in tribute to Jérôme Haas former Chairman of the ANC, the French Accounting Standard Setter at which several of my former colleagues of the European Parliament participated. The theme of the workshop, accounting regulation for Europe’s economy and society, is highly relevant. High quality, principles-based internationally accepted accounting standards contribute to the better functioning of capital markets.
EFRAG’s mission is to serve the European public interest by developing and promoting European views in a thought leadership role and to ensure that that these views are properly taken into account in the IASB standard setting process. EFRAG ultimately provides advice to the European Commission as to whether IFRS meet the IAS Regulation endorsement criteria for use in the preparation of financial statements in the EU.
In 2016 EFRAG celebrated our 15th Anniversary. It is important that EFRAG makes sure the European voice is heard – loud and clear – at the IASB. EFRAG defends European interests and needs. EFRAG needs input from all stakeholders to identify the issues that are most important for Europe. As EFRAG Board President I am looking forward to enhancing the contacts and cooperation with a wide range of stakeholders with an interest in financial reporting. This will certainly include my former colleagues at the EP and the other European institutions and agencies.
EFRAG’s research agenda[1] has become more important over time and is essential in bringing European thought leadership to the international table at an early stage. It gives Europe weight in the international discussions and supports EFRAG in influencing the international standard setting process from a European perspective.
Academic research is important in the accounting standards process. This has been recognised by EFRAG from its start with having an academic in EFRAG’s Technical Expert Group (TEG) and in its supporting Working Groups.
In the coming year, after the finalisation of IFRS 16 on leases and IFRS 17 on insurance, the IASB will focus on implementation and research projects. In both areas the input of academics is important notably in post-implementation reviews and in underpinning of conceptual thinking in the research phase. EFRAG is at present enhancing the involvement of academics in its research activities.
Given my background and experience I am personally supportive of initiatives like the one of LabEx ReFi that bring different stakeholders – politicians, academics – together to exchange views.
I am calling on all those with an interest in financial reporting to contribute to EFRAG’s due process and to give us input in our public consultations.
