Das Jahr begann vielversprechend für die »Große Koalition«. Am 31. Januar 1968 nahmen die Bundesrepublik Deutschland und Jugoslawien diplomatische Beziehungen auf. Die damit verbundenen Hoffnungen schienen sich weiter zu bestätigen, als in der Tschechoslowakei Reformkräfte die Regierungsgeschäfte übernahmen (»Prager Frühling«). Mit besonderer Spannung verfolgte die deutsche Öffentlichkeit auch, ob die unterschiedlichen außenpolitischen Vorstellungen - gerade vor dem Hintergrund der Studentenunruhen und der Außerparlamentarischen Opposition im Innern - die Stabilität der Koalition beeinträchtigen würden.
Eine Bilanz läßt sich nun anhand des Jahresbandes 1968 der »Akten zur Auswärtigen Politik der Bundesrepublik Deutschland« ziehen, der eine Auswahl von 428 Dokumenten zur Außenpolitik der Regierung Kiesinger/Brandt präsentiert.
