The problem of restitution for displaced collections is a difficult one, but an important one for libraries, archives, museums and scholars. The Russian Federation has made considerable efforts in this arena in recent years. The Library of Foreign Literature in Moscow is a leader in implementing the new approach through programmes of publication, exhibition, and workshops/conferences. This is positive proof that only constructive and mutually beneficial co-operation of the states can be the basis in solving the most difficult problems of today.
