Im Rahmen der Enzyklopädie deutscher Geschichte gibt Peter Blickle eine Gesamtdarstellung des Gegenstandes "Soziale Konflikte" für das späte Mittelalter und die frühe Neuzeit. Unter "Unruhen" versteht er die Protesthandlungen der Untertanen zur Behauptung und Durchsetzung ihrer Interessen und Wertvorstellungen gegenüber der Obrigkeit, den "bäuerlichen Widerstand" auf dem Land ebenso wie die "Bürgerkämpfe" in den Städten. Angesichts ihrer Häufigkeit und Grundsätzlichkeit können Unruhen als "verfassungskonform" eingeschätzt werden. Damit erweist sich das Römische Reich deutscher Nation als ein äußerst elastisches politisches System mit einer bemerkenswerten Integrationskraft gegenüber Forderungen der Gesellschaft.
