Vorspann Wer archiviert die SMS von Angela Merkel? Was geschieht mit dem E-Mail-Verkehr großer Unternehmen? Die Zeitgeschichte steht im digitalen Zeitalter vor vielen solchen Fragen und Herausforderungen. Die Quellen und nicht zuletzt ihre Verfügbarkeit ändern sich, neue methodische Zugriffe sind unabweisbar, ohne dass alte ihre Bedeutung verlieren. Die Zeitgeschichte steht vor einer Zeitenwende – und merkt es nicht, so der in Maastricht lehrende Historiker Kiran Klaus Patel in seinem Plädoyer für eine umfassende Debatte über die Grundlagen der Zeitgeschichte. Abstract Writing about contemporary history is facing new challenges in the digital age. The article sheds light on the practical implications for research resulting from the changes in source materials and the access to them. In view of technological innovations, changing cultural practices and new legal frameworks, it proposes that the current practice of contemporary history to advance by decades is outdated for the 21st century and also does not meet the necessary historiographical standards. While wittily written syntheses will be among the winners of the digital revolution, there has to be a rethink regarding the requirements of monographs written close to the sources. With its trenchant and provocative considerations, the article calls for a debate on a subject ignored by contemporary history for far too long.

Vorspann Carl Schmitt, einer der Kronjuristen des Dritten Reiches, war nach 1945 öffentlich verfemt, im Stillen aber fast omnipräsent. Vor allem galt das für die Rechtswissenschaft, wo herausragende Gelehrte wie Ernst Forsthoff und Ernst Rudolf Huber sein Erbe verwalteten. Selbst nicht ganz unbelastet, bezogen sie sich namentlich auf Schmitts konkretes Ordnungs- und Gestaltungsdenken, das in seiner wuchtigen Unbestimmtheit Raum für vieles ließ und so auch manchen anderen Rechtsintellektuellen den Übergang von der Diktatur zur Demokratie erleichterte, ohne dass diese ihr Weltbild ändern mussten, wie Frieder Günther eindrucksvoll zeigen kann. Abstract How did leading German right-wing intellectuals react to the deep political ruptures between 1920 and 1960? And mostly, after at first enthusiastically welcoming the seizure of power by the Nazis in 1933, how did they come to terms with the new constitutional and social order of the Federal Republic of Germany? In order to answer these questions, the article focuses on three scholars of law who were born around the turn of the century: Ernst Forsthoff, Ernst Rudolf Huber, and Karl Larenz. All three began their academic careers in the 1920s and, after 1933, ascended to the position of star professors in their field. Despite an interruption due to denazification they again asserted leading positions in the academic and intellectual debates of the 1950s. This article shows that, in the period between the 1920s and 1950s, their thinking continuously focused on the ideas of radical order and, therefore, resisted fundamental breaks. By referring to Carl Schmitt′s concrete order and formation thinking (konkretes Ordnungs- und Gestaltungsdenken), all three right-wing intellectuals endeavoured to make sense of the political and legal changes which deeply shaped their life experience.

Vorspann Partisanen sind ein Mythos, die sowjetischen erst recht. Ihr Widerstand gegen die unbarmherzigen deutschen Okkupanten scheint eine solche Deutung nahezulegen. Doch führten sie im Rücken der deutschen Front nicht nur einen „Volkskrieg“ gegen die Besatzer, sondern immer auch einen Bürgerkrieg, an dem sich viel mehr Gruppen beteiligten, als es die sowjetische und nun teilweise auch die russische Historiographie suggeriert. Auch sonst scheinen Korrekturen angebracht an der Geschichte des sowjetischen Partisanenkriegs; das betrifft seinen Charakter, seine Gegner, seine Opfer und nicht zuletzt seine militärische Bedeutung. Dass diese weit übertrieben wurde, wird schon lange vermutet. Mit Hilfe eines systematischen Vergleichs deutscher und sowjetischer Quellen kann Sebastian Stopper dies erstmals exakt mit Zahlen belegen. Abstract Soviet partisan warfare has long been surrounded by myths. By now we have sufficient sources that allow for a much more nuanced look at this part of the German-Soviet war theatre. A question that inevitably also comes up is the military utility of this form of Soviet warfare. Soviet and even post-Soviet historiography never left this matter in doubt: it has overemphasised the effectiveness of partisan warfare. A case study of the Bryansk region, i.e. the hinterland of the Battle of Kursk in 1943, provides a quite different picture. The attacks of the partisans on the German railway lines in the rear area of the German armies have hitherto been considerably overestimated due to an abundance of false information in Soviet sources. A systematic comparison between the Soviet and the German files covering this sector in space and time reveals only minimal influence on supply lines due to partisan activity.

Vorspann Als Hauptakteure des Kalten Krieges gelten sie nicht, die neutralen und bündnisfreien Staaten. Ihre militärischen, ökonomischen und demografischen Ressourcen waren begrenzt, und ihre Außenpolitik schien sich zu großen Teilen darin zu erschöpfen, ihren neutralen Status zu sichern. Doch verschaffte die besondere Situation dieser verhältnismäßig kleinen Staatengruppe mitunter auch Vorteile, etwa bei der Konferenz über Sicherheit und Zusammenarbeit in Europa. Während der langwierigen und zähen Verhandlungen entwickelten sie teilweise einen Einfluss auf die große Politik, wie man ihn zunächst kaum erwarten würde. Abstract While the signing of the CSCE Final Act on 1 August 1975 in Helsinki marked the zenith of the policy of détente, the first CSCE follow-up meeting in Belgrade almost failed and became a potent symbol of once again increasing tensions. The neutral and non-aligned states (N+N) tried to contribute to the success of the conference by serving as intermediaries between East and West, as they had done during the negotiations concerning the CSCE Final Act. While they succeeded in playing an important, sometimes even dominating role in helping the negotiations during procedural difficulties and in contributing towards the wording of the final document, they could not prevent the fact that only a minimal consensus was agreed upon in Belgrade. Parties agreed on another follow-up meeting, but not on any new measures - neither humanitarian nor economic nor measures in the field of security policy. The efforts of the neutral states failed not due to their support for Western demands, but because of a lack of readiness to compromise by the East and the insurmountable fundamental conflict between the United States and the USSR about human rights, which the Soviet side sought to systematically negate.

Zusammenfassung Währungen sind Sorgenkinder. Ganz besonders gilt das für den jungen Euro, und ganz besonders gilt das für die Deutschen, die im 20. Jahrhundert zwei schwere Geldkrisen erlebten und vor zwölf Jahren ihre harte DM für die neue Währung opferten. Hat es sich gelohnt oder hatten die Skeptiker recht, die dem Euro ein Debakel prophezeiten? Diese Fragen stellt sich Werner Becker, als Mitglied der Deutschen Bank ein prominenter Insider, der weiß, wovon er spricht. Abstract After twelve years the Euro can be seen as a success story given its numerous favourable features such as price stability and closer trade ties. There are, however, also some disappointments, in particular the government debt crisis in 2010/11. This crisis does not signal a currency crisis of the Euro; instead it points to severe government debt as well as banking problems in individual Euro area countries. The European Monetary and Economic Union (EMEU) is based on solidity in order to secure confidence. Consequently solidarity cannot in itself solve crises such as the one in May 2010. Therefore it is essential to restore a sustainable budgetary position in all four problem countries by reinforcing the stability and growth pact and strengthening growth through structural reforms. Following successful crisis management the ECB should focus on the aim of price stability. Ensuring budgetary discipline does not require a permanent rescue package but rather the threat of the Damocles sword of an orderly debt rescheduling for budgetary offenders and planning reliability for creditors regarding the rules of a possible future debt rescheduling. Should the Euro area problem countries fail to restore sustainable budgetary positions, the preferable outcome would probably not be a collapse of monetary union, but instead a sort of debt union with the growing risk of becoming a transfer union.
