The third volume of Leibniz’s philosophical letters documents the critical period when he first disclosed his philosophical system to the general public. This took place in two papers published around 1695, the “Specimen dynamicum” and the “Système nouveau,”whose basic theses were a subject of discussion in multiple letters (including Leibniz’s correspondence with de Volder and Wagner).

"Die Veröffentlichung dieses Bandes des philosophischen Briefwechsels ist ein Ereignis von großer Bedeutung für die Leibniz-Gemeinschaft. Er erscheint etwa vier Jahre nach der Herausgabe des vorherigen Bandes und umfasst die Jahre 1695 bis 1700, die überaus wichtig für die Entwicklung der philosophischen Betrachtungen von Leibniz waren. [...] 96 Briefe (davon 20 von Leibniz) werden hier zum ersten Mal veröffentlicht, und weitere 20 (davon sieben von Leibniz) zum ersten Mal in vollständiger Form publiziert. Die Lektüre des Briefwechsels ermöglicht leicht einen Einblick in Interessen und Meinungen, die den deutschen Philosophen am Ende des 17. Jahrhunderts begleitet haben."
