Alerting procedures for scenarios without warning times

Abstract
For purposes of emergency planning for Swiss nuclear power plants the following scenarios were selected from among a great variety of possible sequences: scenarios without core damage, scenarios with core damage and correct functioning of the containment and the filtered venting system, and scenarios with core damage and without correct functioning of the containment – medium up to long pre-phase. The selection of these scenarios serves as basis for establishing measures to protect the population. This contribution presents alerting procedures for scenarios without warning time.
Abstract
Für die Notfallschutzplanung in der Umgebung der schweizerischen Kernkraftwerke werden drei Szenarien in Betracht gezogen: Szenarien ohne Kernbeschädigungen, Szenarien mit Kernbeschädigung und korrekter Funktion des Sicherheitsgebäudes und der gefilterten Druckentlastung, und Szenarien mit Kernbeschädigung und ohne korrekte Funktion des Sicherheitsgebäudes. Die Auswahl dieser Szenarien dient als Grundlage für die Vorbereitung der Maßnahmen zum Schutz der Bevölkerung durch die zuständigen Stellen. Im vorliegenden Beitrag wird das Vorgehen für den Schutz der Bevölkerung bei Szenarien ohne Kernbeschädigung, welche durch eine kurze Vorphase charakterisiert sind dargelegt.
