Abstract

This chapter discusses the narrated and imagined futures of introducing artificial intelligence to European public sector services. The case is made that potential long-term disruption of democratic public values is looming due to the private entities’ involvement in the automation process. Through a narrative study, I analyse eight central EU policy documents and five Member States’ national AI strategies to argue that they construct a vision of private-interests-driven AI uptake that insufficiently addresses associated risks. Employing the lens of sociotechnical imaginaries, I analyse the promised benefits and anticipated risks of public-private interaction for European AI, arguing that it anticipates materialisation of public sector algorithms without appropriately nuancing the issues around the technological agency of the emerging technology, digital sovereignty, path-dependencies, and value conflicts between the private and public interests.
